The object of the study is to monitor the economic development of territories. As a result, a detailed analysis revealed the absence of a single action algorithm for diag-nosing the economic development of territories. As a result of the analysis of the ter-minological apparatus, the essence of monitoring the economic development of territo-ries is clarified, by which is meant the process of measuring, fixing, evaluating, con-trolling, analyzing and forecasting key characteristics based on information technolo-gies and intended for current and strategic goals of managing the country’s territory. The paper proposes a model for the formation of an information-analytical system for monitoring the economic development of territories, based on the use of IDEF0 func-tional modeling and includes a specific set of stages, each of which solves a set of tasks with an indication of mechanisms and tools. The practical implementation of a functional model for the formation of an information-analytical system for monitoring the economic development of territories will effectively organize the collection of information, objectively assess the dynamics of changes in the regions, and also forecast the development of economic processes in the country.

Characterization theory was developed in the 1970s by a member of the Russian Academy of Sciences, a prominent cybernetics V.A. Gorbatov, and became the nucleus of an international school. Many of today’s academy graduates make a new generation of scholars, more than 150 doctors and assistant professors, developing a new descriptive theory of cybernetic complex systems, based on the canon of the so-called characterization principle, binding the sets of y¥a functioning models and x¥bstructure models using the paradigm of monotone mappings of the considered system. This article presents an overview of the following problems: (1) the issues of functional-structural connection systems from the point of view of their design correctness; (2) the basic postulates of the characterization principle; (3) the nature of interaction between system objects; (4 and 5) mechanisms and functions for initiation of the operation; (6) the mechanisms of control and reaction functions; (7 and 8) the analytical form of initiation function and a network initialization function and (9) the axiom of extensionality (J), feasibility (R) and compatibility (Z).

The article focuses on the analysis of the didactic models of the multilingual personality formation. The factor model and the functional model of the multilingual personality formation have been characterized. The essence of the factor model consists in the system of external and internal factors that play an important role in the process of learning foreign languages. The main characteristics of the factor model are: a multistage structure and the chronological order of the different factors systematization. The essence of the functional model has been singled out. This essence consists in the influence of the fi rst foreign language on the second, third foreign languages during the process of speaking.

W artykule scharakteryzowano dydaktyczne modele kształtowania wielojęzycznej osobowości ucznia w procesie uczenia się języka obcego, takie jak: model czynników oraz model funkcjonalny. Określono istotę modelu czynników, polegającą na uwzględnieniu systemu faktorów zewnętrznych i wewnętrznych, odgrywających ważną rolę w procesie uczenia się języka obcego. Cechami charakterystycznymi modelu czynników jest wielostopniowa struktura i porządek chronologiczny systematyzacji modelu, które polegają na wpływie pierwszego języka obcego podczas posługiwania się przez uczniów drugim czy trzecim językiem obcym.
