The aim of the paper is to use an analysis of benefits structure to assess the quality of educational services provided by two universities of economics in Cracow. This tool allows the identification of those features of the service (the product) regarded by respondents as the most important, but to be still in need of improvement. Although this analysis was first done during the course of research on the conception of a new product, its simplicity and universality enable it to be applied more widely. The list of the two institutions’ features considered included a) the library, b) the lecture halls, c) faculty members, d) administrative staff, e) the classes, f) on-campus catering facilities, g) the image of the institution and the expectations of students with respect to how well the institution prepares them for the labour market.

The following paper presents the results of research conducted with the application of the Servqual method, referring to the quality of educational services at the example of classes conducted as a part of the Leonardo-Vetpro project in November 2015. According to the research results, the strengths of the educational service include the areas taken from the Servqual method, such as the fast pace of reaction, empathy and the assurance of receiving the service of the right quality. The other two areas, the material aspect and reliability receive negative results, which means that suitable improvement actions should be introduced

The purpose of this paper is to show the usefulness of importance-performance scales for measurement and evaluation of the quality of educational services. The study was carried out with the use of a survey method. The questionnaire was composed of two parts. The first part included demographical questions characterizing the customers of educational services and the second part, the substantial one, included SERVQUAL questionnaire queries. The analysis of the results of the study demonstrates that it is necessary to make every endeavor to raise of quality of features connected with employees of organizations delivering educational services and their role in education process. The aim of the article is to present the most important areas of metropolitan cooperation in the education sector in the author’s assessment. The article characterizes, on the basis of examples resulting from the implementation of research projects, areas of this cooperation that may concern: equalizing educational opportunities for children and youth, good spatial accessibility to schools, criteria for enrolment in schools and educational offer in secondary schools. The article presents selected research results from the implementation of projects in which the author participated as part of the research team of the Metropolitan Research Center of the University of Adam Mickiewicz University in Poznań. The article ends with a summary and the recommendations for school leaders.

Celem artykułu jest przedstawienie najważniejszych dziedzin współpracy metropolitalnej w sektorze edukacji. Scharakteryzowano zarówno istniejące, jak i potencjalne zakresy tej współpracy, dotyczące m.in.: wyrównywania szans edukacyjnych dzieci i młodzieży, dobrej dostępności przestrzennej do szkół, kryteriów naboru do szkół czy też określania oferty edukacyjnej oraz kierunków kształcenia w szkołach ponadpodstawowych. W opracowaniu przedstawiono wybrane wyniki badań z realizacji projektów zespołu badawczego Centrum Badań Metropolitalnych Uniwersytetu im. Adama Mickiewicza w Poznaniu, które posłużyły autorce do określenia obszarów współpracy. Artykuł kończy się podsumowaniem oraz sformułowaniem rekomendacji dla organów prowadzących szkoły.

Significant civilization changes resulting in the formation of a network society, involve a need to seek new and more effective models of education utilizing the potential of new media. The study area − the use of ICT in educational services − has been limited to the identification and analysis activities in support of search and selection of necessary information. The purpose of this article is to identify the tools and mechanisms used primarily in virtual space, which allow for an increase of motivation of learners and the perception of knowledge, and hence, achieving the desired educational goals. The article was developed based on a review which had been conducted regarding services and educational applications proving the effectiveness of using the mechanism of gamification and mobile devices in education and on the basis of the results of qualitative research conducted by the author at the time of the scientific research internship in a consulting and training enterprise. The publication is of research and analysis character and can provide a contribution to the in-depth empirical research.

