On 24 April 2011 entered into force the directive of the European Parliament and of the Council No 2011/24/UE of 9 march 2011 on the application of patients' rights in cross-border healthcare. The article analyses the duty of Member States connected with cross-border medical care, types and limits of using cross-border medical care and problems evoked by refund of medical expenses. The subject of this study is also evaluation of the preamble and the normative text of the directive No 2011/24/UE against the regulation of the European Parliament and Council (EC) No 883/2004 of 29 April 2004 on the coordination of social security systems. The new directive provides clarity about the rights of patients who seek healthcare in another Member States and supplements the rights that patients already have at European Union level through the legislation on the coordination of social security systems.

Health care sector restructuring process that Poland is undergoing during last few years, extensively determines changes seen in whole health care sector. This applies also to nursing professionals. Direction of those, in relation to coming and anticipated dynamic growth of social needs in quantity and quality of health services not only in Poland, but a whole World, may and should be of concern. A need for an answer to a question, if it truly happens in practice and therefore formulate a proper conclusion, was a reason for following aim of this paper: an analysis and evaluate of changes in the structure of employment among nursing professionals, most of all in the context of increasing health care needs of Polish society.

Celem pracy jest zaprezentowanie przewidywanej liczby pielęgniarek w Polsce na przestrzeni dziesięciu lat (2017-2027). W badaniu uwzględniono dopływy i odpływy z grupy pielęgniarek uprawnionych do wykonywania zawodu. W sposób iteracyjny obliczana jest przewidywana liczba zarejestrowanych pielęgniarek dla kolejnego roku w danej iteracji. W modelu wykorzystywane są dane historyczne i prognozowane zmiany z okresu od roku zerowego do roku obecnie badanego, przy uwzględnieniu niepewności prognozy. Wyniki badania umożliwiają ocenę stanu personelu pielęgniarskiego w nadchodzących latach. Przedstawiają przewidywane trendy zmian w liczbie osób uzyskujących i tracących prawo wykonywania zawodu.

Public health care is one of the most important public goods for every citizen. Patients require doctors’ and most of the time nurses’ care. Shrinking number of nurses may result in worse health care in hospitals and overwork for the remaining workforce. In exceptional situations, it may lead to greater risk of patient’s death. In this paper, I try to find the future number of nurses in Poland. I compare a set of smoothing models and predict the trends of number of registered nurses, new registers, deaths and nurses gaining pension age. The forecast was made for the period between 2017 to 2027. The simulation’s results present expected situation in nurse workforce and allows for assumptions about patients’ safety.

W artykule dokonano przeglądu istniejących definicji rejestrów: publicznego, urzędowego i administracyjnego. Wskazano na kwestię nieadekwatności definicji rejestru publicznego na przykładzie systemu ochrony zdrowia. Definicja ta, z jednej strony wyłącza z zakresu rejestrów publicznych wiele rejestrów, które są ważnymi elementami infrastruktury informacyjnej państwa, a z drugiej nadaje status publiczny typowym rejestrom prywatnym. Zwrócono też uwagę na istotne różnice pomiędzy rejestrem, ewidencją a wykazem. Ich odróżnienie to jedno z kluczowych zagadnień w kontekście wprowadzania ładu informacyjnego. W artykule dokonano również przeglądu klasyfikacji rejestrów stosowanych w literaturze przedmiotu oraz podjęto próbę skonstruowania takiej klasyfikacji dla rejestrów ochrony zdrowia. Opracowaną klasyfikację wykorzystano do opracowania modelów integracji rejestrów publicznych w systemie ochrony zdrowia.

A review of public, official and administrative register definitions have been made in the paper. The survey stated that the public register definition (on the example of Health Care System) are non-adequate. This definition, on the one hand, excludes from public registers some elements which are important for the state information structure, on the other, it grants a public status to typical private registers. An attention was paid to significant differences between register, file and list. The distinction of the concepts is one of key issues for the information deal implementation. A classification review of registers used in the subject literature as well as an attempt to built a classification of health care registers were made in the paper. This very classification was used for integration models' creation of public registers in the health care system.(original abstract)

A factor which conditions correct functioning of the health care system in a country is a number and quality of the system's medical staff. Nurses play crucial role in this professional group. The aim of this research was to demonstrate a relationship between professional satisfaction and human resources development in nursing. The research was performed with the method of diagnostic survey using anonymous questionnaires designed by the author. The test sample was chosen randomly from nurses employed in two medical centres in Bełchatów. In total, 150 people were examined. Basing on the performed survey a conclusion was made that management process influences professional satisfaction and human resources development in nursing.

