Sustainable development of the Baltic Sea region cannot be imagined without the continuous improvement of the quality of higher education. Maritime and ecological education takes a special role in the development of this region. Shipping has always had a significant impact on the environmental safety of the Baltic Sea. Safe and reliable operation of a ship’s equipment allows to minimize pollution from ships. The electronic educational resource TotDesigner has been developed for simulator training of marine engineers and bachelor students in the sphere of engineering. This resource allows for the study of the principles of operation, as well as, the design of machines and devices used in maritime and coastal engineering. Through the use of TotDesigner it is also possible to solve various operational tasks. The TotDesigner system may be used in lectures, and in laboratory and practical exercises to consolidate theoretical knowledge and practical skills. The next step in the development of the software is to use mathematical modeling to predict the working modes of the ship’s refrigeration plant. The implementation of this idea will improve the quality of a bachelor student’s scientific-research competence formation in the sphere of engineering.

Modern research scientists are characterized by low domestic attention to the study of the European experience university training specialists in physical therapy. In the system of rehabilitation of European countries the term «physical therapy» is used, which is identical in content to Ukraine adopted the term «physical rehabilitation». The article presents the content of training bachelors and masters of physical therapy in higher educational institutions in Austria. As you know, the professional activity of physical therapists in Austria is under state protection, and Austrian university diplomas are recognized in most countries, especially in the medical sphere, topical study of the European experience of training bachelors and masters in physical rehabilitation (physical therapy), particularly in higher educational institutions of Austria. The list of Austrian universities that are preparing bachelors and/or masters’ physiotherapy is given. The curriculum for physiotherapy bachelors has been analyzed in universities of applied sciences FH Joanneum and St. Pölten, and also masters in universities FH Campus Wien and Danube University Krems. The conditions of entry to graduate in physiotherapy at Austrian universities and timing of studying for the degree of Bachelor of Science in physical therapy and «Master of Science physiotherapy» (MScPT) or «Master of Science (MSs) cardiovascular physical therapy» or «Master of Science (MSs) musculoskeletal physiotherapy» have been defined. The article covers the courses, the types of classes, the forms and teaching methods, evaluation methods and the number of credits (ECTS) for training bachelors and masters in physical therapy in Austrian universities. It is proved that the content of professional training bachelors and masters in physical therapy in Austrian universities involves the formation of future specialist able to work as part of a multidisciplinary team of doctors, nurses, work therapists, speech therapists, psychologists and other specialists, both in clinical practice and in research, management and teaching. The competence of the specialists in physical therapy and the prospects for their professional activities has been specified.

The problem of tax officials’ training in Russian Federation is considered to be the main topic of the article. In the context of integration processes, the study of European countries’ experience, in particular, of Russian Federation, as well as the implementation of progressive ideas of tax service specialists’ professional training, have been actualized. Pedagogical analysis of the higher educational standard of bachelor’s professional education with specialization in taxes and taxation has been carried out. The branches of future tax service professional activity have been defined. The structure and content of the bachelor’s basic educational program of training in specialty 080100.62.04 “Economy” (profile “Taxes and taxation”) have been defined as well, inter alia, the meaning and features of the variable part of the program. The analysis of the students’ practical training and types of the final state assessment of the graduates has been performed. Types of the professional activity have been analyzed and main tasks of a tax service specialist’s training have been defined as well. General cultural competences have been described. According to the types of the professional activity, professional competences important for the future tax service officials have been defined. The relevance of using Russian Federation’s experience, in particular, the educational standard of higher professional education of bachelor’s degree in profile “Taxes and taxation” with the updated content and forms of Ukrainian state tax service professional training activity, has been proved.

This article in essence exposes a comprehensive analysis of different aspects of a modern educational model as applied in the European Educational environment and a successive study of up-dated university traditions. In order to achieve this, based on a comparative method, the following objectives have been set: Assessment and interpretation of the actual state of the biggest universities in Europe and USA; a special assessment of their scientific and educational activity; a research assessment of the university exchange procedure as an essential component of international education; an analysis of the principle student exchange programs, that occur in the form of international academic mobility; a review of the main directions in development and reforming of other modern education system, including CIS countries. The study was completed with the following results. Regional specificity of High Education in European countries and particularities of the National Educational environment as presented in this article. The study also emphasizes the possible adaptation for educational programs and academic and scientific degrees. The author also designed the directions for creation of integrated educational programs and performance of scientific research for the member-countries of the Bologna Process.
