In this paper the author presents the National Science Centre, a government executive agency set up to fund basic research. In the first section the legal basis, organization of the Centre and role of discipline coordinators are covered. Next, funding schemes of grants, fellowships and internships, as well as peer‑review procedures are discussed. In the final section the author provides general information on Centre’s performances and results of its activities to date.

Assisted reproduction (ART), particularly that performed using donated gametes, increases the prospect of healthy babies being delivered to increasing numbers of people striving for parenthood. The psychosocial, ethical and legislative issues related both to the donation and receipt of gametes are perceived as extraordinarily complicated. In 2009, a research project aimed at mapping the issues was drawn up and implemented in the Czech Republic. The project should have provided material for consultation purposes, for the work of ethical and legislative bodies, and for better interdisciplinary and international communication in reproductive medicine. Work on the project was affected by several unforeseen events, particularly by the drafting and adoption of a new law on ART (to which the project was initially to have contributed material once concluded). The article describes the dynamic and structural changes occurring within the project due to drafting of the bill as well as the changes and consequences resulting from other circumstances related to the topic researched.

In response to K. Šebesta’s article, this paper attempts to assert the scientific nature of the didactics of Czech language as the mother tongue. The authors challenge the notion that the Czech language Didactics is but applied science and suggest to consider it an interdisciplinary field that requires both basic and applied research.

In 2010, two executive agencies were appointed subordinate to the Minister of Science and Higher Education, i.e. the National Science Centre (NCN) and the National Research and Development Centre (NCBiR). It came as a consequence of the changes in the system for research financing, directed towards, e.g. providing a clear division of tasks and competences of individual entities. The management and financing of basic research, conducted in Polish research units, thus became the responsibility of the NCN, while applied research – whose results can be directly used in the economy – was delegated to the NCBiR. NIK examined whether basic research was properly financed and whether the expected results had been met. The audit was conducted at the Ministry of Science and Higher Education, at five public universities, at five research institutes of the Polish Academy of Sciences (PAN), and at five research institutes.

W latach 2011–2018 Narodowe Centrum Nauki (NCN, Centrum) przeznaczyło prawie 7,5 mld zł na finansowanie badań podstawowych, które stanowią fundament rozwoju nauki. Jego trwałość jest bezpośrednio uzależniona od rzetelnego określenia pożądanych kierunków rozwoju, trafnego zdefiniowania priorytetowych dyscyplin oraz efektywnego wykorzystania przez beneficjentów grantów otrzymanych na projekty badawcze. Ustalenia Najwyższej Izby Kontroli wskazują, że ich realizacja nie zawsze przebiegała właściwie, co nie zostało stwierdzone w trakcie oceny dokonywanej przez NCN. Nie wypracowano również metodologii oceny wpływu badań podstawowych na rozwój polskiej nauki, a to utrudnia określenie ich oddziaływania na naukę światową.

It is necessary to create new knowledge for the development of the economy. The source of new knowledge are research: basic, applied and industrial, which complement each other to form one whole. Each of these research has other sources of financing and other purposes. Due to the large influx of foreign technology to Poland industrial research is not growing as we would expect. To balance this deficiency the Research Institutes may provide services on the world market. It would be advisable to seek the provision of services on the global research market so that it could became a Polish smart specialization. This specialization would include the sale of intellect, which should never run out of customers.

Dla rozwoju gospodarki niezbędne jest tworzenie nowej wiedzy. Źródłem nowej wiedzy są badania: podstawowe, stosowane i przemysłowe, które wzajemnie się uzupełniają tworząc jedną całość. Każde z tych badań ma inne źródła finansowania oraz inne cele. W związku ze znacznym napływem do Polski zagranicznych technologii badania przemysłowe nie rozwijają się tak jak można by oczekiwać. Dla zrównoważenia tego niedoboru może być świadczenie przez instytuty badawcze, usług na rynku światowym. Byłoby celowym podjęcie starań świadczenia usług na światowym rynku badań tak by stało się to polską inteligentną specjalizacją. Specjalizacja ta obejmowałaby sprzedaż intelektu, na który nigdy nie powinno zabraknąć klientów.
