In the paper housing conditions in Poland compared to European countries were presented and analyzed. The research includes all European Union countries plus Iceland, Norway and Switzerland. The examined measures of housing conditions are: overcrowding rate, average number of rooms per person, severe housing deprivation, housing cost overburden rate and share of total population living in a dwelling with different housing problems.

In comparison to other European countries, France is experiencing a respectively good housing situation. However still housing problems occur in Seine country with regard to considerable fraction of French society, people with low or medium incomes in particular. The article covers housing problems touching people with low or medium earnings embodied in the 16th report of the Fondation Abbé Pierre on poor housing in France. The limitations of the article allow only to pay attention to the synthesis of the concepts and recommendations for the housing policy in France.

W artykule zawarte są spostrzeżenia dotyczące losów społecznie zorientowanej polityki mieszkaniowej. Przybliżają one długookresowe sprowadzanie mieszkalnictwa społecznego przez mechanizmy rynku do funkcji rezydualnych o charakterze głównie socjalnym. Sprowadzanie to zachodzi – jak przekonuje przykład Francji – nawet w zachodnioeuropejskich rozwiniętych państwach gospodarki rynkowej, próbujących w okresie powojennej prosperity umasowienia rozwoju mieszkalnictwa społecznego. Można tu mówić o stopniowym wypieraniu modelu masowego mieszkalnictwa społecznego przez model rezydualny. Wynikają z tego także wnioski dla Polski.

This paper contains observations concerning the fate of the socially oriented housing policy. They familiarize the reader with long-term reduction of social housing to the residential functions, mainly of social nature, by the market mechanisms. Such reduction occurs, as we can notice in France, even in developed Western European market economies which used to generate mass social housing development during the post-war prosperity period. We can talk about a gradual replacement of the mass social housing model by the residential model. That process provides some indications for Poland as well.

W artykule zaprezentowano i przeanalizowano warunki mieszkaniowe w Polsce na tle krajów europejskich. Badaniem objęto wszystkie kraje Unii Europejskiej oraz dodatkowo Islandię, Norwegię i Szwajcarię. Przeanalizowane mierniki warunków mieszkaniowych to: wskaźnik przeludnienia, liczba pokoi przypadająca na osobę, wskaźnik bardzo złych warunków mieszkaniowych, wskaźnik przeciążenia kosztami mieszkaniowymi oraz odsetek populacji z różnymi problemami mieszkaniowymi.

In this article approaches toward solving housing problems of the homeless in Ukraine and in Poland are compared. Particular attention is paid to the types of housing objects and their location. The report on the situation in Poland became a basis to formulate recommendations for new Ukrainian housing policy concerning the homeless. In the group of almost several hundred thousand homeless people in Ukraine, the majority are citizens of working age and with secondary education. Although single people largely prevail in this group, the numer of those with families is increasing. According to the official estimates, in Poland there are 30–40 thousand homeless people. This group consists mainly of middle-aged unqualified men, mostly single ones. It is observed that the period of being homeless is extending each year. Similarly, the share of highly educated homeless is increasing. Both in Poland and Ukraine, people deprived of their homes concentrate in urban agglomerations and big cities. The authors conclude that shaping Ukrainian housing policy ought not focus on shelters, which are oriented towards chronic homeless, but on dwellings which enable rehabilitation, socialisation and re-integration of the excluded people with the society. Social rehabilitation should consist of 2–4 stages depending on individual cases. For each of the stages a type of dwelling is suggested. The article provides also some remarks on location of dwellings for the homeless. They are aimed at minimizing tensions between the homeless and the community where the institution is supposed to operate.

W artykule podjęto się porównania podejść do rozwiązywania problemów mieszkaniowych osób bezdomnych na Ukrainie i w Polsce. Szczególną uwagę poświęcono rodzajom obiektów mieszkaniowych oraz ich lokalizacji. Omówienie aktualnej sytuacji w Polsce stało się podstawą do sformułowania rekomendacji odnośnie kształtowania nowej polityki mieszkaniowej w zakresie lokalizacji i projektowania obiektów mieszkaniowych dla bezdomnych na Ukrainie.
