In the article the systemic characteristics of the phenomenon of internationalization as the driver of the universityinnovation system development are given. In order to achieve this goal the analysis of the sources and terminological analysis of its key concepts, namely “internationalization” and “innovation system” was made. The systemic nature of the analysis of the phenomenon of internationalization of higher education was assured by speculations on leading dimensions and aspects of its implementation in their relationships and interactions. Peculiarities of goal setting, semantic and procedural aspects of innovation systems’ activities are outlined at the global, geo-regional and national levels. Aims, priorities, peculiarities of structural construction, subjects and mechanisms of interaction in the innovation system of higher education are defined. The author determined subjects, objectives, strategies and mechanisms of internationalization at the global, geo-regional, national, institutional and individual levels of higher education functioning. The innovative potential of internationalization of the University, positive trends and risks of implementing this process were found. Organizational and pedagogical conditions for effective development of internationalization as a driver of University innovation system are outlined: compliance of the internationalization strategy with the mission of the university; the ratio of academic reputation and commercial interests of the University in the design and implementation of its internationalization strategy; systematic and consistent process of the internationalization coverage of all aspects of the university activities (education, science, social services) taking into account the tendencies of innovative development of each of them; the ratio of losses and benefits (human, temporal, intellectual, financial, material, etc.) in the design and implementation of academic mobility programs; adherence to international standards of quality in the process of foreign students’ teaching; motivation and organizational support of students, teachers, researchers and administrators participation in international academic and research programs, internships, academic exchange programs.

Road accidents and collisions are very common in Poland and, although for the last several years their number has been constantly decreasing, it is still one of the highest in Europe. This article attempts to provide an answer to the question whether drivers’ overrating the changes in the Polish road transport infrastructure might contribute to the status quo – the factor that has so far been left uninvestigated. In [21] the authors demonstrate that drivers take notice of the changes and perceive them as changes for the better.

The fourth technical revolution has undoubtedly become a fact. It has affected, and that to a large extent, the automotive industry. Motor vehicles provided with driver-assistance systems have appeared, such as those warning of obstacles, maintaining a safe distance from preceding vehicles, informing of a blind spot, or autonomously automatically adjusting speed, slowing down, following navigation, etc., the role of the driver only being to indicate the destination. However, should the driver have full confidence in those systems, and allow for the mistakes they make, and what impact will this have on their possible criminal liability? These are the issues raised in the publication, which at the same time points out that the legal systems are absolutely not adapted to modern technologies, artificial intelligence, or the assessment of so-called robot drivers.

The position of the Sejm regarding the motion of the First President of the Supreme Court stresses that the provisions of the Act on Vehicle Drivers and the Penal Code which are referred to the Constitutional Tribunal’s review are inconsistent with provisions of the Constitution. The challenged provisions concern the powers of the poviat (district) starost to issue an administrative decision to withhold a driving licence or a permit to drive a tram in specific cases. In its position, the Sejm shared the opinion of the proponent that the assessed norms deprive vehicle drivers accused of violating traffic regulations of the possibility to challenge the correctness of the actions of the control body. Such legal conditions violate the principle of loyalty of the state towards an individual, who, in such a case, is in practice dependent on the arbitrary judgement of the controlling body.

The objective of this article is to present an issue of psychological support for drivers, including drivers of emergency vehicles in the Polish Police. The publication will include preliminary results of scientific research conducted among senior management in the Polish Police — Regional Police Commanders and their deputies. Furthermore, the outline of support system concerning drivers’ psychological tests created in Polish Police will be presented. The research described in this article has been financed from the funds allocated for the implementation of a research project of Police Academy in Szczytno “Development of a system supporting psychological tests for drivers in the Police” No. DOB-BIO7/20/01/2015. The project has been developed by a scientific-industry consortium and is financed from the funds of National Centre for Research and Development under the call for proposals no. 7/2015 for development and financing projects for defence and security of the state. The project aims to produce a system supporting psychological studies of police drivers, including drivers of emergency vehicles in the Police, in accordance with current legislation. The system will be implemented in a network technology that facilitates direct cooperation with the Police Data Transmission Network, which will provide the basis for the independence and security of acquiring and storing data. The system will enable testing without additional equipment apart from an appropriately configured computer set. It will be equipped with a device to calibrate the response time measurement methodology. The system will allow assessment of intellectual ability, psychomotor skills and personality using the objective, standardized and normalized tools of proven accuracy, with reliability above 0.7, on a group of police drivers.

