Artykuł prezentuje kierunki rozwoju współczesnych miast, które wpisują się w powszechnie stosowaną terminologię miast zrównoważonych (sustainable) czy tzw. miast smart. Władze samorządowe niejednokrotnie deklarowały obranie takiej właśnie drogi rozwoju. Pozostaje jednak pytanie, czy realizowane działania w polskich miastach są zgodne z kryteriami zrównoważonego rozwoju. Artykuł prezentuje kluczowe aspekty rozwoju dla współczesnych miast w Polsce. Miasta powinny przede wszystkim stwarzać mieszkańcom szansę kreatywnego rozwoju i dostarczać bodźce do oryginalnego kształtowania nowych przestrzeni miejskich oraz realizowanych w nich funkcji społeczno- -gospodarczych. W referacie podkreślona została rola obywateli w reorientacji kierunków rozwoju miast w Polsce.

The paper presents the directions of development of the modern cities that form part of a common terminology of sustainable or smart cities. Local authorities often declare the undertaking of this way of development. A question is if works realized in the Polish cities are consistent with the basic criteria of sustainability. The paper presents in a synthetic way the key aspects of development of modern cities in Poland. However it does not state which new sectors of the economy should be designed in cities. The cities should, in fact, only create the chances for creative development and provide its residents with incentives to originally shape a new urban spaces and socio-economic features. The paper accents the role of the citizens in the process of reorientation of the directions of development of the cities in Poland.

Partycypacja obywatelska staje się ważnym elementem praktyki samorządowej w Polsce. Jednym z narzędzi wspierających proces angażowania mieszkańców w sprawy samorządowe jest budżet obywatelski (BO). BO jest narzędziem współrządzenia i próbą włączenia mieszkańców w rozwój lokalny. Choć póki co nie można stwierdzić, iż partycypacja obywatelska jest wszechobecna w naszym kraju, to jednak jest widoczny rosnący ruch lokalnych inicjatyw oddolnych. Należy liczyć na to, że doświadczenie z BO nie będzie tylko chwilowym eksperymentem podszytym modą i polityczną poprawnością i na stałe zagości w polskich samorządach. Artykuł ma na celu upowszechnianie wiedzy na temat BO w oparciu o analizę badań wtórnych oraz doświadczenia własne autorki.

Civic participation is getting more and more important in practice of local governments in Poland. One of the tools of support of the process of citizens’ engagement in self-government is participatory budget (PB). PB goes beyond cooperation with NGO’s and is an attempt to engage average residents in local development. In most of the Polish cities the experiences in participatory budgeting are assessed as a success. Even though, statistics show that we can’t still state that citizens’ participation is ubiquitous, we can observe a growing movement of individual and neighborly bottom-up initiatives. There is indication that Polish experience with PB will not only be a temporary experiment based on fashion and political correctness but will settle in Polish selfgovernments. This paper aims at disseminating knowledge about participatory budgeting based on desk research and on own experiences of the author.

Contemporary economy is based on advanced strategies of close cooperation between different businesses. It is now a sphere requiring wide-range attention at the local level in Poland. The study presents an analysis of the forms and effects of the cooperation between the local government and business at the local level. Local councils of Słupsk county and Słupsk commune are presented as examples. A private entity Charlotta Valley is a representative of tourist branch located within these units. This paper appoints activities of these units at strategic and operational levels aiming at reinforcement of collaboration between the partners. As the research indicates as well as similar studies conducted in other regions, the cooperation between local councils and business is not effective enough (particularly referring to tourist business). Each partner carries out activities aiming at cooperation but no one is really satisfied with them. So, why this collaboration is not entirely possible despite obvious needs and possibilities. The research indicates that the main reason is the lack of communication abilities. An additional mediator is necessary for communication among various spheres of activities. Concluding, NGOs or business would act as such a mediator. However, the awareness of Polish entrepreneurs as well as local councillors is probably not ready yet to accept this kind of solution. The apparent setbacks in communication may result in diminishing the chance for development. What is more, the financial sphere remains the biggest barrier in this context. Each party understands the need for cooperation not a competition at the local level. Yet, financing issues at the operational level prove to be impossible to solve.

Współcześnie w gospodarce rynkowej w Polsce podmioty wszystkich sektorów gospodarczych w sposób niemal doskonały organizują swoją strategię rozwojową. Jednak z punktu widzenia rozwoju społeczno-gospodarczego terytorialnych systemów, konieczna jest współpraca międzysektorowa. W artykule zaprezentowano przykłady lokalnej działalności współpracy pomiędzy samorządem lokalnym a biznesem z branży turystycznej. Wskazano na kluczowe bariery braku efektywnej komunikacji w tym zakresie. Badania oparte zostały na studium przypadku współpracy samorządów lokalnych powiatu słupskiego i gminy Słupsk oraz podmiotu gospodarczego Doliny Charlotty.
