The article presents the diversity in the socio-economic development of rural and urban areas in the River Drwęca Basin conditioned by the demography, history and geography of the region. The time span in question is from 1995 to 2007. In order to delimit the demographic changes the Perkal method was used, while the complex assessment of diversity in economic development was based on Hellwig's synthetic indicator called 'taxonomic method of diversity'. Regional diversity is visible in the following three areas: economic (increased spread of the entrepreneurship index), social (increased diversity in unemployment rate), spatial (in the income of boroughs and in the expenses per head) as well as in agriculture (due to diverse natural conditions and low level of both social and technical infrastructure). The paper also shows the new directions and chances for further development.

The objective of this paper is to evaluate, in light of statistical data, Poland's capacity for dynamic development in the future and its possibilities for the attainment of its ambitious economic and social goals. The analysis was based on the latest available data drawn primarily from Eurostat. They concern a number of EU countries, chosen as the reference countries in the paper. The Author discusses different measures for the evaluation of the economic and social processes to assess Poland's development opportunities in the coming years. For the sake of simplicity of presentation, the Author has divided the measures into short- and long-term indices. Short-term analysis shows that Poland is successful in the short run. Unfortunately, long-term indices, which are rarely discussed by the public, reveal a grim picture of the performance of Poland in comparison with the reference EU countries. The Author concludes that Poland is a country which does not pay much attention to its long-term socio-economic development.

Neither investigated region did not take into account in its strategy tasks concerning the formation of optimal (rational) branch and production structure of economy of the region.

Postsocialist transformation must be seen against the background of ongoing globalization. The progress toward institutional changes should be evaluated through the prism of their influence on country's development abilities. In Poland, over eighteen years of comprehensive systemic shift, GDP has increased more than in any other postsocialist country. While judging the transformation progress not only the improvements in competitiveness and growth must be taken into account, but also social and cultural aspects. There have been five distinct periods from the viewpoint of economic growth. Had there been a better policy coordination of systemic change and socio-economic development, GDP growth over the periods considered could have increased by a half more. This opportunity has been missed due to the intermittent implementation of wrong economic policies based on wrong economic theories. Poland has the potential to double her GDP over next ten years. However, despite gains from both globalization and European Union integration, this potential will not be fully exploited due to the overall ineptitude of politics. Poland's transformation can be seen as a success, but only to the extent of two thirds of its potential.

The relation between the levels of public expenditure and their impact on economic growth and socio-economic development is long-term issue investigated by the public finance theory. Relevant answers to it are also of great importance for economic practice. The aim of the present study is to analyse the relation between the levels and structures of public expenditures and the Human Development Index. The study uses the Data Envelopment Analysis (DEA) to identify countries that effectively use public spending to achieve the highest socio-economic development of society. The findings indicate that the total amount of public expenditure does not have significant impact on the socio-economic development; however public expenditures in “productive” sectors of public services (especially education, health and social services) have the potential of positive impact on the socio-economic development.
