The Union for the Mediterranean in the policy of France and Germany

The Union for the Mediterranean, established in 2008 by France, was intended to strengthen French influence in the region. After Germany intervened, this exclusively French project was expanded to encompass the entire European Union, which provided financial support from the European Neighbourhood Policy. The immense political, economic and social problems facing the south of the Mediterranean prevented the Union for the Mediterranean from operating efficiently there. Under the circumstances of the crisis in the euro zone, and after the Arab revolutions, France and Germany intend to continue to support the democratisation process in the region and they have come up with numerous initiatives, especially in the field of energy, cross-cultural dialogue and educational projects. They also support measures to combat terrorism and curb illegal immigration into the European Union.

Praca przedstawia zakres współpracy sektorowej w obszarze pracy i zatrudnienia w ramach Unii na rzecz regionu Morza Śródziemnego i odpowiada na pytanie dotyczące korzyści płynących ze współpracy i czy możliwe jest jej wdrożenie. Instytucjonalizacja Unii dla krajów Basenu Morza Śródziemnego podkreśla również dyskusję na temat roli sekretariatu w zakresie wspierania współpracy sektorowej. Między innymi te funkcje sekretariatu, które dotyczą inicjowania i realizacji projektów mających na celu poprawę sytuacji społecznej i gospodarczej.

The paper presents the scope of sectoral cooperation in the area of labour and employment within the Union for the Mediterranean and answers the question concerning the advantages of cooperation and whether it has a chance of being implemented. The institutionalization of the Union for the Mediterranean is also emphasised, with a discussion on the role of the secretariat in respect of promoting sectoral cooperation. Among others, those functions of the secretariat are presented which concern initiating and implementing projects aimed to improve the social and economic situation.

W artykule opisano stan stosunków politycznych łączących Izrael i Unię Europejską. Wejście w życie traktatu z Lizbony nadało UE podmiotowość prawnomiędzynarodową. Zmiana ta stanowi krok w kierunku usamodzielnienia się Unii w sferze stosunków międzynarodowych, pozwalając na traktowanie jej jako niezależnego aktora. Kierując się tym założeniem, autor analizuje cele realizowane przez obydwa wspomniane podmioty w relacjach wzajemnych, a także środki zmierzające do ich osiągnięcia. Tekst zawiera też prezentację najistotniejszych przeszkód zakłócających rozwój stosunków między Unią Europejską a Izraelem oraz szans ich przezwyciężenia, które to zadanie wymaga wyjścia poza kwestie bieżące i przedstawienia szerszego historycznego, strukturalnego i strategicznego tła relacji wiążących wspomniane podmioty.

The article presents the state of political relations biding the European Union and Israel. Lisbon reform granted the EU legal personality, which was the next step in extending the autonomy that allows it to be treated like a political actor of international relations. Bearing that it mind, the author attempts to reveal political goals being accomplished by both sides as well as means which lead to their implementation. The aim of the article is also to cover the most important obstacles in mutual relations and prospects of overcoming them. This requires the paper to go beyond discussing the current developments and demands the presentation of historic, structural and strategic background of relations of the two aforementioned entities.
