The subject matter of the article is the reform of the second pillar of the European Union in the Treaty of Lisbon of 13 December 2007. The first part of the article presents systematics of the Treaty provisions concerning The Common Foreign and Security Policy. The second and third part deal with changes in The Common Foreign and Security Policy with The Common Security and Defense Policy being its integral part.

Society is affected by the military restructuring - as we are talking about an important element of the government and (institutional structure). Big and well-structured formation such as this has a double relationship with their external and internal environment. Determining factors coming from the external environment: the requirements targeting the current system. The basic function/goal: the content of the application emerging in quantitative and qualitative parameters. The circumstances which are objective on one hand, and subjective on the other – in case of political institutions determine the decision. The author groups these as external military conditions, effects possibilities and factors, which influence the re-structuring the military.

The new national security vision of Poland came after political transformation in Poland in 1989, the liquidation of the Warsaw Pact and aspirations to join the Western security and political system. After joining the NATO (1999), admission to the European Union (2004), has been fully integrated with the structures of these institutions. This placed the new challenges by identifying key priorities in its national security. New quality in the global and national security occurred on 11 September 2001, since when it has directly threatened the security of the United States. Under the influence of the country were changed the strategy of global security, followed by the national security of many countries, including the Polish market. In it, there was also the threat of international terrorism and declaration – also actively involved – to participate in its combat missions. A particularly important tool for the implementation of national security strategy, in addition to international guarantees and block and properly conducted foreign policy, is to have adequate national military capabilities including appropriate to the threats of the armed forces. The management of Polish political and military formally recognizes that premise – this has been reflected in the developed "Vision – 2030 Armed Forces."

When the post-1945 superpower opposition, which had lasted almost half a century, ended, all states of the Central European region embarked upon the road to European integration. The territories of Hungary and all NATO allies are not threatened by military aggression, and the risk of other traditional threats is minimal. In his article, the author investigates the factors which support this statement and how Hungary's extended and closer environment has transformed in the light of traditional threats.

International migration has come into focus among security policy issues lately. The growing number of people fleeing to other countries and continents is by itself a conflict generating factor. Moreover, when we consider how much security risk is involved with the illegal migrants, it is easy to see that the issue is inevitable from both a non-military and a military security perspective. The study looks at the investigation and classification of the security aspects of international migration with a help of an analysis carried out by well-known foreign and Hungarian authors.

The article analyses the consequences of Russian security policy towards Poland during the presidency of Dmitry Medvedev. The author seeks answers to the following questions: what was the influence of the Russian proposals of the new European security architecture on the Polish position in international relations; what were the motives to improve Polish-Russian relations after 2007 (in terms of security); what were the consequences for Polish foreign policy of the so-called reset in USA-Russian relations?
