The study presents (a) the legal basis for creating digital infrastructure in health care, (b) currently used elements of this infrastructure and (c) solutions waiting to be implemented.

The article presents the role of information technologies in the process of development of the economically weak regions of Poland. The state and the dynamics of the process of information technologies, in relation with the digitization, mobility and cloud computing processing trends in the areas of public administration and economics as well as functioning of individual households show vast diversification in those areas. The aim is formulating an answer to the question concerning the efficiency of the solutions being introduced in the area of public administration and the level of the IT implementation within the range of the basic economic activities, as well as the services provided to the inhabitants. The state of completion of the regional programs, the national strategies for IT implementation, the Digital Agenda for Europe as well as infrastructural investments are subject to assessment with use of the Analytic Hierarchy Process method. An important part of the process is the factor of user willingness to adopt the technologies, skills and competences necessary for their effective use and that problem was assessed with utilization of the comparison method.

Artykuł omawia rolę technologii informacyjnych w rozwoju słabych gospodarczo regionów Polski. Stan i dynamika procesu informatyzacji w powiązaniu z trendem cyfryzacji, mobilności i przetwarzania w chmurze, zarówno w obszarach administracji publicznej, gospodarki jak i funkcjonowaniu gospodarstw domowych wykazuje znaczne zróżnicowanie tych obszarów. Celem jest uzyskanie odpowiedzi na pytanie o skuteczność wdrażanych rozwiązań w administracji publicznej i poziom informatyzacji podstawowych działań gospodarczych oraz usług świadczonych mieszkańcom. Zarówno stopień realizacji programów regionalnych, strategii krajowych dotyczących informatyzacji oraz europejskiej Agendy Cyfrowej jak i inwestycje infrastrukturalne są celem poddanym ocenie z wykorzystaniem metody analizy hierarchicznej problemu (AHP ). Istotną rolę, jak wykazała analiza porównawcza spełnia w tym procesie element gotowości użytkowników do adaptacji technologii, umiejętności i kompetencje do efektywnego ich wykorzystania.

The article presents the results of examining the changes that have occurred in connection with the digitization of banking in Poland and its impact on this segment. The data is taken from the National Bank of Poland, the Polish Financial Supervision Authority, and the Prnews.pl website. A descriptive, statistical and Pearson correlation method were used. The results indicate an increasing share of customers using banking products in a digital way. The number of both website and mobile applications customers is growing. Despite the general increase in the number of people using banks, the number of bank branches as well as the employees working them has decreased. Mobile applications may soon become the main sales and service channel for banking products, the number of customers of banks using them regularly increases. In fact, the rise in digitization for banking and the decrease in the number of branches and employees are strongly correlated. The increasing usage of online and mobile banking is influenced by convenience, availability, and a reduction in the time customers spend on purchasing and servicing their products. Banks are interested in developing these types of services in order to both meet the changing needs of customers and to save on operating costs.

The digitization of television signals in Poland is presented as one of the most important achievements of the media in recent years. The purpose of this publication is to present the opportunities and risks of digital technology at the regional level. The process of digitization has not resulted in a wider range of regional public television programming. After launching of Regional Television Centers, their dedicated band time lengthened by one hour. Money from the subscription only secure the production of about 40% of programs of the channel and are mostly news programs and current affairs. Other are provided with money from sponsors. In fact, digitization creates only a potential, does not give the guarantee that it will be used as financing is crucial for stable funding system. An example of the foregoing is Regional Television Katowice.

The following article deals with the idea of culture policy in Poland and the crucial role of the public financing of the culture. The author draws attention to the fact that public money often stimulates different types of pathologies in cultural institutions which results in linking culture with bureaucratic system. There is a key question which the author asks: why should we fund the culture? A major problem in Poland is the lack of universal access to the culture and therefore a priority for the state should be the program of digitization of cultural goods. Furthermore, the author considers the impact of public funding on the quality of the culture and alternative methods of financing such as subsidies for specific projects or crowdfunding.

