This paper presents the analysis of existing tools for sustainable development, which made it possible to identify the need for detailed study of the socio-economic instruments and determine perspective and priorities of their development.

The article contains description of environmental conflict as a key contradiction of socio-economic development of economic systems and risk factor in the formation preconditions “green” economy. Determined definitional basis of environmental conflict, developed his classification. Based on the nature and characteristics of the conflict, proposed organizational and economic and legal mechanisms for the resolution of environmental conflict for the transition to sustainable development and foundation “green” economy.

Transformation of organizational and technical regulation’s system of the national economy actualizes the issue of evaluation of input mechanisms. The following issues are proposed and justified in the article: a methodical approach to the determination of the effectiveness of mechanisms of the transformation of the organizational and technical regulation of the national economy as a socially significant innovation and investment project with the calculation of the cumulative effect of the government budget and business sectors as net present value, which is defined as an increase in gross domestic product in the current and future periods as a result of the regulatory instruments' implementation. A mathematical model for calculating the total annual economic impact of regulatory tools – technical regulations and standards – is developed. The expediency of its application for identifying activities and export commodity groups for priority development and implementation of technical regulations, that will optimize the choice of regulatory instruments, is calculated.

As a result of research concepts are first entered mono- and polyprocessed reengineering, which allow to examine this instrument from position of influence of amount of business processes involved in him to the general result.

The settlement of economic and ecological conflicts that arise between entities using natural resources have been and remain the cornerstone of environmental economics and environmental protection. Anti-ecological trends entities constitute a significant threat to sustainable development, transforming into ecological conflicts. In this adverse scenario actualized in research methods and practical maintenance procedures for the settlement of ecological conflicts. The need to find compromise and coordination of economic and environmental interests of the parties to the conflict leads to the development of an effective mechanism for resolving ecological conflicts. The proposed study of the basic principles of ecological conflict resolution, based on that developed key functional blocks of the mechanism of its regulation: economic, administrative-economic, financial-economic, market instruments, legal, innovation and investment, informational and socio-cultural.

At the foot of a rock with prehistoric and early historical settlements and a medieval castle ruin, two hoards from the migration period have been found. Six hoards from the Late Bronze Age, Middle Latène Age and Early Middle Ages were also discovered here. At the end of the 4th and the beginning of the 5th c. the mountains in the Western Carpathians were used as refuges. The hill-top settlements are concentrated in the northern periphery of the Danubian-Suebian settlement, mostly in the Middle Váh Valley, Upper Nitra Valley and Upper Gran Valley. Their number has increased significantly due to the field surveys in recent years. One of the reasons for the settlement of mountain areas is the turbulent times during the ethnic movements of the time. Also the climatic changes cannot be excluded. The article also deals with the problem of the long-term tradition of depositing the mass finds and offers several examples of the accumulation of hoards from different eras on the ‘holy mountains’.
