Although inclusive education has been implemented for over 20 years in Vietnam, the assurance of inclusive education quality for students with disabilities in general schools has not recognized either theoretical or practical perspectives. Little research has been done, focusing on just one or a few sides of this issue. Therefore, it is high time to do research on developing and utilizing a set of standards on the assurance of inclusive education quality for students with disabilities in general schools in Vietnam. The paper’s contents show some research results of a bilateral international cooperation project between Hanoi National University of Education, San Marcos University, and Missouri University (USA) from 2012 to 2016, in which the author of this paper was the project manager, and also refer to a number of related studies of other authors in the field. Based on the theoretical and practical results of the research, we have developed and suggested a set which includes eight criteria with 45 items to be used in general schools in Vietnam.

The author of the article points to conflicts resulting from several consecutive politically and ideologically motivated moves of both structural and curricular school reform, and outlines far-reaching, negative consequences of such activities. She explains differences between such concepts as carricular basis and curriculum and analises possible misunderstanding or misinterpretations which are likely to occur if these concepts are confused with each other or wrongly defined. Moreover, she describes the inviolable order of several necessary procedures which will need to be undertaken while planning the reform, if the reform is to succeed at all. She also draws the reader’s attention to the cultural and civilizational context in which the contemporary school functions, and questions the actual purpose and the point of boad general school education under the circumstances where the cultural paradigms are suddenly changed. She considers teacher training to be of paramount importance here and emphasises the fact that it is necessary to perceive the concept of methodics as a social activity which involves multiple fields of study. Furthermore, she suggests that politicians should be excluded from influncing the educational system directly.

W artykule opisano relacje między percepcją obciążeń zawodowych wśród nauczycieli szkół ogólnodostępnych, integracyjnych i specjalnych a ich oceną klimatu organizacyjnego panującego w placówce. Do obciążeń zawodowych pedagoga zaliczono: obciążenia organizacyjne, sytuacje konfliktowe i brak sensu pracy. Specyfika organizacji pracy w każdym z trzech typów placówek różnicuje jedynie doświadczane przez nauczycieli obciążenia organizacyjne i wiąże się z postrzeganiem przez nich klimatu panującego w miejscu pracy. Im większe nasilenie doświadczanych obciążeń, tym gorzej oceniano klimat organizacyjny placówki. Związek ten był najsilniejszy w szkołach specjalnych, nieco słabszy w szkołach integracyjnych i najsłabszy w szkołach ogólnodostępnych. Wyniki badań zaprezentowano w odniesieniu do wcześniejszych doniesień i aktów prawnych regulujących pracę każdego z typów szkół.

The article describes the relationship between the perception of the professional educators' workloads among general, integrated, and special school teachers and their assessment of organizational climate in the school. The professional educators' workloads are: organisational workloads, conflicts, and lack of sense of work. The specifics of work organization in each of the three types of establishments modified only the organisational workloads experienced by the teachers, and was connected to the perceived climate of the workplace. The greater the intensity of organizational toll, the lower the organizational climate was rated. This relationship was strongest in special schools, slightly weaker in integrated schools, and the lowest in general schools. The findings are presented regards previous reports and bills of law regulating the workings of each type of school.