Over the last years various attempts to legitimate technology in education have been observed. Beginning from the examples of simple digitization of schools books through „iPad school” initiative in the Netherlands till dedicated closed tablet solutions in the USA. At the end of 2014 first adaptive learning solutions were introduced. The Knewton's system using knowledge graph started giving recommendations for learners on what questions should they work next, provided learning analytics and instructions predicting future results. In 2015 cognitive computing and artificial intelligence systems that use natural language processing and machine learning entered the market. IBM started working on a comprehensive solution for personalized learning. The practical implementations of those system can not only improve students' outcomes but also help to close skills gaps and rise employability. This article presents solutions that are being unlocked right now showing examples of newly created value of technology in education.

The article provides an analysis of the institute of digital services with an emphasis on digital services taxation. Firstly, the article deals with the definition of concepts that characterize digital services in EU law and then defines digital services specifically from a tax point of view. The article also deals with the idea of an interim and a comprehensive solution of digital taxation and introduces selected unilateral measures of digital taxation. The above subject of research is analysed by applying basic methods of legal science, especially the method of scientific analysis with the dominant application of the comparative method.

The paper describes the intermediate stage of a lexicographical project, whose aim is to digitize and align two Czech onomasiological dictionaries (Haller 1969–77; Klégr 2007) in order to create an integrated digital multi-purpose lexico-semantic database of Czech. The two dictionaries are based on different categorization systems (Hallig and von Wartburg; Roget) and use different formats. Their content only partially overlaps, making them largely complementary. Their linkage is planned to be achieved through their structural elements (categories of their hierarchies) rather than by matching individual headwords. The four phases of the project are digitization, encoding, programming and testing. The digitization of both dictionaries and the encoding of one of them have been completed, and the preliminary steps in programming the platform are underway.

This article discusses the issue of the digitization of the archival materials of the Czechoslovak State Security (StB), the most important instrument of repressive policy during the communism (1948–1989). After 1989, a number of public disputes arose around the issue of the vast archive of the communist ministry of the interior. This situation reverberated in historiography, as well as in a broader public debate on what was called “coming to terms with the communist past”. With the arrival of digital technologies, digitization became a central point of this long and politicized debate. Seemingly a technical problem – digitization of archival materials that had been created by the State Security between 1948 and 1989 – became a battlefield of bitter disputes over who and how these materials should be stored, made accessible and interpreted.

This article is devoted to the interpretation and implementation of digital technologies in the field of administrative services. The article analyzes the laws and by-laws that regulate the use of digital technologies in the field of administrative services. The problematic aspects of the legislative system development are suggested. The legal regulation of providing electronic services and the role of Administrative Service Centers in this process are investigated. The quality of provided digital services is one of the most important factors that will affect the effectiveness of change and build public confidence in local governments and public authorities. The article is devoted to perspective directions of work on introduction and use of information and telecommunication technologies in the sphere of administrative services. There is a need in legislative regulation and protection of e-identification tools.

Automating administrative decision-making through the use of algorithms integrated into administrative procedures constitutes a major goal of both the Polish government and the EU. Notwithstanding the undeniable benefits of automated administrative decision-making, the tentative development of the law regulating administrative procedures in this regard translates into risks to important elements of administrative due process. Although a systematic regulatory approach to automated administrative decision-making is lacking, an analysis of the provisions of the GDPR concerning profiling algorithms and automated decision-making may prove rewarding, given that they may directly affect the procedural rights of parties in proceedings before national authorities. On the other hand, the imprecise language of the GDPR makes it susceptible to interpretations deeply embedded in the hitherto elaborated practices of the Polish administrative procedure. The article analyses the intersection between the GDPR and Polish administrative procedure in order to examine the potential for mutual influences between both frameworks.

