Celem artykułu jest poszukiwanie przyczyn sprawności samorządów lokalnych w wykorzystywaniu funduszy pomocowych jako wyniku funkcjonowania w regionach o wyższym poziomie społeczeństwa obywatelskiego, które nadaje specyficzną strukturę działaniom zbiorowym i indywidualnym, podejmowanym dla zaspokojenia potrzeb społeczności lokalnych i realizacji celów zbiorowych. Postawiona teza dotyczy uwarunkowanej kulturowo zdolności do samoorganizacji, społecznego współdziałania, stopnia zaufania do otoczenia, tworzących kapitał społeczny w poszczególnych regionach, jako czynnika warunkującego sprawne działanie instytucji na przykładzie zdolności samorządów gminnych do wykorzystania środków z programu SAPARD. Autorka określa operacyjną definicję sprawności władz samorządowych w pozyskiwaniu środków z funduszy pomocowych oraz bada regionalne zróżnicowanie tej sprawności w Polsce, wykorzystując przy tym 9 wskaźników.

"The article deals with determinants of efficient absorption of European Union's structural funds by local authorities entities. It focuses on factors connected with civil society that distinguish different regions. As it was broadly recognized and explored, the ""basis of civil society is the social capital of a region. Social capital includes networks and relationships between people that transmit their shared attitudes and values and therefore influences on structures of common initiatives undertaken by individuals and different groups in order to fulfill local societies' needs. The author studies to what extent social capital of different regions conditioned by cultural factors influences institutional efficiency of local authorities in Poland in relation to absorption of pre-accession fund SAPARD."

The article deals with the analysis and preliminary assessment of the role of particular financing sources of Polish agricultural and rural development after Polish accession to the EU. The analysis concerning the changes in financing sources covers the years 2000-2007, whereas the one concerning the influence on Polish agriculture - the years 2003-2006, i.e. the period of implementation of pre-accession programmes, in particular including the programme SAPARD, and three years of accession with gradual increase in EU financing. At that time, the means allotted to the development of Polish agriculture, agro-business and rural areas were multiplied. The 'agricultural' budget and the structure of fund sources changed. The second part deals with preliminary analysis (after three years of Polish membership in the EU), of the influence of EU funds on production factors in agriculture (capital, land, labour), and at the same time on shaping of its development potential. The attention was also paid to the universality of particular EU programmes and the interest in them of different beneficiary groups.

Due to the specific problems of rural areas, the policy of stimulating entrepreneurship located in the countryside is becoming ever more important. The shaping of entrepreneurial attitudes and the introduction of assistance programmes for the already existing enterprises constitute the main factors of the development of entrepreneurship. Its understanding should not be confined to non-agricultural activities alone for it encompasses the modernisation of farms and the adoption by farmers of behaviour patterns which are typical for business activity. The system of incentives created by the pre-accession programme of assistance to agriculture and rural areas SAPARD fits this conceptual framework. An independent empirical research study was carried out to investigate the impact of this programme on the development of rural entrepreneurship. The last part of the paper deals with quantitative and qualitative changes in respect of stimulation of the development of rural entrepreneurship that have taken place in Poland after its accession to the European Union.

The article presents the results of field research concerning the implementation of the Special Accession Programme for Agriculture and Rural Development (SAPARD) in Poland. Surveys covering farmers-applicants for assistance available under the programme were conducted in two parts of Mazowieckie voivodeship: in its eastern part (former Bialystok voivodeship) and in the area around Warsaw. The aim of the surveys was to collect the opinions of farmers about the programme at different stages of its implementation.

The article presents an evaluation of the SAPARD Programme in the context of human factor as well as changes in employment connected with the implementation of this programme, the characteristics of preparatory activities of the employed and their role in carrying out the programme. The results of conducted analyses show that actions launched to prepare people for the utilisation of funds available under the SAPARD Programme did not have the features of systemic solutions. The employment and development of personnel dealing with the programme were not based on methods designed to shape human capital and did not have a comprehensive, coherent or strategic character. A positive aspect of the launched efforts concerning the development of employed personnel was the attention given to training at home and abroad.