The author of the article gives the recommendations of the British experience of quality management of educational services in secondary education. The peculiarities of constructing a national system of secondary education and especially the socio-economic, historical and cultural development of the country are defined. The principles of competition mechanisms to improve the quality of education are implemented. The progressive ideas of the British experience in Ukraine at the national, local and institutional levels are characterized. I. The national level. In order to improve the legal security of the management of quality educational services in terms of improving the competitiveness of the national system of secondary education in Ukraine the following steps are advisable, in our opinion: the inclusion of the section that regulates the process of ensuring the quality of secondary education, the Law of Ukraine «On General Secondary Education», including the quality assurance system of secondary education, external and internal procedures to ensure the quality of education in general secondary education. The strategies of quality management of educational services in general secondary education and their publication in the regulations, such as the British White Papers «Excellence for all», «Excellence in cities», regulating various aspects of quality education services in schools should be developed . II. The local level. Examining the local level of quality management of educational services we should note that the UK local authorities are the local educational administration, while in Ukraine this level of functioning of educational system corresponds to Department of Education and Science of regional state administrations, departments of education of regional state administrations and corresponding structural units. At the local level it is important to take into account the British experience of delegating a large part of authorities to manage the quality of educational services training institutions, in particular, to comply with the standards of educational content providing schools to develop independently the curriculum of the institution within the national standards, providing an independent choice of the subjects in the curriculum. Noteworthy is the British experience of implementing training programs and professional development of teachers at the universities. III. The institutional level. It is advisable to consider the application of a broad set of methods for collecting information about the quality of the institution in the process of internal evaluation, common in British schools, including the method of rating scales, SWOT-analysis, advantages/disadvantages, the methods of portfolio and others. Considering the urgency of the creative use of the positive achievements of the foreign experience in the practice of local schools, further research is seen in implementing the recommendations of the opportunities of the implementing of progressive British ideas of quality management of educational services in Ukraine.

Purpose: The aim of the study is to analyse marketing challenges facing Polish public universities. Polish universities must urgently adjust their educational offers to deep declines in internal demand and to increased internationalisation of the educational market. The author explores the impact of management decentralisation in faculties of higher education institutions upon their market orientation, relationships with the external world and commercialisation of educational services targeting foreign students. Methodology: The study is based mostly on direct observations and an extensive review of international literature devoted to the model of the university of the future and its relationships with the environment. The author has been lecturing on marketing for many years; he also manages educational business programmes at a large public university in Poland where he acts in the capacity of a dean. Findings: Future universities should develop an array of services based on the relationship marketing with key strategic partners (business, local authorities, students and graduates). The idea of a modern educational service should be based on an individual approach to students expanded with complementary services. Educational services should be developed interactively in cooperation with key stakeholders. Practical implications: Polish public universities should become more marketing oriented and develop a set of commercial educational services addressed to foreign students and to entrepreneurial and internationally-oriented Polish students . Originality/value: Conclusions formulated by the author result from his long personal experience and knowledge of the specificity of the educational market in Poland and across the world and his experience in managing an interdisciplinary faculty of a large public university. The interdisciplinary approach to the subject combines elements of the relationship marketing and interactive development of new educational services.

The article deals with peculiarities of organization of gifted and talented pupils learning in the extended schools in Great Britain. It is emphasized that Ukrainian term «gifted» corresponds to British «gifted and talented», but at the same time each of the constituents have different meaning. The term «gifted» describes pupils who have the ability to excel academically in one or more subjects such as English, Drama, Technology; the term «talented» refers to the pupils who have the ability to excel in practical skills such as sport, leadership, and artistic performance. In comparison with their peers, when engaged in their area of expertise, gifted and talented pupils will tend to show a passion for particular subjects / areas of interest and seek to pursue them; master the rules easily and transfer their insights to new problems; analyze their own behaviour and use a greater range of learning strategies than others (self-regulation); make connections between past and present learning; demonstrate intellectual curiosity; show intellectual maturity and enjoy engaging in depth with subject material; actively and enthusiastically engage in debate and discussion on a particular subject; and produce original and creative responses to common problems. It is found out that extended schools are an innovative type of educational institutions, which, along with education, provide a wide range of health and social services. The directions in which extended schools provide their services are characterized. They include: childcare,healthandsocialcare, lifelonglearning, familylearning, parentingsupport, studysupport, sportsandarts,and ICT. Based on the analysis of the proposition of services it is proved that extended schools best meet the needs of gifted and talented pupils, because they provide opportunities for the full development of the personality, which is extremely important for artistic, technical, sports gifted pupils, and twice exceptional gifted pupils with special educational needs. Taking into consideration the importance of the problem of versatile development of gifted pupils and the necessity of finding the ways to reveal their potential, the perspectives for further research the author sees in identifying the opportunities for the implementation of British experience in the practice of Ukrainian education.

