DOI: 10.19251/ne/2020.32(4) The aim of this article is to present the role of the Slovak government in the process of annual preparation of public administration and state budget drafts and the role of the parliament in its budgetary function. The subject of the analysis is primarily the legal provisions contained in the Constitution and relevant laws, as well as other normative acts that regulate relevant processes. In addition, the relationship between the public administration budgetand the state budget, the stages of preparation of governmental drafts of both budgets and the participation of the relevant organizational units in these activities, as well as the parliamentary procedures in force concerning the subsequent stages of work and ultimately the enactment of the state budget law, and the adoption by the parliament of the public administration draft budget, were presented.

DOI: 10.19251/ne/2020.32(4) Celem niniejszego artykułu jest przedstawienie roli słowackiego rządu w procesie corocznego przygotowywania projektów budżetu administracji publicznej i budżetu państwowego oraz roli parlamentu w zakresie realizacji przez niego funkcji budżetowej. Przedmiotem analizy uczyniono przede wszystkim przepisy prawne zawarte w konstytucji oraz właściwych ustawach, jak i innych aktach normatywnych, które regulują stosowne procesy. Ponadto ukazana została relacja pomiędzy budżetem administracji publicznej a budżetem państwowym, etapy przygotowywania rządowych projektów obu budżetów i udział w tych działaniach właściwych jednostek organizacyjnych oraz obowiązujące procedury parlamentarne dotyczące kolejnych etapów prac, a ostatecznie uchwalenia ustawy o budżecie państwowym, jak i przyjęcia przez parlament do wiadomości projektu budżetu administracji publicznej.