Objectives The article analyzes the driver’s psychophysiological qualities such as complex reaction and individual ability to control the vehicle that has suddenly lost its stability. The comparative analysis of the duration of reaction time was performed to assess the negative influence of speaking on a phone and driving with one hand. Material and Methods The experimental research was carried out on special training grounds with the road surface having low adhesion coefficient, where sudden lateral vehicle destabilization was caused by the moving plate mounted on the road surface. The vehicle onboard equipment was used for identifying the difference between the destabilization moment and the responsive driver’s steering wheel movement which in this research was assumed as the reaction time. Results Statistical methods of research applied for the analysis of results showed high probability that the driver’s actions would be significantly late in controlling a vehicle. When stabilizing a vehicle movement, the complex reaction time of a vehicle driver speaking on a mobile phone is increased by 18.1% as compared with the conventional driving by a driver not speaking on a phone. Conclusions The risk of using the phone depends on the driver characteristics, traits and attitudes that affect the level of their experienced dangers, and the intensity of using mobile phones and driving. Speaking on a phone while driving increases the driver’s reaction time and mental workload, and changes his or her visual overview ability as well as understanding of the situation. Objectives The aim of the study was to establish whether the driver’s visual strategy may influence a driver’s behavior to avoid a crash in a high-risk situation. Any published papers on drivers’ visual strategies just before a crash were not found. Material and Methods Tests were performed using a high-tech driving bus simulator. Participants comprised 45 men drivers, aged 43.5±7.9 years old, seniority as a bus driver of 13.3±8.6 years. The tests were preceded by medical examinations: general, neurological and ophthalmological. Each participant drove the same city route for approximately 40 min (entire route – ER). In the final phase, a collision situation was simulated (a phantom car blocked the participant’s right of way). Driver’s visual strategy was analyzed using the FaceLab device with 2 cameras during ER and just before collision. The field-of-view covered by camera 1 was divided into 8 regions, by camera 2 into 10 regions. The distribution of gazes in regions was a criterion of visual strategy. Results Thirty-five drivers completed the simulated driving test, 14 escaped the collision, 21 crashed. These groups differed only in resting systolic blood pressure before the test. The analysis of covariance, after adjusting to this factor, indicated that during the ER visual strategy recorded by camera 1 did not differ between groups, in camera 2 the drivers in the crash group fixed their gaze more frequently (p = 0.049) in region 3 (close part of the road in front of the windshield). Just before the collision drivers who escaped the collision fixed their gaze significantly more often in region 6 (left side of the road) in camera 1 and in region 6 (in front of the windshield,) and region 10 (right side) in camera 2. Objectives This study aims to evaluated the effectiveness of participatory action-oriented training (PAOT) intervention for hypertension management among intercity van drivers. Material and Methods This quasi-experimental study applied concept and process of participatory action-oriented training and self-management to guide the development of the intervention addressing improvement in hypertension management behaviors. A total of 104 intercity van drivers with uncontrolled hypertension in Thailand were recruited to participate in this program. The intervention group (N = 52) received PAOT program, while the control group (N = 52) received conventional program. Data on hypertension management behaviors, and blood pressure were measured at baseline, 1 month and 3 months after intervention. Results At 3 months after intervention, hypertension management behavior, and systolic blood pressure were significantly different between 2 groups (p < 0.05). Conclusions This PAOT was found to be feasible and could potentially improve hypertension management, and blood pressure level of intercity van drivers. The program should be applied in further studies with other workplaces in both formal and informal sectors with different characteristics and other health issues.

Intelligent transportation systems introduce smart technology to civil transportation infrastructure. Modern services depend on the use of information technology systems. Cybersecurity plays an important role in the ongoing development of information technology. Enhancing cybersecurity and protecting critical information infrastructures are essential to each national security. Nowadays, vehicles are equipped with electronic security systems that automatically call the emergency service operator in case of an accident. This safety system combines different technology in order to ensure vehicle safety. When you are unconscious, the system informs the rescuers where the accident happened. They arrive at the scene of the accident within a few minutes. The introduction of this system in vehicles results from Regulation (EU) 2015/758 of the European Parliament and of the Council of 29 April 2015 on type-approval requirements for the deployment of the 112 on-board eCall system and amending Directive 2007/46/EC. Nevertheless, there is concern that this could expose connected cars with their passengers to potential risks from online threats. Scientific development for the security of our vehicles has also raised the possibility of misuse of vehicle data. It is seen that e-threats have become the leading threats in the further deployment of e-services in the society of the 21st century.

