Artykuł przedstawia próbę identyfikacji miast zagrożonych degradacją społeczno-gospodarczą w Polsce. Na przykładzie 10 wybranych miast wskazuje różne przyczyny problemów oraz mocne i słabe strony tych układów lokalnych. Na tym tle autorzy ukazują i oceniają działania podejmowane przez władze miast, konfrontując je z pozytywnym przykładem transformacji systemowej w wymiarze lokalnym, za który można uznać Biłgoraj.

Article is devoted to identification of towns endangered by socio-economic degradation (marginalisation). Using the example of 10 selected towns it shows their weak and strong points and complex sources of developmental problems. Authors present and evaluate activities undertaken by town authorities. Town of Bilgoraj serves as a benchmark (positive example of successful local transformation after 1989).