W artykule omówiono aktualną organizację badań statystycznych zachorowań na nowotwory na tle systemu informacyjnego ochrony zdrowia i podstawowe problemy związane ze zgłaszaniem zachorowań. Nakreślono też propozycję zmian umożliwiających poprawę jakości gromadzonych danych przez Instytut Onkologii. Omówiono również istotę rejestrów administracyjnych oraz możliwości i ograniczenia, jakie daje ich wykorzystanie w badaniach statystycznych. Możliwości te koncentrują się w trzech dziedzinach: budowie operatów badań statystycznych, uzupełnianiu danych statystycznych oraz weryfikacji jakości danych. W artykule zwrócono uwagę na ograniczenia badań statystycznych wynikające z tajemnicy statystycznej oraz omówiono wpływ technologii informatycznej na sposób organizacji gromadzenia, przetwarzania i analizowania danych. W artykule poddano rozważaniom możliwy kierunek rozwoju regionalnych rejestrów onkologicznych oraz Krajowego Rejestru Nowotworów. (fragment tekstu)

The article describes the possibility of the administrative registers use in statistical surveys, exercising statistics of the caucer discase neoplasm incidences. These possibilities concern three areas: construction of statistical survey frames, data completion as well as revision of the data completeness and quality. Moreover, the IT influence on the functioning method of administrative registers are analysed. Possible development directions of regional oncologic registers are considered too. (original abstract)

Artykuł zawiera analizę efektywności służby zdrowia według województw w 2005 r. Wskaźnik ten został zdefiniowany jako stosunek nakładów na służbę zdrowia (np. finansowanie, personel medyczny, infrastruktura medyczna) do efektów (np. wskaźniki epidemiologiczne, umieralność niemowląt). W przeprowadzonym badaniu wykorzystano metody wielowymiarowej analizy porównawczej oraz metodę DEA (Data Envelopment Analysis) do klasyfikacji województw pod względem efektywności opieki zdrowotnej. Metody te umożliwiły przedstawienie przestrzennego zróżnicowania badanego zjawiska w kraju.(abstrakt oryginalny)

The article presents the analysis of the health service effectiveness by voivod-ships in 2005. The index has been defined as the ratio of outlays for health service, e.g. financing, medical personel and infrastructure, to results, e.g. epide-miological indices, infant mortality. During research the multidimensional comparison analysis and the DEA (Data Envelopment Analysis) methods were used to classify voivodships by health service effectiveness. The methods made possible to present this very spatial differentiated phenomenon in Poland.(original abstract)

Information and Communication Technologies (ICT) are the chance for improve the effectiveness of healthcare system. Using the ICT technology by healthcare entities can improve quality of medical services, at the same time achieve cost efficiency by medical organization and by all healthcare system. Present article shows possibilities of using the ICT technology by healthcare entities. Authors focus on the process of settlement medical services by healthcare entities with National Health Fund.

The aim of this article is to present the application of a panel model in determining the impact of spatio-temporal relationships related to the employment of medical workers in public healthcare in specific voivodships. Based on estimated Berzeg's panel model parameters, mean structural changes as well as sectorial and regional interactions were assessed in respect of the employment of medical workers in the studied group of five professions from 1999 to 2011. Received results may be helpful in the management of healthcare facilities.

The aim of the paper is to discuss crucial methodological and conceptual issues in an estimation of national health care systems efficiency. The paper consists of following parts: introduction; interpretation of efficiency in health care context; practical issues in efficiency model building; inputs and outputs selection in production process; and summary. In the appendix, the example of efficiency model with use of the data envelopment analysis method is presented.

The main topic of this article is a model of strategic decision making in health care organization. It has been shown how, using the resource-based view, the manager of health care organization can go through a decision process. Taking into account the key stakeholders the decision maker is able to get the solution that strengthen the organization's competitive position the most. The example of how the decision analysis can be employed to aid the manager has been presented. The method WINGS has been used to solve the problem. This method helps to get the deeper insight into the situation and allows the interrelations among criteria. It also provides the ranking of decision alternatives that facilitates the final decision making.

The article provides a theoretical analysis of the project RICHARD and its influence on the health care system in Lodz region, in particular, its correlation with eHealth strategy.

As a result arising from the implementation of the Mission Oriented Scorecard should be the improvement of the functioning of the organization, and consequently the implementation of the vision, or at a shorter period of time- the strategy of the organization. It occurs however, that in organizations where the system is implemented (or its components), there is a situation in which employees, being accountable for a specific value metrics, carry undesirable actions from the point of view of the mission and the strategy of the company. The aim of this article is to examine the function-oriented mission Scorecard as a tool for leading employees (including managers) to achieve the objectives of the organization and to examine these problems in the functioning of the Mission Oriented Scorecard.
