The purpose of this article is an attempt to prove that it is very unlikely that the development gap between Poland and Norway will be significantly reduced in the coming years. This thesis has been verified by identifying position of both countries in the field of sustainable development - to be more precise: in the context of the ten dimensions of development (SDI theme) included in the EU Sustainable Development Strategy (socioeconomic development, sustainable consumption and production, social inclusion, demographic changes, public health, climate change and energy, sustainable transport, natural resources, global partnership, good governance). As a result the distance between Norway and Poland in the field of sustainable development has been indicated. The study was based on information obtained from the database of Eurostat and the OECD. Generally speaking the sustainable development indicators were presented in relation to the 2004 and 2013 years.

The aim of this article is to analyze the innovative achievements of selected economies: Polish and Czech. This issue is of fundamental significance for all post socialist countries. Post communist heritage in form of homo sovieticus is really far from innovative performance. The author assumed that innovativeness is the component of human capital whilst the conceptions of innovativeness were dealt with as the development challenge and the criterion of efficiency for contemporary economies, creating the opportunity to speed up the pace of narrowing the development gap. It is reflected in the title of the study. The methodological basis and data source are Knowledge Assessment Methodology (KAM 2009) and European Innovation Scorecard (EIS 2009). The fulfillment of this aim, in the author's opinion, relied on presenting the coordination of innovative actions of managing entities and underlining the growing significance of network structures. On the basis of the conducted empirical analysis encompassing the years 2003-2008, there was observed, mostly in Poland and to smaller extent in the Czech Republic, a low level of innovativeness and its unsatisfactory dynamics, as well as poor use of relatively numerous human capital for attaining goals. In the conclusion part of the article, there were presented problems connected with the necessity of consequent impact on the quality of human capital and level of innovativeness. In order to overcome barriers, the author postulates to establish a pro-innovative institutional order and indicates the need for systemic attitude towards these reforms.

The paper describes the latest change in the research on social and economic development of states. This change is characterized mainly by a strong emphasis put on the role of institutions as key instruments of reducing the development gap between countries. It is argued that in the years after 1989 institutions have disappeared from mainstream academia and major intellectual debates because of: (1) the widespread belief in global convergence of capitalism and (2) the modernization theory which prevailed in the social science in the 1990s. The article indicates that institutions were once again brought into focus as a result of (1) a wider debate about the institutional sources of growth and development sparked by Acemoglu and Robinson’s Why Nations Fail, (2) the beginning of the global economic crisis of 2008 triggered by the fall of American investment bank Lehman Brothers (3) diversified consequences of the economic crisis seen all over Europe and the USA which illustrate (4) the institutional varieties of capitalism.

Rozważania podjęte w tekście koncentrują się wokół roli instytucji w procesach rozwoju społeczno-gospodarczego państw. Przedmiotem szczególnej uwagi jest jeden z wymiarów funkcjonowania instytucji, przejawiający się w rozumieniu ich jako efektywnych instrumentów redukowania dystansu rozwojowego wobec państw zachodnich. W tekście zauważono, iż w pierwszych latach po roku 1989 instytucje zniknęły z głównego nurtu ważnych debat intelektualnych. Wskazano główne źródła tego procesu: 1) popularne w latach 90. XX wieku przekonanie o globalnej konwergencji kapitalizmu oraz 2) dominującą w ówczesnej socjologii teorię modernizacji. W artykule postawiono tezę, iż instytucje wróciły do centrum debat akademickich i strategii rozwojowych z powodu splotu następujących procesów i wydarzeń: 1) szerokiej debaty poświęconej instytucjonalnym źródłom wzrostu i rozwoju zapoczątkowanej publikacjąpracy Darona Acemoglu i Jamesa Robinsona Why Nations Fail, 2) globalnego kryzysu ekonomicznego z roku 2008 zainicjowanego upadkiem amerykańskiego banku inwestycyjnego Lehman Brothers, 3) zróżnicowanym konsekwencjom kryzysu ekonomicznego, jakie można dostrzec w USA i w Europie, które ilustrują, 4) instytucjonalną różnorodność kapitalizmu.

The article addresses the question whether the transition towards the knowledge-based economy (KBE) can be a major determinant of economic convergence between Poland and highly developed EU countries. To prove the existence of development gap between Poland and highly developed EU countries, the comparative analysis of macroeconomic indicators have been applied. Based on theoretical models of long-run growth, the conditions for closing the gap have been determined. An attempt was made to assess the current level of KBE in Poland and to propose the directions for its further development to reinforce the long-run economic growth of the country.

W artykule podjęto próbę odpowiedzi na pytanie, czy transformacja gospodarcza w kierunku modelu gospodarki opartej na wiedzy (GOW) może stanowić istotny czynnik konwergencji gospodarczej Polski i wysoko rozwiniętych krajów Unii Europejskiej. Na podstawie analizy porównawczej danych makroekonomicznych wykazano istnienie luki rozwojowej pomiędzy Polską a przodującymi pod względem gospodarczym krajami UE. Przy wykorzystaniu teoretycznych modeli długookresowego wzrostu gospodarczego przeprowadzono analizę uwarunkowań tej luki. Podjęto też próbę syntetycznej oceny obecnego stanu zaawansowania GOW w Polsce i wyznaczenia kierunków jej rozwoju, pożądanych z punktu widzenia długookresowego wzrostu gospodarczego.