Sight is the basic sense for drivers. Condition of the eye determines correct, comfortable and safe performance of the work as drivers. This article presents various factors influencing the sight condition. There are two groups of factors, external (environment, the kind and time of work, stress caused by work) and internal (systemic and local disorders). All these factors can reduce significantly visual functions, such as visual acuity, field of vision, color vision, strereoscopic vision, twilight vision and glare sensitivity. There are also presented actual requirements for drivers and causes of the car accidents in various age groups. Narząd wzroku jest dla kierowcy podstawowym narządem zmysłu. Jego stan warunkuje prawidłowe, komfortowe i bezpieczne wykonywanie tego rodzaju pracy. W artykule przedstawiono czynniki mogące wpływać na funkcje układu wzrokowego. Omówione zostały zarówno uwarunkowania zewnętrzne (środowisko, charakter i czas pracy, stres związany z jej wykonywaniem), jak i wewnętrzne (zaburzenia systemowe i miejscowe). Wszystkie wymienione czynniki mogą znacznie obniżać funkcje wzrokowe ważne dla kierowców, takie jak ostrość wzroku, pole widzenia, widzenie barwne, widzenie stereoskopowe i widzenie zmierzchowe oraz wrażliwość na olśnienie. Ponadto przedstawiono aktualne wymagania stawiane kierowcom różnych kategorii oraz przyczyny wypadków w różnych grupach wiekowych. Obniżenie funkcji wzrokowych może okazać się niebezpieczne zarówno dla kierowcy, jak i innych użytkowników dróg. Med. Pr. 2013;64(3):419–425

Artykuł zawiera analizę badań ankietowych wśród kierowców. Przeprowadzone badania i ich analiza mają wykazać, czy reklamowe tablice świetlne i ich lokalizacja przy drodze według samych kierowców wpływają na ich koncentrację oraz na warunki widzenia znaków i sygnałów drogowych. Analizowany materiał odnosi się więc do subiektywnych odczuć prowadzących pojazdy i stanowi uzupełnienie przeprowadzanych wcześniej badań laboratoryjnych na symulatorach ( pomiar czasów reakcji, zakłóceń pola widzenia itp.). To, że duże, świecące jasnym światłem reklamy zewnętrzne mogą rozpraszać, oślepiać, a nawet wprowadzać w błąd kierowców, jest niewątpliwie czynnikiem stanowiącym zagrożenie w ruchu drogowym. Rozważania przedstawione w niniejszym artykule były przeprowadzone pod kątem m.in. częstości kierowania pojazdem przez ankietowanego, miejsca zamieszkania czy płci. Uzupełnienie badań stanowi analiza pytania, zbierającego opinie respondentów o konieczność wprowadzenia zmian przepisów dotyczących reklamowych tablic świetlnych, tj. usytuowania ich względem drogi, ilości na danym odcinku drogi, jasności świecenia i rozmiarów.

This paper presents the results of the survey carried out among drivers to assess whether digital advertising and its roadside location affect driver attention and perception of road signs and signals. Large, bright illuminated boards can distract, dazzle and mislead drivers and contribute to reduced safety of road traffic. The material analysed concerns subjective sensations experienced by drivers and complements data obtained as a result of previous laboratory tests conducted on simulators (measurements of reaction time, field of vision disturbance, etc.). Large, bright outdoor advertising may distract, blind and mislead drivers, which can seriously affect road safety. The considerations presented in this paper were focused on several factors, including the respondent’s frequency of driving, place of residence and gender. Analysis of the responses to the question about a need to change the luminous advertising regulations relating to its location along the road, number per road length, luminous intensity and size supplements the data obtained so far.

Przedmiotem artykułu jest bezpieczeństwo ruchu drogowego. Problematyka ta stanowi współcześnie aktualny i niezwykle ważny problem społeczny. Wynika to z faktu, iż rocznie na świecie śmierć na drogach ponosi ponad 1,3 mln ludzi, zaś w samej Polsce ginie ok. 3 tys. osób. Celem artykułu jest omówienie czynników kształtujących bezpieczeństwo ruchu drogowego, ze szczególnym uwzględnieniem czynnika ludzkiego i jego złożoności. Postawiono hipotezę zakładającą, że sprawność i charakter procesów poznawczych wpływa na aktywność człowieka podczas ruchu drogowego. Weryfikacji tak sformułowanej hipotezy posłużyły metoda analizy literatury przedmiotu i dostępnych danych statystycznych oraz metoda syntezy. W tekście przedstawiono charakterystykę najważniejszych procesów poznawczych oraz podjęto próbę analizy ich znaczenia dla właściwego funkcjonowania osoby kierującej pojazdem. Jest to kwestia, która wymaga szczególnego wyeksponowania w procesie budowania bezpieczeństwa ruchu drogowego. Badania naukowe i społeczna praktyka wskazują bowiem, że znaczna część zdarzeń drogowych stanowi konsekwencję niewłaściwego odbioru bodźców z otoczenia, przechowywania, przekształcania i wykorzystywania informacji, czyli szeroko rozumianych zaburzeń procesów poznawczych.