The paper highlights the relevance of improving the professional training quality as a leading task of public policy and the prerequisite of national security. It is noted that the scientific literature analysis allows to state that interpretation of the category of «quality» has not yet been carried out in the terms of the application of marketing as a concept of management of professional training of these specialists. According to this, the purpose of the article is the explanation of the product policy of University in the pedagogical context and understanding the category of «quality» during the future professional training of marketers. General scientific and special methods (as induction, deduction, analysis, synthesis, abstraction, concretization, a classification method, document analysis, a systematic approach and observations) have been used in the study. It has been shown that the view about knowledge as an important resource, a decisive factor of production and the basis of education is timely. It has been found that the sphere of education provides knowledge to society and produces such specific benefits as educational services. The factors shaping their quality have been revealed. On this basis, the product policy has been reviewed as a complex of actions, which forms the system of competencies of future marketing specialists. It has been established that during the professional training it based on the creation of two major categories – «knowledge» and «intellectual assets» – and aims to provide the professional development of future marketing specialist. It has been determined that the criteria of the level of formation the product policy’s components for bachelor of marketing is a readiness to professional activity in the market, for master of marketing – competitiveness. It has been demonstrated that control of the level of its formation occurs through the participation of future marketing specialists in the organization of the University activity as a subject of market. The experience of marketing club in this area has been described. The trends and prospects of student’s participation in the center of marketing research have been highlighted. The author pays attention to the further development of professional training technology based on overcoming the contradictions between the academic and the practical activity of future marketing specialists.

The article focuses on the specifics of the provision of the services provided by British extended schools. Extended services are designed primarily to raise standards of achievement and allow children to realize their full potential in an environment where education is valued. The tasks set by extended schools are determined: their services help parents to balance work and family commitments, develop parenting skills, become involved in children’s learning and support them in their efforts, and broaden the range of pupils’ interests. Extended schools are encouraged to work in partnership with neighboring schools, local statutory, voluntary or community agencies or groups, to provide a more integrated set of support services, to be able to identify people requiring help and organize it in the quickest possible time. The main types of available activities (after-school clubs and summer schemes; study support; play and recreation; sport and fitness classes; drama; music; ICT, cookery and language lessons; arts, crafts and other special interest clubs; volunteering, business and enterprise activities) are highlighted by the author. It is stated that the services offered by the school might include childcare, learning and recreational activities for all members of the community. A network of cooperation of the extended school with suppliers of social services at the present stage is considered. The author stresses that extended schools recognize the need to work in partnership with other agencies (such as health and social care) to help children and young people achieve their potential. The activities provided by each school are designed according to the particular pupil, family and community needs that have been identified. These services are mostly provided around the core school day either at a nearby school, or facility under the supervision of dedicated staff. It is believed that easier access to multi-disciplinary teams favours both pupils and teachers. The article emphasizes on the important objectives of this innovation – to provide extra help to children falling behind their peers, to find the best way to help an individual pupil to learn, to look at both the pupil’s learning needs and at overcoming barriers to learning that may come from outside the school. Pupils can benefit through early support so that these problems do not get in the way of their learning, and teachers are able to concentrate on teaching. Pupils achieving high standards can be offered more challenging work to stretch them further. It has been summarized that the implementation of extended schools contributes to modern educational process making it more efficient, and enhancing the competitiveness of each individual school and the education system as a whole.

Celem prezentowanych badań było określenie roli Uniwersytetu Warmińsko-Mazurskiego w procesach kształtowania makroregionu funkcjonalnego aglomeracji olsztyńskiej. Za główne kryterium delimitacji przyjęto zasięg funkcji edukacyjnych olsztyńskiej uczelni. Wykorzystano do tego dane dotyczące pochodzenia kandydatów na studia w UWM zarejestrowanych w trakcie procedury rekrutacyjnej w latach 2011 i 2012. W pracy dokonano także analizy wpływu wybranych czynników na wielkość obszaru przestrzennego oddziaływania olsztyńskiej uczelni. Na podstawie przeprowadzonych badań można stwierdzić, że oprócz obszaru województwa warmińsko-mazurskiego makroregion funkcjonalny aglomeracji olsztyńskiej obejmuje także sąsiadujące z nim gminy województw podlaskiego i mazowieckiego.

