The paper analyzes the revenue and expenditure of the Social Insurance Fund (SIF) from 1999 to 2010. This period covers the first years of the reformed social security system and the time at which a number of regulatory change was introduced. In the analyzed period both revenue and expenditure of social insurance increased, while revenues grew faster than expenses. The higher revenue growth marked by subsidies from the state budget than revenues from social security premiums. Among the largest share of expenditure accounted for transfers to the population, which were paid primarily in the form of pensions. The analysis shows that the reform of social security system, despite the delays in the implementation of certain objectives, contributed to many positive changes. It affected the growth of insured persons, a drop in payments of inability to work, and the increase in the average age of persons who have been granted pension benefits. (original abstract)

The article contains the comparative analysis of functioning of public funds of the social insurance in Poland. It turns out that significant disproportions exist in amounts of contributions paid by policy holders into ZUS and the KRUS. Unfortunately, an introduced reform of the insurance plan does not get rid of these irregularities. According to the author, it would be essential to include numerous group of farmers into the universal system. It should be an effect of taken action: increasing income to FUS, lowering the amount of transferred subsidies to the fund from the state budget, the efficiency rise of the farm labour, the rise of average size of agricultural farm and curbing the "hidden unemployment" in the farming. 145-152

The right to social security is implemented primarily through the social security system – the basic public program implementing social security in Poland. Social insurance is implemented by the Social Insurance Fund, ie the stateowned special purpose fund, which is managed by the Social Insurance Institution. Its funds are primarily used for the payment of social security benefits. The implementation of the social security law has a specific financial dimension. The answer to the question of how much the implementation of this law requires is systemic analysis and evaluation.

Prawo do zabezpieczenia społecznego realizowane jest przede wszystkim za pomocą systemu ubezpieczeń społecznych – podstawowego programu publicznego realizującego zabezpieczenie społeczne w Polsce. Zadania z zakresu ubezpieczeń społecznych realizuje Fundusz Ubezpieczeń Społecznych, czyli państwowy fundusz celowy, którego dysponentem jest Zakład Ubezpieczeń Społecznych. Jego środki przeznaczane są przede wszystkim na wypłatę świadczeń z ubezpieczeń społecznych. Realizacja prawa do zabezpieczenia społecznego ma konkretny wymiar finansowy. Odpowiedź na pytanie, ile kosztuje realizacja tego prawa, wymaga systemowej analizy i oceny.
