Cooperation is one of the fundamental processes which shape the natural, social, economic and cultural environments. Therefore, it appears evident that this concept gained recognition within numerous scientific areas, which include, among others: management, economics, anthropology, sociology, political science, the psychology of work, and others. The scope of concerned aspects relates to human relations, it seems necessary to reflect on the subject of consideration from the point of view of sociology. In the contemporary world everybody operates within a global system, therefore everyone is interdependent. The paradigm of the organization constitutes of a man, the purpose and structure. Cooperation is the opposite of social conflict, hence by the means of cooperation conflicts may be prevented and through cooperation conflicts may be solved. Currently, the rescue system in Poland is based on organized but dispersed areas of responsibility among public authorities and non-governmental organizations. In Portugal, civil protection and relief operations are multidisciplinary activities developed by agencies, services and entities, at the national, district and municipal levels, duly organized in the Integrated Protection and Relief Operations System. Therefore cooperation between agencies should be a never ending process which is realized through all crises management phases. Only then it brings the synergy effect in the key moments of complex life-saving operations. These two agencies are almost always present on a scene of small and major incidents. Therefore the authors recognized that the problem is worth to be addressed as a comparison study on the base of Polish and Portuguese experiences.

Bezpieczeństwo traktuje się jako możliwość zapewnienia istnienia, przetrwania i rozwoju. Wszystkie podmioty, na które wpływa bezpieczeństwo, zarówno człowiek, jak i grupa społeczna, państwo czy nawet organizacja międzynarodowa, starają się oddziaływać na swoje otoczenia zewnętrzne i wewnętrzne, by nie dopuszczać do stanu zagrożenia. Traktując bezpieczeństwo jako podstawową potrzebę człowieka, w treści opracowania odniesiono się do wartości braku poczucia zagrożenia wśród społeczności lokalnej. Wskazano na wpływ władz lokalnych na optymalne funkcjonowanie gmin i powiatów. Odniesiono się do jednostek organizacyjnych odpowiedzialnych za utrzymanie bezpieczeństwa publicznego danego regionu, podkreślając zakres działalności na rzecz utrzymania ładu społecznego mieszkańców. Określono wreszcie podmioty ponoszące odpowiedzialność formalną za wadliwe funkcjonowanie systemu bezpieczeństwa na danym obszarze.

Security is treated as the possibility of ensuring existence, survival and development. All individuals and entities affected by security, including people, social groups, the states or even international organisations, try to influence their external and internal environment, in order to avoid the threat. Treating security as a basic human need, the article refers to the value of not experiencing danger in a local community. It indicates the influence the local authorities have on the optimal functioning of the first and second level units of the administrative division of Poland (gmina and powiat). It points out the organisational units responsible for the maintenance of public safety of a particular region, emphasising the scope of activity aiming to maintain the social order of the inhabitants. Lastly, it defines individuals and entities formally responsible for the flawed functioning of the security system in a particular area.

Celem badawczym artykułu było ukazanie procesu niesienia pomocy poprzez wskazanie wielopłaszczyznowych działań Państwowej Straży Pożarnej i społeczeństwa polskiego podczas agresji militarnej Rosji na Ukrainę. Analizie poddano opisy wybranych zdarzeń pomocowych realizowanych przez społeczność lokalną oraz funkcjonariuszy Państwowej Straży Pożarnej. Analiza objęła okres od lutego do sierpnia 2022 roku. Metody teoretyczne, które zostały wykorzystane to: analiza – pozyskanie materiału badawczego zawartego w literaturze przedmiotu; synteza – odpowiednie dopasowanie i integracja materiału badawczego; porównanie – konstruowanie wniosków i konkluzji końcowych, uogólnianie, wyciąganie wniosków. Metody empiryczne to metoda studium przypadku oraz obserwacja, które zostały wybrane w pracy jako metody badawcze pozwalające na szeroki opis danego zjawiska (udzielania pomocy uchodźcom), jego pogłębioną analizę i ocenę.

The research goal of the article was to show the process of providing aid by indicating the multilevel activities of the State Fire Service and Polish society during the military aggression of Russia in Ukraine. The paper analyzes the descriptions of selected aid events carried out by the local community and the officers of the State Fire Service. The analysis covered the period of February to August 2022. Theoretical methods that have been used are analysis – obtaining research material contained in the literature on the subject; synthesis – appropriate matching and integration of research material; comparison – constructing conclusions and final conclusions, generalizing, drawing conclusions. Empirical methods are the case study method and observation, and are selected in the work as a research method that allows for a broad description of a given phenomenon (providing assistance to refugees), its in-depth analysis and evaluation.

The article concerns the legal nature of the decision on the cash equivalent for the lack of premises for firefighters of the State Fire Service. This article fills the gap in the science of law so far, it is the first and only scientific study on this subject. The article discusses the current legal regulation of this benefit, as well as its regulation in history in the divergent jurisprudence of courts in this matter. All issues were related to equivalent legal regulations in other uniformed services, as well as the jurisprudence lines existing within these regulations. The article ends with the author’s conclusions and a mixed thesis of the decision on the cash equivalent for the lack of premises for firefighters of the State Fire Service.

Artykuł dotyczy charakteru prawnego decyzji w sprawie równoważnika pieniężnego za brak lokalu dla strażaków Państwowej Straży Pożarnej. Publikacja wypełnia lukę w dotychczasowej nauce prawa, jest jedynym i pierwszym opracowaniem naukowym na ten temat. W artykule omówiono aktualne uregulowanie prawne tego świadczenia, a także jego unormowanie w historii, występujące w zakresie tego zagadnienia rozbieżne orzecznictwo sądów. Całość problematyki odniesiono do regulacji prawnych równoważnika w innych służbach mundurowych, a także istniejących w obrębie tych regulacji linii orzeczniczych sądów. W artykule przedstawiono wnioski z rozważań oraz postawiono tezę o mieszanym charakterze decyzji w sprawie równoważnika pieniężnego za brak lokalu dla strażaków Państwowej Straży Pożarnej.
