The paper discusses a model of matching process which was proposed by two American mathematicians: David Gale and Lloyd S. Shapley. The basic concept defined by them was the stable allocation, which can be achieved with so-called deferred acceptance algorithm. The article analyzes the problems discussed by the theory of stable allocations on the basis of graph theory. It has been shown that the issues raised by this theory can be ana-lyzed using bipartite graphs and networks weighted. They also formulated conditions which should be met in purpose to solve a problem of matching. References relate to the labor market, as a discussed issue is applicable in practice, especially in the design of systems of recruitment companies. The aim of the article is to present the problem of bilateral associa-tions with the use of the language of graph theory and an indication of possible applications in the area of search and match of job seekers and employers.

The topic of this article is devoted to the discussion of the ideas of cultural and social activities propounded by Professor of History, Rev. Jonas Totoraitis (1872-1941). It also deals with a question of what conditions were present for their implementation in the early twentieth century. The first idea to establish the Society to Investigate the History of Lithuania was largely predicated on his professional background as historian. Another idea was indebted to his perception of the duty of the priest. It manifested itself in the aspiration to set up a special organization (association) of Roman Catholic clergy to tackle world-view issues of society at large. Another field of Rev. Totoraitisʼ activities was organizing youth in the countryside. His most significant contribution was theoretical: a study entitled “Catholic Youth Associations”, published in the journal “Vadovas” (Leader), and some time later republished in a separate booklet “The Guardianship of Youth and Its Associations”.

The obligation to keep sales records using cash registers applies to all taxpayers of the VAT performing sale to natural persons who do not run a business and flat-rate farmers. If a non-profit organization (association, foundation) sells to these entities – despite the lack of commercial nature of the activity (sale) or including economic activity into the statute – it is obliged to keep sales records using cash registers, unless it takes benefit from an exemption resulting from the relevant executory provisions.

The aim of this article is to analyse the legal status of the Polish Academy of Arts and Sciences, an entity operating within the system of higher education and science. The study explores the Academy’s origins, its legal form and role it plays within the system of higher education and science, and its rights and obligations under the law. The findings presented in the paper allow for drawing conclusions on the legal status of the Academy, in particular recognising that it is a legal person functioning in the legal form of a (registered) association, and at the same time an organisation directly included by the legislator in the category of entities of the system of higher education and science. The study indicates the reasons justifying the Academy’s inclusion in the catalogue of entities of this system, primarily its exceptional achievements in the field of scientific activities and popularising their results, as well as the universality of undertaken activities, tradition and reputation within the scientific community.

The article is devoted to an associative analysis of connotative strategies of sibilants in the Ukrainian poetic discourse of the 20th-21st centuries. The dominance of consonants [ж], [ш], [д͡ж], and [ч] in the sound material of artistic and aesthetic speech provokes verbose associations, which generally are interpreted in the context of the individual and national properties of a portrait of the linguistic world.

The article describes relations and forms of cooperation between public administration bodies, both government and local government administration, and non-governmental organizations (NGOs) be­longing to the so-called “Third sector”. Associations and foundations are the most popular forms of NGOs. The basis for their functioning are the Constitution of the Republic of Poland, which guar­antees freedom of association and foundation, and relevant acts, i.e. Law of Foundations and Law of Associations. There is no single, closed definition of the terms: public administration and ad­ministrative body. In literature they are defined by an indication of their characteristic features. We distinguish two forms of cooperation between the third sector and public administration: financial and non-financial. Financial support forms include targeted donations to NGO’s public tasks, finan­cial guarantees, loans and sureties given to perform public service tasks. The range of non-financial forms of cooperation includes among others consultations with non-governmental organizations on formulating legal acts related to their statutory activities, the establishment of joint advisory boards, the creation of units supporting the activities of third sector organizations, or the transfer of real estate to be used by non-governmental organizations.