Digital cinema history should support the conduct of free research, encourage authors to share the results of their findings and source discoveries. The problem is that Polish digital history of cinema, on one hand, is very poor (still a small part of sources and theoretical, historical and critical scientific achievements is available on-line), on the other hand, what has already appeared, is not representative because it omits largely the work of film studying authorities. For example, on the Internet you can find the views of researchers of the younger generation about the cultural history of the cinema in Polish context, including criticism of thesis described by scientific tycoons, but these are the texts that can be read only in paper publications. It begins to be, by the scientific standards, strange, because in the history of digital cinema leading roles are played by the young researchers, but without a clash of views with the authorities. The fact that on the net there are no statements concerning the scientific research given by the greatest experts of Polish cinema, who do not want to turn into a discussion with the young ones, causes the situation in which data to the history of Polish cinema digitally available are (so far) not always satisfying either as the aspect of cognition or the source.

In the modern world, the development of technology has a significant impact on various areas of human functioning. However, the appearance of the COVID-19 coronavirus pandemic and the need to implement numerous restrictions resulted in an even greater increase in the importance of new technologies, especially in such sectors as education, administration, or finance. In Poland, the introduction of the remote work system encountered many difficulties related to the unpreparedness of previous structures to implement such solutions. An example of a country where they operate efficiently, responding to the problems that Poland faces today, is Estonia, in which, beginning from 2004, the state administration sector has been gradually replaced by a digital system based on Blockchain technology. At present, in Poland, appropriate steps are already taken by the Ministry of Digitization to digitize public administration in the form of a plan of four streams. Given the protracted pandemic, the possibilities for immediate solutions and considering the advantages and disadvantages of digitizing the state seem worth attention.

The main purpose of this paper is to present the level of new technologies implementation in the healthcare systems in US and Poland. New technologies play a crucial role in everyday life, including healthcare. Medical documentation and easy access to potentially life-changing or lifesaving information are extremely important for all the stakeholders in the healthcare system — its preparation, archiving and effective use in real time upon request may be supported by advanced systems. IT systems may improve security, medical services quality and efficiency of medical treatment, regardless of the type of healthcare system — private in the US and public in Poland. The results of surveys conducted by the American Society of Health-System Pharmacists and the Polish Centrum Systemów Informacyjnych Ochrony Zdrowia [Center of Healthcare Information Systems] have been used in this paper.

Digital transformation is widely recognized to be a key issue in contemporary management studies. The area is attracting increasing attention because of both the general trend of the growing importance which digital technologies play in the present society, as well as the ways companies are using digital technologies to improve their competitive advantage. As a result, digital transformation is a subject of a growing number of papers, research, and managerial publications. The main aim of this work is to propose and validate a method to measure the phenomenon and its role in companies’ strategies, and to gather information on strategic directions for digital transformation in enterprises. This paper presents an overview of the literature discussion on digital transformation. A method to study directions of digital transformation in enterprises is demonstrated. It is based on the content analysis methodology and is used to study a choice-based sample of companies listed on the Warsaw Stock Exchange. The research carried out offers preliminary evidence supporting the conclusion that digital transformation is a phenomenon which can be measured with the content analysis framework. The findings also outline strategic directions for digital transformation and shed light on possible variables influencing the process.

The new draft provision aims to reduce the risk of objectification or unequal treatment, discrimination and violation of the right to privacy when employers use algorithms or artificial intelligence (AI) systems to manage employees. This goal is to be achieved by introducing the obligation to provide trade union organizations with data on the operation of the algorithm or AI for the purpose of assessing the employer’s activities and taking action to defend employee rights. In the author’s opinion, the introduction of this information obligation to the Act is the implementation of the obligation to protect human dignity under Article 30 of the Constitution.

Digital city security is one of the most important elements that should accompany technological implementation in local government. The purpose of the article is to present the key areas of smart city development and the need to implement high-quality cyber security that slowly for sustainable growth of urban spaces. The paper uses research areas including monographic, observational and individual case method. The author emphasizes that only the symbiosis of technological growth and cyber security can permanently change the urban fabric. Lack of adequate forms of digital security for the ever-newer technological investments, can hinder the development of cities and discourage people from investing in smart cities. Cyber security in a smart city is therefore a key point connecting public expectations with rapid development.