The aim of the present research is to describe the role of the Warmia and Mazury University in the formation of the functional macroregion in the Olsztyn agglomeration. The main criterion used to delimitate the macroregion of Olsztyn is the range of educational services of the biggest university in Warmia and Mazury. The authors use data relating to the place of living of the candidates who registered during the recruitment process in 2011 and 2012. They also analyze the impact of selected factors on the size of the area of Olsztyn university’s spatial influence. The research results show that the functional macroregion of the Olsztyn agglomeration covers, apart from the Warmia and Mazury voivodship, also the neighbouring districts of the Podlaskie and the Mazowieckie voivodships.

The article deals with a matter that is extremely important because of population aging – training for older people. The presentation of the special characteristics of the process precedes the discussion of the main training institutions providing services to this group of customers. This part is followed by the presentation of stages comprising a correct training process, i.e. the planning of a training activity, training delivery, and the evaluation of its outcomes. The topic is analysed based on empirical research and a critical analysis of the literature on this subject. The empirical basis of the article is a qualitative survey of training institutions which was carried out for the project: Equal opportunities in the labour market for people 50+. The article ends with theoretical and practical conclusions.

Artykuł dotyka niezwykle ważnego, w sytuacji starzenia się społeczeństwa, zagadnienia – szkoleń osób dojrzałych. Proces ten ma określoną specyfikę, dlatego zostanie ona przedstawiona na początku. Zostaną opisane także podstawowe instytucje oferujące szkolenia dla tej grupy docelowej. Następnie ukazane będą poszczególne fazy prawidłowego procesu szkoleniowego: od planowania szkoleń, poprzez ich przeprowadzenie, aż po ewaluację. Zagadnienie analizowane będzie w świetle badań empirycznych i krytycznej analizy literatury przedmiotu. Empiryczną podstawą tekstu będzie badanie jakościowe przeprowadzone wśród instytucji szkoleniowych, które zrealizowane zostało w projekcie Wyrównywanie szans na rynku pracy dla osób 50+. Opracowanie zwieńczone zostanie wnioskami o charakterze teoretycznym i aplikacyjnym.

The Quality of Life model has been established as a critical framework in the field of intel‑ lectual disability on different levels. From a system-perspective, this model has had a huge impact on the ways that the supports are planned and provided and on the way that the organizations have changed. This concept also offers a comprehensive framework for the public policy development and evaluation. In this article we present an updated overview of the Quality of Life model, the evidence on its structure and its role for guiding practices in the social and educational services from a systems perspective, as well as its impact on the development of evidence-based practices in the field of intellectual disability. The main challenges towards the implementation of this model within schools are discussed and directions for further research and practice are presented.

Koncepcja jakości życia (QOL) jest ważnym narzędziem krytycznym w dziedzinie badań nad niepełnosprawnością intelektualną. W podejściu systemowym model ten miał istotny wpływ na to w jaki sposób strategie wsparcia są planowane i wdrażane w życie, oraz na to jak zmieniły się organizacje oferujące wsparcie, a także stanowi podstawę dla rozwoju i ewaluacji publicznych strategii postępowania w tej sferze. W artykule omówiona jest aktualna koncepcja jakości życia (QOL) oraz rola jaką odgrywa ona w kierowaniu działaniami z zakresu opieki społecznej i usług edukacyjnych, jak również jej wpływ na rozwój praktyk opartych na dowodach (EBP), w kontekście niepełnosprawności intelektualnej. W tekście opisane są główne wyzwania, które pojawiają się przy wprowadzaniu modelu QOL w szkołach, ponadto przedstawione są możliwe kierunki dla dalszych badań i działań.

The article presents the results of household surveys in Poland regarding selected conditions for the households self-esteem of theirs financial situation. In particular, the childcare benefit implemented in April 2016 under the “Family 500+” program was included. In the paper a comparative analysis of the relationship between self-esteem and income, consumption expenditure and selected characteristics of farms belonging to the group of raising children was conducted. The analysis showed that there is a strong dependence of the assessment of the own economic situation of households on both the obtained income and consumer spending. Income from parental benefit proved to be an important factor in improving the socio-economic situation of households with children, and as a result it influenced the self-assessment of their financial situation. The increased income of this group of households, to a small extent, affected the change in the structure of consumer spending. The methods of statistical analysis were used in the research. There were used data from panel surveys of households budgets in Poland in 2015 and 2017 conducted by the Central Statistical Office in Warsaw.

