This article defines external and internal challenges and threats that act as a catalyst for constitutional changes in the modern world. The main directions and differences of the ongoing constitutional reforms in the post-Soviet republics and countries of Western Europe are singled out.

The article discusses the legal solutions of probation as well as regulations pertaining to organization of probation services and to functions of probation officers in criminal proceedings of adults and juveniles in some European countries. Discussed has been probation in England, Belgium, Czech Republic, Denmark, Finland, Germany, Greece, Lithuania, Slovenia, Spain, and Sweden. The introduction focuses on the definition of probation; also, the role of international organizations in promoting probation has been characterized together with the importance of recommendations as to the principles and practice, issued by such organizations, for introduction of probation into criminal justice. Considering the future shape of probation, one might ask to what extent we can use those experiences. We believe that some foreign solutions of probation might be added to the Polish legislation in the course of the Polish probation reform which has been going on for several years now. The following problems should in our opinion be reconsidered and possibly regulated in a manner other than the present one. The major and basic issue is the decision as to probation's position with respect to the criminal justice system. The problem is regulated differently in different countries; decisions as to the Polish solutions should be carefully considered. The Commission for Probation Reform, appointed several years ago, suggested that the probation system remain part of the criminal justice system but acquire the status of an autonomous department, an associate and partner of courts. Related to this is the postulate that the work of probation officers be evaluated as to the merits by a competent superior officer and not by the judge as it is today. Also solved should be the problem of a possible separate regulation of juvenile vs. adult probation (as it is the case in many European countries). In such countries, there is also the trend to remove proceedings in cases of offences from juvenile courts and to deal with them within administrative procedure. As regards the measures applied to juveniles, their execution is more and more often handed over to social services. The system for assisting and educating juveniles who break the legal norms or find it otherwise difficult to become integrated with society thus becomes ever more consistent; the competent services cooperate with one another ever more closely and coordination of their work is improved, which enhances the effectiveness of their efforts. What is important for the proper effects of educational work is cooperation of probation services with local government agencies and local communities. Although the road towards this kind of transformation of probation is difficult in Poland and various obstacles may be encountered, it is nevertheless a worth-while effort to use the experience of other countries and to introduce modern legal solutions that have been tested elsewhere.

The importance of engineering pedagogical education for the global labour market has been characterized. The peculiarities of modern engineering pedagogical education formation in foreign countries consisting in economy globalization, transition to a high quality education and international cooperation enhancing have been presented. The essence of clothing engineering educators’ design competence being the professional’s ability to provide educational process with didactic design and productive one with technical documentation for the garment manufacture in accordance with the production norms and standards has been revealed. On the basis of regulations and national and foreign experience (the USA, Australia, South Africa, European countries etc.) in clothing engineering educators’ training the peculiarities of future professionals’ design competence formation as a constituent of professional competence has been clarified. Training of future professionals in “Professional Education” specialisation is the first stage in obtaining the engineereducator qualification (Eastern European countries). The second stage means gaining pedagogical qualification in vocational pedagogical educational establishments on the basis of obtained engineering qualification. The third stage consists in obtaining engineering and pedagogical qualification based on technical training according to the learning outcomes in International Society for Engineering Pedagogy that documents teachers’ qualification and competence and registers them in the international register of engineering educators.

Der Austausch von Publikationen zwischen wissenschaftlichen Einrichtungen auf der ganzen Welt funktioniert seit dem 17. Jahrhundert. Gegenwärtig wird er von den meisten Universitätsbibliotheken und wissenschaftlichen Institutionen praktiziert, und manche von ihnen knüpfen neue Auslandskontakte an. Das ist eine bewährte Methode, devisenfrei an Bestände der neuesten wissenschaftlichen Literatur aus der ganzen Welt zu kommen sowie die wissenschaftlichen Errungenschaften der eigenen Institution zu verbreiten und zu fördern. Die Katholische Universität Lublin „Johannes Paul II.” (KUL) hat schon seit den ersten Jahren ihres Bestehens mehr oder weniger gelungene Versuche unternommen, fremdsprachige Literatur zu bekommen, ohne welche es unmöglich ist, das wissenschaftliche Weltniveau zu erreichen. Seit über 50 Jahren wird der Austausch von Publikationen an der KUL von der Abteilung für Auslandsaustausch organisiert, welche vier Sprachenreferate umfasst: ein englisches, ein romanisches, ein germanisches und ein slawisches. Die in dieser Abteilung arbeitenden Bibliothekare müssen sich neben sehr guten Fremdsprachenkenntnissen durch Initiative und Einfallsreichtum bei der Suche nach neuen Büchern und Zeitschriften außerhalb der Landesgrenzen auszeichnen und diese dann durch Austausch, Spenden oder Ankauf beschaffen können. Die Nutzung neuer Technologien erleichtert ihnen diese Arbeit ganz entschieden.

Prezentowany poniżej artykuł dotyczy istotnej kwestii staropolskich podróży po Europie w epoce nowożytnej. Rozważania oparte są na kanwie jednego z ciekawszych i obszerniejszych dzienników podróżnych napisanych przez Polaka i po polsku – wileńskiego księdza Kazimierza Jana Wojsznarowicza. Podróż, która miała miejsce w latach 1667‒1669 objęła kilka krajów europejskich: Niemcy, Holandię, Niderlandy Hiszpańskie, Francję i Włochy. Relacja podróżna zawiera wiele spostrzeżeń autora nt. sztuki, religii, ustroju politycznego, obyczajów. Ks. Wojsznarowicz opisał szczegółowo w dzienniku podróży także swoją pracę naukową i działalność wydawniczą oraz postępy w edukacji czynione przez jego podopiecznego – Aleksandra Janusza Zasławskiego-Ostrogskiego.

The main purpose of the article is a question of old Polish journeys across Europe in the modern epoch. Our considerations are based on the ground-work in the form of journal of travel written in the second half of 17 th century. This account of travel was written by the Polish priest from Vilnius Kazimierz Jan Wojsznarowicz. He wrote this text in Polish using also numerous Latin expressions. This journey took place in the years 1667‒1669, in times of mature baroque. It included coverage of several European countries (Germany – various duchies, Holland, Spanish Netherlands, France, Italy and Austria). This account of travel includes many observations of its author about different questions of culture, nature, politics (system of government) and realities of traveling: art, religion, landscapes, flights boats, means of communication, administration, political structure, science, theater, customs of populations and many others. Father Wojsznarowicz described in his account of travel in detail also his research work and publishing activity (writing and publishing printed sermons) and also progress in education of his pupil, he took care of during the journey – young polish magnate Aleksander Janusz Zasławski-Ostrogski, descendant of famous parentage.