The article addresses road traffic safety. The issue constitutes a contemporary and fundamental social problem. That is because over 1.3 million people die on roads annually globally, while in Poland alone about 3,000 people. The article aims to discuss the factors influencing road safety, emphasizing the human factor and its complexity. A hypothesis was made that the efficiency and nature of cognitive processes affect human activity during road traffic. The method of analyzing the subject literature and the available statistical data and the method of synthesis were used to verify the formulated hypothesis. The text presents the characteristics of the most important cognitive processes and attempts to analyze their significance for the proper functioning of the person driving the vehicle. It is an issue that requires particular emphasis in the process of building road safety. Scientific research and social practice indicate that a significant proportion of road accidents result from inappropriate reception of stimuli from the environment and storage, transformation, and use of information, i.e., broadly understood disorders of cognitive processes.

Its organizational principles have been discussed based on the applicable military industry regulations. Moreover, the basic driver’s duties have been characterized.

Niniejszy artykuł dotyczy istotnego zagadnienia, niezwykle często pojawiającego się w orzecznictwie i doktrynie, a mianowicie zasady prędkości bezpiecznej, w myśl której kierujący pojazdem jest obowiązany poruszać się z prędkością zapewniającą panowanie nad pojazdem, z uwzględnieniem warunków w jakich ruch się odbywa oraz nieutrudniającą jazdy innym kierującym. Zarówno przekroczenie dozwolonej na danym terenie prędkości, jak i prowadzenie pojazdu z prędkością wyraźnie utrudniającą ruch innym uczestnikom ruchu wiąże się z nałożeniem na kierującego pojazdem mandatu karnego i otrzymaniem punktów karnych. Niniejsza publikacja dotyczy analizy przepisów ustawy Prawo o ruchu drogowym, uzasadnienia Wojewódzkiego Sądu Administracyjnego w Szczecinie, jak i wypadku, w którym kierujący w sposób znaczny przekroczył dozwoloną prędkość, przez co doprowadził do zaistnienia wypadku drogowego, w którym śmierć na miejscu poniosła druga kierująca.

This article considers an important issue, very often appearing in the case law (judicial decisions) and doctrine, namely the principle of safety speed rule, according to which the driver is obliged to drive at a speed ensuring control over the vehicle, take into account the driving conditions and to drive in an non-intrusive way for other drivers. Both exceeding the speed allowed in a given area, as well as driving a vehicle at a speed clearly hindering the movement of other road users is connected with imposing a penalty ticket and penalty points on the driver of the vehicle. The article provides an analysis of the provisions of the Road Traffic Law, justification of the Provincial Administrative Court in Szczecin, as well as the accident in which the driver significantly exceeded the allowed speed, which led to the road accident where the second driver died on the spot.

This publication deals with the issue of joining traffic from a suburban road. This is just a seemingly simple maneuver in traffic, which should be made dynamically, but with particular caution. Engaging in traffic is a situation that initiates the driver's participation in road traffic and for this reason certain responsibilities are involved in the traffic involved. Nevertheless, directing a moving road with priority should remember that other drivers will not always give way to them in every situation.

Niniejsza publikacja dotyczy problematyki włączania się do ruchu z drogi podporządkowanej. Jest to tylko z pozoru nieskomplikowany manewr w ruchu drogowym, który powinien zostać wykonany dynamicznie, ale przy zachowaniu szczególnej ostrożności. Włączanie się do ruchu to sytuacja, która inicjuje udział kierującego w ruchu drogowym i z tego względu na włączają-cym się do ruchu ciążą określone obowiązki. Niemniej jednak kierujący poruszający się drogą z pierwszeństwem powinni pamiętać o tym, że inni kierujący nie zawsze i w każdej sytuacji im go ustąpią.

This research analyses the main causal factors that lead to road accidents. Particular focus has been on the demographics of drivers and in particular on the age group given that younger drivers account for the highest number of road safety-related incident/ accidents and fatalities. Other factors impacting road safety include the adequacy of the national driver training system, legislative requirements and organisational solutions for ensuring road safety. Behavioural and characteristics of drivers are considered as part of the causal analysis.

Niniejsze badanie analizuje główne czynniki sprawcze, które prowadzą do wypadków drogowych. Szczególny nacisk położono na demografię kierowców, a zwłaszcza na grupę wiekową, biorąc pod uwagę, że młodsi kierowcy odpowiadają za największą liczbę incydentów/wypadków i ofiar śmiertelnych związanych z bezpieczeństwem drogo-wym. Analizie poddano także inne czynniki wpływające na bezpieczeństwo ruchu drogowego, takie jak adekwatność krajowego systemu szkolenia kierowców, wymagania prawne i rozwiązania organizacyjne zapewniające bezpieczeństwo ruchu drogowego. Zachowanie i cechy kierowców są brane pod uwagę jako część analizy przyczynowej.