W artykule przedstawiono wyniki badań wpływu programu „Rodzina 500+” na poziom życia gospodarstw domowych w Polsce. W tym celu przeprowadzono analizę porównawczą relacji między samooceną poziomu zaspokajania podstawowych grup potrzeb a dochodami, wydatkami konsumpcyjnymi i wybranymi charakterystykami gospodarstw domowych klasyfikowanych według kryterium typu biologicznego. Porównywano sytuację gospodarstw domowych w roku 2015 i 2017, czyli w roku bezpośrednio poprzedzającym wprowadzenie programu świadczeń wychowawczych i roku, w którym świadczenie to wypłacane było już przez pełne 12 miesięcy. Analiza wykazała, że istniała silna zależność oceny własnej sytuacji ekonomicznej gospodarstw zarówno od uzyskiwanych dochodów, jak i wydatków konsumpcyjnych. Ponadto dochody z tytułu świadczenia wychowawczego istotnie wpłynęły na poprawę sytuacji ekonomicznej gospodarstw domowych posiadających dzieci, a w efekcie na samoocenę ich sytuacji materialnej i poziomu zaspokojenia potrzeb. W badaniach zastosowano metody analizy statystycznej. W artykule wykorzystano źródłowe dane z badań panelowych budżetów gospodarstw domowych w Polsce w roku 2015 oraz 2017, prowadzonych przez GUS.

The article reveals the essence of the concepts of «image» and «the image of the University». It was found that the image - an integral part of any organization, directing its actions to create a favorable image in the market economy to establish a harmonious relationship with the public. The main components of the higher education institution’s image structure are analyzed.The author identifies 8 components. 1. The image of the educational services - representation of people about the unique characteristics, which, in their opinion, is the service. Additional services (attributes) – is that the university provides excellent properties. 2. The image of the consumers of educational services includes information on the lifestyle, social status and some personal (psychological) characteristics of the consumers. 3. The internal image of the organization – a presentation of the teachers and students of the university. The main determinants are the internal image of the organization’s culture and socio-psychological climate. 4. The image of the rector of the university and the Scientific Council includes representation of abilities, attitudes, value orientations, psychological characteristics, appearance. 5. The image of the personnel – is a collective, generalized image of the teaching staff. 6. Social image – representation of the general public about the social order and the role of the university in the economic, social and cultural life of society. 7. The visual image – presentation about the organization, based on the visual sensations that capture information about the interior of the buildings, lecture halls, branding the organization. 8. Business image – presentation about the organization as a subject of business activity. It was found that the image of the university is divided into four components: 1) the services of image – how good and necessary educational services it provides; 2) administrative and financial image – effectively manage the university, how optimally allocated budgetary funds received by the educational institution, and extra earned them in the provision of additional paid educational services; 3) the image of a public –active institution as a "member of society", as the subject of the region, which takes part in the educational institution of solving urgent social (and often cultural) issues; 4) the image of the educational institution as an employer – how it treats its employees and teachers, as an initiative supported by the (artistic and scientific) that offers professional growth. It was found that the effective image of institution of higher education is necessary not only to strengthen the position on the local market of educational services, but in general, the level of educational development in the region and in the country.

В статье рассмотрена необходимость изучения удовлетворенности и лояльности потребителей образовательных услуг в условиях жесткой конкуренции. По результатам исследования доказано, что ориентация на потребителя становится ключевым принципом в организации образовательного процесса и функционирования системы менеджмента качества в любом вузе. Именно в расчете на потребителя организация должна определять цель своей деятельности и ставить задачи для ее достижения. Вуз, не способный адаптироваться на уровне индивида или социальной общности, будет неминуемо вытеснен другими учебными заведениями из образовательного пространства.

