Since the beginning of its statehood the Federal Republic of Germany (FRG) has committed itself to the cause of European integration seeing in it an opportunity to build a democratic state within a wider framework of democratic Europe. The FRG treats its engagement in the process of integration as a Europeization of its foreign policy. Already as a Bonn republic it was among the initiators of establishing a Common Policy of Foreign Affairs and Security (CPFAS), and after the emergence of the European Union, the unified Germany was active in strengthening the CPFAS and in creating the EU's defense policy. Germany opted for adoption of the CPFAS by the whole EU but it also managed to negotiate its initiatives with France which represents the conception of inter-governmental politics. The FRG treats the European Union as a multilateral forum where integrated Europe speaks in one voice on the international scene. For this reason the FRG supports a strengthening of the EU's policy in the domains of foreign affairs, security and defense. It also argues for the adoption of a new constitutional treaty for Europe.

The main characteristics of public space are accessibility and usability for all citizens. However, current developments, primarily observed in cities, suggest the loss of a clear distinction between public and private space. Instead, urban spaces of hybrid character are emerging. Spaces with public functions, like train stations, parks or pedestrian areas, are changing in character, and semi-private spaces, like malls or plazas, are spreading. In order to get a realistic view of developments this article offers a critical appraisal of recent privatisation trends followed by a brief summary. After discussing feasible reasons for the loss of private space the article considers potential implications for the future of citizenship.

Studies on a knowledge-based society deal with a wide range of problems, including the seldom studied aspect of crime. The criminology perspective in the context of a knowledge-based society is related to the use of new knowledge in antisocial and criminal activities, the use of new knowledge and innovative approaches in combating and preventing crime, as well as the development of new methodology in research and analysis of unfavourable and threatening trends in the formation of a knowledge-based society. The use of new technologies and methods often is not specified in regulatory documents; that can cause additional risks in their use, result in socially unfavourable or even criminal consequences or lead to using the acquired products and knowledge in achieving antisocial aims.

The paper deals with bilateral agreements on defence cooperation. Such agreements are nothing new in the world. They are approached by different states in different variants and combinations. Based on the analysis of Brandon J. Kinne, this paper analyses and compares bilateral defence cooperation agreements between the USA and Estonia and the USA and the Slovak Republic. The assumption that the agreement with the USA is a vassal agreement rather than an agreement between two equal partners is confirming.

One of the key problems of our time is how much security we want, what price we are willing to pay to feel safe and whether safety leads to satisfaction. Security has a financial and political cost. The article focuses on the relationship between security and privacy from the point of view of a citizen. It examines Czech and Slovak citizen attitudes toward the use of strong prevention security measures in a situation where the government suspects a terrorist attack or security threats in general. We focus on the Czech Republic and Slovakia, two countries that do not have much experience with a severe threat to security, so security is more about pre-emptive measures and general consideration. Data from the two latest ISSP Role of Government modules (IV. and V.) are employed to analyse the degree to which citizens in both countries accept security measures and what are the determinants of their acceptance. We find that a mixture of the low level of trust and a high level of perceived corruption foster sceptical attitudes towards the use of strong security measures. Citizens are less willing to have their personal freedom limited if they do not trust their government. Populists and radical right harness mistrust and fear of immigration to strengthen their issue-ownership on law and order, promising more security but often seeking to limit the freedoms and individual liberties. In this context, the search for the balance between security and liberty has a new urgency and should receive more comparative attention in the future.

The present paper engages with the semantic relationship between security and Roma in the context of Central European liberal democracies. On the basis of comparative analysis of Czech and Slovak strategic documents, it is pointed out that an ambivalent construction of the (in)security of Roma occurs. The Roma are seen both as threatened and threatening. Whether it is done directly or via the production of specific categories such as the "socially inadaptable", this presents a challenge for liberal governance. In conclusion, this illiberal tendency is identified with the phenomenon of "reasonable anti-Gypsyism", and policy suggestions are drawn up.
