Celem artykułu jest analiza istoty i pozycji poszczególnych funduszy związanych z ubezpieczeniem społecznym oraz ich powiązań finansowych z budżetem państwa. Zastosowano metodę normatywno-opisową, uwzględniającą elementy teorii finansów oraz analizę praktyki funkcjonowania wybranych funduszy sektora finansów publicznych w Polsce. Realizacja zamierzenia badawczego opiera się na krytycznym przeglądzie wybranej literatury przedmiotu oraz analizie aktów prawnych. Wykorzystano także dane ze sprawozdań z wykonania budżetu państwa oraz planów finansowych wybranych funduszy ubezpieczenia społecznego.

Both the general social insurance system and the separate system of farmers’ social insurance were based on special legal and financial institutions (public specialpurpose/ earmarked funds). All institutions belong to the public finance sector, although only some fulfil the statutory definition of a state earmarked fund. The aim of the article is to analyse the essence and position of particular social insurance funds, including their financial links to the state budget. The normative-descriptive method was applied, taking into account the theory of finance, as well as the analysis of functioning of selected public finance sector funds in Poland. The research objectives are based on the critical review of published literature on the subject, the analysis of legal acts and other documents, including budget execution reports and financial plans of selected social security funds.
