The study concerns forecasting the number of soldiers in the Saudi Arabian army based on information obtained from the website: https://data.worldbank.org (The World Bank, 9.03.2020). The research began with a comparative analysis of the number of soldiers in the armies of Saudi Arabia and Russia. The idea for a comparative analysis of the number of armies of Saudi Arabia and the Russian Federation arises from Russian policy in the region of the Middle East countries, including the impact on world oil prices. The comparative analysis showed the similarities and differences in the dynamics of changes in the number of both armies dynamically. Subsequently, the primary time series data analysis on the number of Saudi Arabian troops was performed. The study selected methods for predicting raw data: Holt’s exponential smoothing and Klein’s model for the future. The next stage of the research was forecasting and the analysis and evaluation of the obtained forecasts. Klein’s model was the best forecasting model. The forecast of the number of soldiers in the Saudi Arabian army for 2020 is 251454, and for 2021, it has increased to 251006. The study ends with a summary and conclusions.

The article deals with selected aspects of the legislative process related to the enactment of laws on the National Revenue Administration. The analysis carried out in the publication shows that the reform of government administration of public-private payments in the scope of the so-called consolidation of tax administration, customs service and fiscal control, was unfortunately carried out under strictly political and personnel objectives. Undoubtedly, such an objective should not in any way guide a rational legislator.

Artykuł podejmuje tematykę wybranych aspektów procesu legislacyjnego związanego z uchwaleniem ustaw o Krajowej Administracji Skarbowej. Przeprowadzona w publikacji analiza wykazała, że reforma rządowej administracji danin publicznoprawnych w zakresie tzw. konsolidacji administracji podatkowej, Służby Celnej oraz kontroli skarbowej została niestety dokonana pod dyktando stricte polityczno-kadrowych celów. Bez wątpienia taki cel nie powinien w żadnej mierze przyświecać racjonalnemu ustawodawcy.

The aim of the article is to compare the biographies of the governmental plenipotentiaries who were sent to Poland in 1945 and to search for the elements connecting them. The profiles of people managing the “Regained Lands” just after the war are presented – Leonard Borkowicz, Jakub Prawin, Stanisław Piaskowski and Aleksander Zawadzki. The biographies of those who, although nominated, did not take over their posts – Aleksander Kaczochy-Józefski and Jerzy Sztachelski – have also been presented. Particular emphasis was placed on the political and ideological choices they made. The article also discusses the human resources policy of Polish communists.

Celem artykułu jest porównanie życiorysów rządowych pełnomocników kierowanych w 1945 r. na nowo przyłączane do Polski ziemie oraz poszukiwanie łączących ich elementów. Zaprezentowano sylwetki ludzi zarządzających tuż po wojnie „Ziemiami Odzyskanymi” Leonarda Borkowicza, Jakuba Prawina, Stanisława Piaskowskiego oraz Aleksandra Zawadzkiego. Przybliżono także biografie tych, którzy choć nominowani, nie przejęli powierzanych im stanowisk – Aleksandra Kaczochy-Józefskiego oraz Jerzego Sztachelskiego. Szczególny nacisk został położony na podejmowane przez nich polityczne i ideologiczne wybory. W artykule podjęto również rozważania na temat polityki kadrowej polskich komunistów.
