The paper synthetically shows the role and tasks of social assistance on a local level, here primarily understood as the lowest level of local administration - 'gmina' (commune). The text first presents a brief summary of legal basis for social assistance as well as explains gmina's tasks. Next the paper describes available social security benefits. Finally those issues which can challenge and undermine the whole system are discussed, for example integration of social assistance initiatives, labour market and national health service.

The paper presents the scope, dynamics and structure of the Polish self-governments, focusing on the period after '04, i.e. after the new legislation on social assistance. Then, the authors consider forms of the self-governments financing and take into account their effectiveness ending with suggestion concerning substituting donations with subventions.

The article bases on the sociological concept of the pretend activities, formulated by Jan Lutynski in 1977. The subject of the analysis are the manifestations of such bogus activities in the field of social assistance, with the focus point to the social work. Commenting on the specific features of pretend activities in social work, the authoress suggests the presence of the same mechanisms as described in 70. by Jan Lutynski, that induce them. Both their level, as well as their functions to social assistance system, other systems and their causes need to be empirically studied.

The research described here was qualitative in approach and was conducted in 2004 and 2005. The main goal of it was identification of discriminatory practices in some social assistance institutions in Poland. Besides their scale and different forms it was pointed out to overt and covert functions which discriminatory practices have in the context of professionalization of social work. Prevalence of these practices cast doubts on adherence to rules of ethical standards in social assistance institutions and among social work professionals.

In this article understanding by recruits of their power in the field od social services was analysed. It was shown that their knowledge about social benefits they are entitled to as well as about possibilities to realise their expectations are quite low. It has a negative influence on realization of their tasks connected with their calling to the Fundamentally Military Service.

Contemporary Polish poverty in the majority of cases is new one, resulting from social and economic transformations, modernization processes and the system change. It is mainly the poverty of job market 'outcasts', capable of working yet redundant in the new conditions. The article attempts at answering the question of the role of state institutions in creating the new type of poverty in Poland as well as the state's responsibility for the generation of a broad category of 'transformation losers'-unprivileged and deprived of access to conveniences behind the conditions and quality of social existence. Starting from the issue of system transformation, the author analyses the problems of unemployment and poverty in the context of political changes undergoing in Poland.