This article presents a legal status of volunteer fire departments and their role in the fire safety system. It pays particular attention to the fact that the activity in the field of fire safety belongs to public task, in this case carried out by social organisations. Taking into account the legal status of the volunteer fire departments acting as associations which often have a character of public benefit organisations, the author postulates a clear statutory indication of the legal nature of the volunteer fire departments as associations with legal personality. Therefore it is important to equip the volunteer fire departments with professional legal and fund management which should be provided by the relevant municipalities.

The study has been based on the text of Canterbury Tales by Geoffrey Chaucer. The paper contains a short theoretical introduction and a discussion of different linguistic and psychological approaches to issues related to figurative and literal, conventional language use. The analytical part focuses on the detailed contextual study of the cognitive metaphorical concepts. It is argued that many apparently similar concepts can evoke semantically conflicting metaphors, while concepts that appear to be mutually exclusive can sometimes evoke common associations and thereby similar metaphors.

Purpose: This article seeks to assess the scale of using the funds from Poland’s 1% of personal income tax scheme in the funding of public benefit activity conducted by public benefit organizations in the area of promotion of sports and physical culture. Moreover, it attempts to establish the determinants of revenues from this source earned by individual organizations. Design/Methodology/Approach: The article presents the results of own research based on a sample of 100 random public benefit organizations. Research conclusions are formulated based on the literature and legislation review, data from the financial statements and technical reports of selected organizations, and statistical methods selected to verify the formulated hypotheses. Findings: The revenues earned by the organizations from the 1% scheme do not depend on conventional factors, such as organization coverage, the number of beneficiaries, and the persons involved in the activity of the organization or duration of public benefit activity. Research limitations/Implications: The model developed for research purposes considers no immeasurable factors that may affect the amount of earned revenues, such as recognizability of organization in the society or taxpayer loyalty. Originality/Value: Our research pioneers the issue of determinants of funds acquired by the organizations from the 1% scheme. Research conclusions can be regarded as a voice in the discussion on the sources of funding the operation of foundations and associations.

The operations of the Łódź Sports Club in the interwar period are an important part of the history of sport in the city of Łódź, as well as Poland. The Club’s prestige and successes should be chiefly attributed to the athletes’ and the coaches’ commitment, coupled with the activists’ organisational skills. A historical analysis of the Club’s operations indicates that, in addition to training athletes in various disciplines, the establishment was also involved in a wide range of impressive cultural and educational activities. These centred on organising reading rooms, talks, lectures, social meetings and trips as well as promoting patriotic values and the idea of fair play. Hence, the Club’s educational work was channelled into axiological models of sports competition on the one hand, and into propagating education and culture on the other.

The article is concerned with reconstructing the cultural meanings included in the Polish signs “inny” (“different”) and “obcy” (“foreign”) and comparing them with their Russian and German counterparts, i.e. “другой” and “чужой”, “der Andere” and “der Fremde” respectively. The data for the comparative analysis were collected by means of the free association method. The features indicated by the respondents reflected culture-specific and language-specific associative profiles of images of the lexical items “different” and “foreign”, characteristic of the representatives of the Polish, Russian and German cultures. The results of the association test confirm that there exist numerous criteria which the Polish, Russian and German respondents referred to while specifying the meaning of “different” and “foreign”. The questionnaire allowed for establishing a hierarchy of the criteria as well as for indicating significant similarities and differences between the Polish, Russian and German associative definitions of both terms.

The purpose of this article is to attempt to reconstruct the concept слобода (freedom) in the Serbian language. The analysis is based on survey data and their interpretation in relation to a broad context of culture, history and language. The starting point for the analysis are responses gathered in the Associative Dictionary of the Serbian Language. Associations are classified according to formal types, such as contrastive, metaphorical and metonymic associations. In terms of meaning, the responses were divided into the following conceptualizations: слобода personal freedom, слобода as struggle for independence, слобода as a bird, слобода as a boundless space, слобода as blue and white colors, слобода as a white horse, слобода as a place where we feel at ease, слобода as nature, слобода as a bridge, слобода as free will, слобода as the highest value. Presented associative fields have been documented with examples of idioms, proverbs, dictionary definitions, lyrics, and literary texts.

