Efektywność emisyjna sektorów w polskiej gospodarce

Ograniczenie emisji gazów cieplarnianych jest problemem globalnym, a badania w tym zakresie stają się kluczowymi. W szczególności dotyczy to rozwiązań mogących wspomóc zastosowanie teorii w praktyce. W opracowaniu przedstawiono autorskie wskaźniki, mogące wspomóc proces decyzyjny w zakresie wyboru sektorów, w których wymagane jest podjęcie działań zmierzających do redukcji emisji gazów cieplarnianych. Autorzy przeprowadzili także analizę efektywności emisyjnej sektorów w Polsce wskazując sektory najmniej i najbardziej efektywne w tym zakresie. W badaniu wykorzystano dane dotyczące emisji publikowane przez Eurostat, ceny prawa do emisji dwutlenku węgla z rynku EU ETS na giełdzie w Lipsku oraz dane na temat sektorów gospodarki publikowane przez GUS. Uzyskane wyniki wskazują na zasadność zaproponowanego podejścia. Zastosowanie wielokryterialnego podejścia opartego na efektywności emisyjnej pozwala na uzyskanie szerszego obrazu zmian zachodzących w poszczególnych sektorach gospodarki.

Reduction of emission of greenhouse gases is the global problem and research in this area becomes the key one. In particular, this concerns the solutions that could have supported the use of theory in practice. In their article, the authors presented their own indices that may support the decisionmaking process as regards the choice of the sectors in which there is the requirement to take the measures aimed at reduction of greenhouse gases. The authors also carried out an analysis of emission effectiveness of the sectors in Poland indicating the least and the most effective in this respect. In their research, the authors used the data on emission published by Eurostat, the prices for CO2 emission allowances from the EU ETS market on the Leipzig stock as well as the data on the economy’s sectors published by the CSO. The obtained results indicate the legitimacy of the proposed approach. The application of the multi-criterial approach based on emission effectiveness allows obtaining a broader picture of the changes occurring in individual sectors of the economy.
