The article focuses on the issue of training staff of different qualification levels for viticultural and winemaking sector of economy. Based on the best world practices of dual staff training system usage and principles of economic sectors clustering, the author considers an innovative educational system of training staff for viticultural and winemaking sector of economy in viticultural cluster, which will make staff training more efficient. The investigated issue comes from the world community transition from technology-related to anthropogenic civilization, modern social and cultural realities, and humanistic paradigm domination in educational theory and practice. It determines the necessity for the development of innovative approaches to designing modern educational systems. The attention is paid to the fact that today there is no system-based training of staff of different qualification levels for viticultural and winemaking industry – the Soviet method was liquidated and the modern one has not been created yet. In this regard it is reasonable to take advantage of the best world practice of creating educational cluster systems in sectoral clusters structure and dual training system which will provide high-quality sectoral staff training. Recent history shows that only the integrated and organized into groups of cluster entities economy can function effectively under conditions of global competition. According to a number of distinguished international experts, within economic framework the post-industrial policy should be cluster-based. World practice of cluster systems development showed that they stimulated economic progress in countries where their principles were used. In the author’s opinion, the process of integrating sectoral specialized enterprises into a viticultural cluster, which includes vocational educational institutions of various accreditation levels, is important, as long as high potential staff market is necessary for all corporate groups belonging to a sectoral cluster. The author distinguishes a major issue concerning new educational system implementation in which research and instructional guidelines should be adjusted according to branch standards and developed considering modern production practice.

The arti­cle focuses on the education pupils in enterprises as a source of development of the necessary competence in the market. The attention focused on school education (formal), which is the basis of human capital employees. Difficulty expressing the themselves in the dissemination of dual education in Poland are mainly due to the lack of appropriate legal solutions, the lack of appropriate motivators for employers and for small financial resources to conduct vocational training in enterprises. The benefits of vocational training in enterprises is not only the illusions are realities that require still closer ties sphere of work (enterprises) and the sphere of educa­tion (vocational schools).

W artykule zwrócono uwagę na kształcenie uczniów na terenie przedsiębiorstw jako źródło kształtowania potrzebnych na rynku kompetencji. Uwagę skupiono na kształceniu szkolnym (formalnym), które stanowi podstawę kształtowania kapitału ludzkiego pracowników. Trudności wyrażające się w upowszechnianiu w Polsce dualnego kształcenia wynikają głównie z braku odpowiednich rozwiązań prawnych, odpowiednich motywatorów dla pracodawców oraz za małych środków finansowych na prowadzenie kształcenia zawodowego w przedsiębiorstwach. Korzyści z kształcenia zawodowego w przedsiębiorstwach to nie tylko iluzje, to realia wymagające jednak nadal zacieśniania więzi sfery pracy (przedsiębiorstw) i sfery edukacji (szkół zawodowych).