Celem artykułu jest rekonstrukcja konceptu слобода (wolność) w języku serbskim w oparciu o dane ankietowe i ich interpretację w nawiązaniu do szerokiego kontekstu kulturowego, historycznego i językowego. Punktem wyjścia dla analizy są odpowiedzi respondentów zebrane w Słowniku skojarzeń języka serbskiego. Asocjacje zostały podzielone pod względem formalnym na kontrastywne, metaforyczne i metonimiczne. Pod względem znaczeniowym dokonano podziału na następujące konceptualizacje: слобода jako wolność osobista, слобода jako niezależność, слобода jako walka, слобода jako ptak, слобода jako bezgraniczna przestrzeń, слобода jako błękit i biel, слобода jako biały koń, слобода jako miejsce, gdzie czujemy się swobodnie, слобода jako przyroda, слобода jako most, слобода jako wolna wola, слобода jako najwyższa wartość. Prezentowane pola asocjacyjne zostały udokumentowane przykładami frazeologizmów, przysłów, definicji słownikowych, słów piosenek czy tekstów literackich.

Badania zbiorowości osób należących do górnośląskich stowarzyszeń ujawniają jej wewnętrzny podział na obywateli lokalnych i kosmopolitycznych. Nazwy te zapożyczone zostały od Roberta K. Mertona i zaadoptowane na potrzeby opisu dwóch różnych kultur obywatelskich: zorientowanej lokalnie – z charakterystycznymi dla niej silniejszymi więziami ze społecznością lokalną, większym zainteresowaniem lokalnymi problemami i częstszym zaangażowaniem w ich rozwiązanie, oraz zorientowanej kosmopolitycznie – cechującej się słabszym przywiązaniem do społeczności lokalnej, stosunkowo częstszym zainteresowaniem problemami ponadlokalnymi i działaniami na ich rzecz.

Obywatele lokalni, w porównaniu z kosmopolitycznymi, legitymują się stosunkowo niższymi poziomami wykształcenia oraz niższymi pozycjami w strukturze społeczno-zawodowej, częściej pochodzą z Górnego Śląska niż obywatele kosmopolityczni. Rdzenni mieszkańcy regionu, w porównaniu z osobami napływowymi, są wyraźnie bardziej zaangażowani obywatelsko w życie społeczności, których są członkami – bardziej są zainteresowani sprawami społeczności lokalnej, częściej podejmują działania na jej rzecz, częściej biorą udział w wyborach samorządowych.

Members of local communities can play an active role in assuring their own security and public order. One of the forms of such civic activity is the institution of civil guard, which is closely in line with the philosophy of community policing. It is based on the assumption that the police and society are partners in ensuring security. In this aspect a very important role is played by the non-governmental sector. Civil guards can be organized as an association or following resolutions of a municipal council. The experience of other countries shows that these forces can contribute to the improvement of public safety and order of local communities. Such initiatives are also to be found in Poland. They were created as a response to increased crime rate which gave rise to the feeling of anxiety among citizens. However, in Poland civil guards still bear negative historic connotations, predominantly with ORMO (Voluntary Reserves of the Citizen’s Militia). Although Polish law does not contain rules strictly governing the functioning of the civil guards, the Interior Ministry has developed some principles for creation of such forces. These principles can be found in the Penal Code, the Police Act or the Associations Act. The paper presents detailed analysis of these regulations.

In advancing process of democratization of the political system in Poland, there are more and more recent efforts to its slowdown. Such a course of action is to replace the roles of NGOs in the example of associations in the political and electoral base. This is one-sided direction caused by commercial approach to obtain the position and power. We can recognize that this kind of behavior is dominated by the local environment. Social groups, which often behave like junta play an local important role. Unstable political system in Poland and getting worse and worse ratings in evaluation public opinion for political parties, causes a need to hide their own worldview. Including as member affluent individuals, authorities and popular person, creates a false image and obtains an impact on political-election decisions, not participating in selfless work for the community, which is characterized by non-profit organizations.

