Information and Analysis System Supporting Risk Management During the Planning and Implementation Stage of Police Activities — the Essence and Possibilities of Use for Teaching Purposes

The article presents the essence and operational potential of the information and analysis system supporting the decision making process within the framework of security-related policing operations. This system is being developed by a scientific consortium led by the Police Academy, Szczytno. The project finance is provided by the National Centre for Research and Development. The main element to ensure the effectiveness of the system in question will be an application with a planning and decision mechanism and prediction algorithms. The above mentioned algorithms are designed to provide information on the probability of success of police operations and on the necessary costs which must be incurred in a given crisis situation in order to implement their individual, expected variants. Using historical data and algorithms developed on its basis, the system is supposed to indicate the relevant forces and resources required, the methods and tactics for operations and characteristics of the security infrastructure. Moreover, the publication presents the fundamental mechanisms of the police command and control process during emergency situations and general remarks regarding the professional development of those who manage these types of policing operations. In the author’s opinion, of particular importance in this respect is the course addressed to commissioned police officers trained to be commanders or deputy commanders of security-related policing operations, where classes are conducted using a simulator for police operations in emergency situations. It is a form of advanced command staff training with the use of a virtual computer simulation system. The simulator makes it possible to develop algorithms for dealing with crisis incidents and to improve the command process during emergencies. One of the practical goals of developing the information and analysis system is its integration with the simulator for police operations in emergency situations. In this respect, it is supposed to be a tool used in multimedia decision-making training. The author comes to the conclusion that the expected functionalities of the information and analysis system will have a positive effect both on the educational process of improving professional qualifications of commanders of security-related policing operations and on the real planning, implementation and assessment of the operations themselves.

It has been demonstrated that it is possible to decrease the number of emergency situations (ES) and dangerous events (DE) and to lessen the impact them by concentrating efforts on prevention of their appearance. In order to do so it is necessary for the state to introduce a new system of anthropogenic hazards monitoring, recognition and management of risks, aimed at their minimization. Implementation of the risk-oriented approach in its substance represents the reform of the united state system of public Security.

Przeanalizowano ich osobowość w kontekście koncepcji stałych indywidualnych cech osobowości. Wskazano pożądane u tych osób wartości tych cech ze względu na ich efektywne funkcjonowanie w sytuacjach kryzysowych.

W artykule dokonano analizy literatury opisującej metody zarządzania projektami, które mogą być zastosowane do projektów ochrony osób i terytoriów przed sytuacjami kryzysowymi. Przedstawiono główne cechy projektów ochrony ludności i terytoriów będących lub mogących być w kryzysie. Rozważono dwa rodzaje elastycznego i ekstremalnego zarządzania projektami, które najlepiej sprawdzają się w tego typu projektach. Przedstawiono definicję i główne cechy elastycznego zarządzania projektami. Ponadto omówiono podstawowe zasady i metody elastycznego sterowania, takie jak: Scrum, Lean, Extreme Programming. Podano statystyki za rok 2018 dotyczące wykorzystania tych metod przez kierowników projektów. Określono główne zalety i wady tego typu zarządzania. Zaproponowano definicję i zakres ekstremalnego zarządzania projektami oraz wskazano pozytywne i negatywne aspekty tego podejścia. W wyniku przeprowadzonych badań ustalono, że stosowanie tych technik będzie skuteczne, jeśli projekt znajduje się w środowisku niepewności i nie ma ograniczonych zasobów. W praktyce zastosowanie takich podejść w projektach ochrony ludności i terytoriów przed sytuacjami kryzysowymi będzie miało pozytywny efekt pod warunkiem, że wszyscy wykonawcy będą podzielać zasady elastycznego zarządzania.

The article analyses literary sources that describe non-traditional methods of project management that can be applied to projects protecting people and territories from emergency situations in the constantly changing environment. Presented are the main features of projects for protecting people and territories from emergency situations. Two types of flexible and extreme project management, which is best suited for such projects, are considered. The definition and main features of flexible project management are presented, as well as the basic principles and methods of flexible control, such as: Scrum, Lean, Extreme Programming (data as of 2018), with the main advantages and disadvantages shown. The positive and negative aspects of extreme management are analyzed, too. The use of these techniques will be effective if the project is in an environment of uncertainty and has no limited resources. In practice the implementation of such approaches in the projects for the protection of population and territories from emergency situations will have a positive effect, provided that all performers will share the principles of flexible management. The possibility of avoiding financial constraints on the implementation of such projects has been shown.

Autorzy prezentują wyniki badań informujące o deklarowanej gotowości i o sposobach niesienia pomocy ludziom, znajdującym się w sytuacjach zagrażających ich zdrowiu lub życiu. Celem tego badania jest pozyskanie wiedzy o kandydatach do Akademii Wojsk Lądowych (absolwentach szkół średnich), o ich aktywności i zachowaniach w sytuacjach kryzysowych. Badaniem objęto 89 osób (47 kobiet i 42 mężczyzn) wybranych losowo spośród 1100 kandydatów ubiegających się o przyjęcie do akademii. Wyniki badań dowodzą, że o indeks we wrocławskiej uczelni wojskowej zabiegają – w znakomitej większości – kandydaci empatyczni, życzliwi, w sytuacjach zagrażających innym ludziom skłonni do skutecznej pomocy.

The authors present the results of research on the declared readiness and ways of helping people who are in situations threatening their health or life. This research aimed to acquire knowledge about candidates for the Military University of Land Forces (secondary school graduates), about their activities and behavior in emergencies. The study included 89 people (47 women and 42 men) selected randomly from among 1100 candidates applying for admission to the University. The results of the research show that the student record book at the Wroclaw Military University is desired – in the vast majority – by empathic and friendly candidates who are willing to provide effective assistance other people in threatening situations.
