Nowadays demographic and social changes cause that ensuring long-term care services to dependent elderly is important and urgent challenge for social policy. In Poland dominant conception how to solve this problem is enforcement of the social long-term care insurance. This solution, although seems to be necessary, above many advantages, has also many disadvantages.

The author researches the essence of quantitative and qualitative labor resources reproduction. The attention is also paid to the factors which make it more difficult to realize labor resources reproduction (such factors include demographic tendencies and transition towards information economy). The scientific research is also devoted to the basically new and difficult tasks in frames of social insurance on unemployment. The attention is paid to flexibility and liberalization of labor market as well as to qualitative changes in understanding of labor. The author examines three elements of such qualitative changes. The research is also focused on the role of pension system in the process of labor resources reproduction. It is stated, that the pension system is characterized by very insignificant influence on labor resources reproduction.

The text should highlight the problems of application practice of the courts but also of the administrative authorities in social insurance and security in the aplication of the new legislation and contribute to remedy the deficiencies, where the application practice doesn´t require amendment of the legislation, as well as draw attention to the fields, in which adoption of a new legislation would be helpful.

The author examines such aspects of numerical solutions to the economic models as efficiency, accuracy, error analysis, stability and reliability. Without attempting a full picture of the applicable numerical methods or the advantages and drawbacks of these, the article concentrates on a pension incentive model, complex in its mathematical structure, but interesting economically and numerically. Finally, the author demonstrates the efficacy of numerical methods by applying them to an important economic supposition.

The contribution describes the actual changes of Social Insurance Act No. 461/2003 Coll. as alteredand amended which is effective from 1 January relating to the status of persons who carry out work under agreemanets on work performed outside employment relationship. These changes: 1. they have resulted in, that the work under agreemanets on work performed outside employment relationship has become less attractive (new obligation to pay contributions for employees and employers and increasing the administrative burden for employers); 2. They ensure increase of finance to basic social insurance funds controlled by the Social Insurance Agency; 3. They enhance the social protection for policyholders by fulfillment of the conditions of sickness benefit and unemployment benefit entitlement, in the case of entitlement to pension benefit these changes increase social protection only for certain policyholders; 4. in many cases the changes make worse the status of policyholders by amount of their pension benefit and unemployment benefit. We consider that the increase contributory obligation (contribution payment) should be compensated in any case by more social protection for policyholders, what in many cases will not happen. These legal changes even sometimes reduce the social protection of policyholders.