The presented results relate to the study conducted in the period from December 2018 to March 2019, as part of the project “Law and the Economy. Challenges for Poland”2. According to the latest statistics, the role of NGOs is very important from a social point of view. In the context of public trust, the situation of NGOs appears much better than, e.g. the situation of the government. Edelman Trust Barometer (2018) results show that 54% of the Polish society trusts NGOs. The business sector comes second (43%), media – third (34%), and the government – fourth and last (25%). By its definition, the non-governmental sector plays the role of a free electron between society and the broadly understood state. However, due to the fact, that the scope of activities of NGOs in social space is significant, and even some tasks of the government sector are carried out by non-governmental organizations, it was justified to verify the public awareness of their functioning. Prezentowane wyniki dotyczą projektu przeprowadzonego w okresie od grudnia 2018 r. do marca 2019 r. W ramach projektu „Prawo i gospodarka. Wyzwania dla Polski”4. Według najnowszych statystyk rola organizacji pozarządowych jest bardzo ważna ze społecznego punktu widzenia. W kontekście zaufania publicznego sytuacja organizacji pozarządowych wydaje się znacznie lepsza niż np. sytuacja rządu. Wyniki badania Edelman Trust Barometer (2018) pokazują, że 54% polskiego społeczeństwa ufa organizacjom pozarządowym. Sektor biznesowy zajmuje drugie miejsce (43%), media – trzecie (34%), a rząd – czwarte i ostatnie (25%). Z definicji sektor pozarządowy pełni rolę wolnego elektronu między społeczeństwem a szeroko rozumianym państwem. Jednak ze względu na to, że zakres działalności organizacji pozarządowych w przestrzeni społecznej jest znaczny, a nawet niektóre zadania sektora rządowego realizowane są przez organizacje pozarządowe, uzasadnione było zweryfikowanie świadomości społecznej na temat ich funkcjonowania. The article presents the experiences of the Poznań Local Tourism Organization in the use of funds from the Wielkopolska Regional Operational Programme (EU perspective 2007- 2013) for the development of tourism in the Poznań agglomeration. The project “Everything works – development and promotion of tourism products in the Poznań agglomeration” is one of the smaller initiatives of this type in the region. Its total value is 501 000 PLN (117 000 Euro), with funding approaching the maximum level of 85%. It is worth noting that it covered the whole agglomeration of Poznan (Poznań Metropolitan Area). The project consisted of the following tasks carried out between 2010-2013: the creation of urban games, organization of an urban games festival, creation of the tourist web-page, development of tourist publications, promotion of the project, and the employment of an employee of the project. The article discusses the problems associated with the use of EU funds under the Polish law on public procurement and other conditions affecting relatively small organisations.

This article examines the Church’s teaching on the associations of the lay faithful from the perspective of criteria of ecclesiality. First, documents of a universal scope are discussed: Evangelii nuntiandi by Paul VI, Christifideles laici by John Paul II and Iuvenescit Ecclesia, a letter of the Congregation for the Doctrine of the Faith. Following that is a detailed presentation of a document by the Commission for the Doctrine of the Faith of the Polish Bishops’ Conference developed in 2022, Kryteria eklezjalności wspólnot katolickich (Criteria of ecclesiality of Catholic communities), from which the elements for the local situation can be read, through concrete examples of the practices undertaken.

Niniejszy artykuł poświęcony jest nauczaniu Kościoła o stowarzyszeniach wiernych świeckich z perspektywy kryteriów eklezjalności. Wpierw omówiono dokumenty o zasięgu uniwersalnym: adhortacje Evangelii nuntiandi Pawła VI i Christifideles laici Jana Pawła II oraz List Kongregacji Nauki Wiary Iuvenescit Ecclesia, a następnie bliżej dokument Kryteria eklezjalności wspólnot katolickich Komisji Nauki Wiary Konferencji Episkopatu Polski, opracowany w 2022 r., który przybliża dzięki konkretnym przykładom podejmowanych praktyk elementy składające się na lokalną rzeczywistość.
