The study is to discuss procedures for strategic environmental impact assessment with particular emphasis on spatial planning acts. Legal regulation in this area is highly doubtful. They relate primarily to the procedures handshake (giving opinions) environmental impact assessment and public participation procedure.

In the article the author examines the process and report of EIA and SEA from the perspective of their evaluation nature. This approach allows the sliding to the forefront their praxeological aspects with the correct understanding of the role and relations between the parties involved in this process, the role of reports (expertise), democratization and transparency of management and governance sphere. There have been attempts to review and evaluation of national experiences and practices in this area.

W artykule autorka analizuje procedurę i raport Oceny Oddzialywania na Środowisko i Strategicznej Oceny Oddziaływania na Środowisko z punktu widzenia ich ewaluacyjnego charakteru. Takie podejście umożliwia wysunięcie na pierwszy plan ich prakseologicznych aspektów wraz z właściwym zrozumieniem roli i wzajemnych stosunków pomiędzy stronami zaangażowanymi w ten proces, rolę raportów (ekspertyz), demokratyzację i transparentność sfery zarządzania i rządzenia. Dokonano także przeglądu i próby oceny krajowych doświadczeń i praktyk w tym zakresie.
