Entrepreneurshi in european integration conditions is one of the key success factors in a context of individuals, companies or cities and local government units or states alike. In case of individuals entersprise attitude is recognized as a set of personal features. In case of cities it can be measured by sufficiency in gaining European funds and ability to apply them. In the times of globalisation and strong competition between cities ability to efficient management can decide in „the chase for space”. This is even more important since cities play nowadays the basic part in social-economic growth processes and, in consequence, in increasing competitiveness of various types of spatial systems. As a result of numerous functional-spatial changes a lot of city areas have been devastated and other city parts gained a new rank. However, to create harmonious city space starting ventures which restore spatial order and meaning of marginalized areas turned out to be necessary. The rule of maximization of cities value and their real estate by creating high quality of public space is nowadays realized among the others by revitalization programs. The aim of this essay is to indicate the revitalization activities in framework of Integrated Operational Program of Regional Development and Regional Operational Programs, comparison of means dedicated on revitalization and analysis of their application in małopolskie and świętokrzyskie woyevodship in which the results of application contest have been already publicated.

Artykuł jest poświęcony ocenie przygotowań administracji regionalnej w Polsce do implementowania Zintegrowanego Programu Operacyjnego Rozwoju Regionalnego 2004-2006. Prace organizacyjne są opóźnione, głównie za sprawą braku uzgodnień między Polską a Komisją Europejską, a także niezbędnych rozwiązań prawnych i organizacyjnych na szczeblu centralnym. Przedstawiono szereg rekomendacji, które mogą poprawić niedoskonałości organizacyjne. Jednocześnie postulowana jest gruntowna przebudowa systemu administracyjnego niezbędnego do wdrażania funduszy europejskich w regionach po roku 2006. Autor zaproponował kierunkowe propozycje zmian tego systemu.

Article assesses the administrative capacity of the regional institutions in Poland for implementation of the Integrated Regional Development Operational Programme 2004-2006. Organizational works has been delayed, mainly because of slowing down of the negotiation between Poland and European Commission, lack of required legislative framework and postponement of decisions on central government level. Author presents recommendations for improvement of pace and quality of administrative works in Polish regions. The main conclusion is also importance for general rebuilding of administrative regional framework for future implementation of European funds after 2006. The basic directions for this reform are recommended.

Celem artykułu była analiza możliwości wykorzystania PPP w przedsięwzięciach rewitalizacyjnych, zrealizowanych w ramach ZPORR w województwie mazowieckim. Wybierając projekty, kierowano się ich kompleksowością, wartością oraz szczegółowością analiz przedprojektowych. Przeanalizowano projekt „Kamienica artystyczna – rewitalizacja kamienicy położonej w Radomiu przy ulicy Rwańskiej 7 (zaprojektuj i wybuduj)” oraz projekt „Rewaloryzacja Parku im. K. A. Dittricha w Żyrardowie”. W realizacji obu projektów nie zastosowano formuły PPP. W obu przypadkach zarówno po stronie partnera publicznego, jak i prywatnego powinny pojawić się wyraźne korzyści. W analizowanych projektach nie wykazano wystarczających korzyści dla partnera prywatnego. Doświadczenia zagraniczne pokazują, że przy odnowie budynków mieszkalnych partner prywatny zyskuje przy większych inwestycjach. Współpraca publicznoprywatna przy rewaloryzacji parków jest najczęściej dodatkowym elementem większej inwestycji deweloperskiej zlokalizowanej w sąsiedztwie.

The purpose of this paper is to analyse the possibilities of applying PPP in the revitalization projects conducted under the Integrated Regional Development Operating Programme (ZPORR) in the Mazowieckie Region. The criteria of the project selection included complexity, value and detailed introductory analysis. The projects called the "Artistic Tenement Building: Revitalization of the Building Located at ul. Rwańska 7 in Radom (Design and Build)" and the "Renewal of the K.A. Dittrich Park in yrardów." The PPP formula was not applied in those projects. Clear benefits could have been gained on the sides of both partners, public and private. The project subjected to our analysis failed to offer adequate benefits for a private partner. Foreign experiences demonstrate that a private partner is more successful in case of regeneration of large residential houses. Public-private co-operation in park regeneration is mostly an additional element of a larger development project conducted nearby.

Support to the enterprise in Poland is realized within the framework of some programmes andon a number of levels. One of them is support to the start of new micro enterprises throughtraining and consultancy as well as transitional financial support and one-time investment grantfor the people, who decide to register their own business for the first time. These activities werecarried out between 2004 and 2006 within the framework of ZPORR (Integrated OperationalProgramme of Regional Development) and the projects financially supported by European Social Fund. Novice businessmen got the chance to gain practical knowledge of the ups anddowns of self-employment and how to run their own business. During the workshop they hadthe possibility to verify, correct and put the finishing touches on their business ideas. And thebest of them, after writing their professional business plans under the supervision of advisors,got the financial support of 700 PLN throughout the period of 12 months as well as a onetimeinvestment grant of 20,000 PLN. The Agency of Economic Development in Mylenice is realizing two projects of this kind. One of them called On my own was recognized to be one of thebest in Ma³opolska region and it will be popularized by the Ma³opolskie District Office asa promotion of good actions.