The study examined the need to study the satisfaction and loyalty of consumers of educational services in a competitive environment. The study proved that customer orientation is becoming a key principle in the organization of the educational process and the functioning of the quality management system at any university. It is based on the consumer organization should define the purpose of the activity and set goals to achieve it. The university is not able to adapt to the level of the individual or social community, it will inevitably be supplanted by other institutions of the educational space.

„Rodzina 500 plus” to pierwszy tak szeroki program w polskiej polityce rodzinnej ze względu na powszechny jego charakter, wysokość oraz deklarowaną stałość świadczeń z budżetu państwa. Świadczenie wychowawcze to nie tylko transfer pieniężny, ale przede wszystkim instrument polityki prorodzinnej państwa z właściwymi celami, kosztami, jakością legislacji i dialogu z obywatelem. Podstawą tego świadczenia jest szeroko rozumiana pomoc finansowa, skierowana do rodzin wychowujących dzieci do 18 roku życia. Narastające wokół programu kontrowersje wskazują na brak jednoznacznej odpowiedzi na pytania: czy ten program jest potrzebny oraz jakie są jego skutki społeczne i finansowe. Artykuł jest próbą rzeczowej analizy danych źródłowych określających jego wyważony oddźwięk społeczno- gospodarczy. Od momentu wejścia w życie program jest szeroko komentowany przez polityków, ekonomistów, samorządowców oraz samych obywateli. Analiza obejmuje 2 lata funkcjonowania rządowego programu wsparcia dla rodzin.

“Family 500 plus” is the first such an extensive program in Polish family policy due to its universal character, amount and declared constancy of benefits from the state budget. Educational service is not only a money transfer but above all a policy instrument of a family-friendly state with the right goals, expenses, legislation quality and dialogue with the citizen. What lies at the root of this service is broadly defined financial aid addressed to families raising children up to 18 years of age. Controversy surrounding the program points to the lack of a clear answer to the questions whether the program is needed or what its financial and social effects on the budget are. This article is an attempt at a factual analysis of source data defining its balanced socio-economic resonance. Since its entry into force the 500 plus program has been widely commented on by politicians, economists, local government officials and the citizens themselves. The time scope includes the 2 years of the government’s support program for families.

На українському ринку освіти показники попиту та пропозиції надання освітніх послуг демонструють стабільну тенденцію росту. Через підвищення конкуренції між навчальними закладами всіх країн неможливо обійтися без інноваційних інструментів підвищення конкурентоспроможності, а саме – бенчмаркінгу. У статті обґрунтовується необхідність використання та впровадження бенчмаркінгу на українському ринку освіти. Розглянуті найкращі приклади використання бенчмаркінгу в ВНЗ Сполучених Штатів Америки, досліджені етапи проведення бенчмаркінгу. На основі результатів дослідження сформульовані рекомендації щодо підвищення конкурентоспроможності українських вищих навчальних закладів та їхнього виходу на нові ринки за допомогою бенчмаркінгу.

On the Ukrainian education market indicators of demand and supply of educational services show a steady trend of growth. Due to increasing competition between institutions of all countries it is impossible to do without innovative tools to enhance competitiveness – namely benchmarking. The article substantiates the need for benchmarking and implementation of education on the Ukrainian market. It considers the best examples of benchmarking universities in the United States, studies the stages of benchmarking. Based on the results of the study recommendations for improving the competitiveness of Ukrainian higher education institutions and their access to new markets through benchmarking have been formulated.

This study aimed to develop a method of identifying the association between the individual traits of the students’ functioning at university and their attitudes towards the functional quality of the educational services provided by university. Within the study, a comprehensive description of the individual traits of student functioning (based on NEOAC model of personality), as well as a comprehensive description of the functional quality features of educational services as perceived by students has been developed. In order to analyse the association between individual traits and functional quality perception, cluster analysis and discriminant analysis were employed. The method for identifying the association between students’ individual traits and their attitudes towards the functional quality of educational services has been developed and verified. As a result of the questionnaire surveys covering bachelor level students, 25 dimensions of functional quality of educational services’ perception and 5 dimensions of students’ individual traits of functioning at university have been identified. Based on these individual traits, three individual types of students’ functioning at university have been indicated and named as: “stable engaged”, “nervous engaged” and “not engaged”. The detailed relationships between individual traits, types and functional quality perception have been described.
