Przedmiotem artykułu są zagraniczne inwestycje bezpośrednie. Transfer obcego kapitału w postaci inwestycji zagranicznych stanowi ważną determinantę rozwojową gospodarki. Ze stosowanej strategii działania inwestorów zagranicznych (ukierunkowane na rynek wewnętrzny, poszukiwanie tańszych czynników produkcji, poprawę efektywności, długookresowe źródła przewagi) wynikają różne czynniki przyciągające obcy kapitał do danej gospodarki. W przypadku ich zmienności, analiza szeregów czasowych może dawać wyniki świadczące o tzw. regresji pozornej. Stopień integracji szeregu decyduje o zastosowaniu operatora różnicowania jednokrotnie bądź wielokrotnie. W artykule do ustalenia stopnia integracji wykorzystano test Dickeya-Fullera (test jednostkowego pierwiastka). Do zbadania zmiennych mających wpływ na zmianę strumienia inwestycji zagranicznych napływających do Polski, wykorzystano test przyczynowości Grangera. (abstrakt oryginalny)

The subject of this article is the foreign direct investments (FDI). The transfer of foreign capital in the form of foreign investments is an important determinant of economy development. Applied strategy of foreign investors results in different potential factors, which attracts foreign capital to the given economy. In case of their variability, the time--series analysis can bring results called seeming regression. The degree of time-series integration decides about single or multiple application of differentiation operator. In the article Duckey-Fuller's test was used in order to determine the degree of integration (test of single root). To study the variables influencing on FDI flow change coming to Poland, the Granger-causality test was used. (original abstract)

Przedstawiono strukturę budżetu Unii Europejskiej. Omówiono przewidywany udział Polski w dochodach i wydatkach budżetu UE. Zwrócono uwagę na zagrożenia dla płynności polskiego budżetu, wysokość składki członkowskiej, wysokość wsparcia finansowego polskiego rolnictwa w ramach Wspólnej Polityki Rolnej oraz wysokość przyznanych Polsce zaliczek na działania strukturalne.

This article concerns the financial conditions of Polish membership in the European Union settled during accession negotiations that were finalised on the summit in Copen hagen in December 2002. In order to present this problem the analysis of economic and financial situation of the EU countries could be used. This situation essentially influences on volume of incomes and expenditures of common budget and explains reasons for which the European Union wanted to keep the enlargement costs on lower possible level. The article also describes settlements concerning the financial transfers between the budget of the European Union and budget of Poland connected with obligatory membership contribution and share of Poland in the Common Agricultural Policy and structural activities. The article mentions about threats for liquidity of Polish budget in the first period of membership. (original abstract)
