In the period of 1945-1948 the Ukrainian and Ruthenian minority was the only national minority that had its national-political representative body, a certain cultural autonomy and a significant representation within local and district boards of representatives. The Ukrainian national council (Prjascevscina) was the national representative body of Ruthenians and Ukrainians in Slovakia. In spite of the fact that its political status was never determined and codified in the political system, de facto it was an institution respected by not only Ruthenians and Ukrainians but also by the highest state bodies. Till the elections in 1946 it had its deputies in the Temporary National Assembly and in the Slovak National Council and also after the elections it struggled to influence the activities of Members of Parliament and members of the Slovak National Council. It had formulated the demands of Ruthenians and Ukrainians and insisted on legalization of existing minority institutions and on the constitutional codification of Ukrainian minority rights, but did not succeed.

The article is a summary of characteristic of London retribution decree and Retribution Act No. 33/1945 Col. of Slovak National Council in epoch of post war Czechoslovakia republic. Major problem of this study, taking into account wide scope of this problem doesn't include whole problem of post war retribution, but to focus at certain factors which affected creation and application of retribution decrees within Bohemia and Slovakia, but also difficulties related with people's court activities. The author has tried to point out on injustice of political representatives and judges, which led to punishment not only true war criminals, but too many innocent people, whose only guilt was their patriotism. He thinks that retribution is warning for future to carry out punishment of criminal acts not based on emotions or political interests, but only and solely justice grounds.

The study deals with the nationalist activities of the Spiš inhabitants after the establishment of Czechoslovakia. The end of the First World War and the destruction of Hungary directly stimulated nationalist activities of the Slovak population in all its regions, even in the Spiš region. The nature and dimension of these activities in Spiš region, was determined by its multi-ethnicity. Therefore, members of various nationalities - Slovak, German, Hungarian and Ruthenian were mobilized in Spiš. In the observed period, nationalist manifestations were mainly related to the operation of national councils of these nationalities. The Hungarian National Council, the German National Council of and East Slovak Council were supported by the Hungarian government, which at that time ruled over the territory. On the contrary, the Slovak National Council was on the defensive. After the occupation of Spiš by Czechoslovak army in December 1918, the situation turned. Pro-Hungarian oriented councils were either cancelled or got to the defensive and the Slovak National Council was encouraged by the Czechoslovak government. During the year 1919 there was a different manifestation for Czechoslovakia and against it, what will be addressed to this paper, too.
