This paper offers a critical study of the concept and issues of human security. Its usage, definition and applicability may differ since different authors explain issues related to security differently. Although there is still no common definition on what human security is, most authors agree that human security is related to individuals in terms of theirwellbeing. For too long, human security has been focused on the protection of state territory, regarded as the traditional perception of security. This kind of interpretation refers to a narrow security concept, not well constructed and incapable of addressing most of the important issues related to the security of the individual. The issue of security for a nation is quite different to the issue of security for individuals, because the first tends to protect the boundaries of the state where people live while the second aims to protect all human being from insecurities. Human security is a new challenge in today’s world; it presents new threats which are far away from the threats generated by the traditional concept of human security. The new concept of human security should be analysed in people’s daily lives, not in a country’s guns and weapons. To protect people’s lives means respecting all human rights prescribed in domestic law and international conventions; violating them means causing human insecurities and the failure of the state to fulfil its own responsibilities towards the law. Therefore, the protection and the welfare of the people should become first goal of the government. In cooperation with international organizations and NGOs, governments should find and promote appropriate policies to establish a political, economic and social security environment for all the people as citizens of that country.

This paper discusses scientific history of ethnography and ethnologyas disciplines, and their most significant bearers who established numerous institutions and new research perspectives in the Kingdom of Serbs, Croatans and Slovenians and later in the Kingdom of Yugoslavia between the world wars. The discussed events reflect the then scientific policy in ethnography and ethnology in Yugoslavia between 1918 and 1941.

Modern Polish competition law has become highly regulated and codified over the twenty five years of its existence and this article will provide readers with information relating to its recent developments of 2015. Separate subsections present a review of provisions on remedies in infringement decisions as well as settlements. A considerable part of this paper is designed to outline the peculiarities that characterize Poland’s new provisions on fines. Further on, the paper introduces readers to newest trends in the area of concentration control between undertakings. In addition, an assessment of recent developments and suggestions for a further development of Polish competition law are reviewed in the EU context. The conscious intention of the author is to analyse whether the EU competition law pattern, often regarded as a model for Member States, has been used to develop Polish competition law. Has the latter been amended to look more, or less like EU competition law? Has Polish competition law shown the capacity to absorb the best elements of EU competition law into itself? How is the outcome aligned with the declared direction of these amendments?

Le droit de la concurrence polonais moderne est devenu très réglementé et codifié au cours des vingt-cinq années de son existence et cet article fournit aux lecteurs des informations relatives à ses développements récents de 2015. Des sous-sections séparées présentent un examen des dispositions concernant les recours dans les décisions d'infraction ainsi que dans la procédure de transaction. Une grande partie partie de cet article vise à présenter les particularités qui caractérisent des nouvelles dispositions de la loi polonaise concernant les sanctions. Ensuite, l’article présente aux lecteurs les tendances les plus récentes dans le domaine du contrôle des concentrations entre entreprises. De plus, une évaluation des développements récents et la proposition des reformes possibles du droit polonais de la concurrence sont examinées dans le contexte de l'Union européenne. L’idée d’auteur est d’analyser si le modèle européen du droit de la concurrence, souvent considéré comme un modèle pour les Etats Membres, a été utilisé pour développer le droit polonais de la concurrence. Est-ce que le droit polonais de la concurrence a été modifié afin de rassembler le droit de l’Union européenne ou non? Est-ce que le droit polonais de la concurrence a démontré sa capacité à intégrer les meilleurs éléments du droit européen de la concurrence? Comment les résultats des modifications de la loi polonaise sur la concurrence correspondent avec les objectifs des changements?

This paper discusses issues of methodological basis of contemporary economic theory, from the perspective of rival research orientations and their conceptual sensitization to the role and impacts of institutional structures. In this regard, the paper presents methodological individualism, research support of economic orthodoxy, based on a consistent interpretation of all social phenomena as outcomes of individual choice. It is shown that even in its most rigid versions this approach has to take to a certain degree into account the social interactions that go beyond the individualist framework. The opposing research orientation, methodological holism, gives explanatory primacy to (different) social collective entities and structures, characteristics of which are autonomous in nature and essential for the explanation of the individual as an entity of a lower order, whose individual properties are not significant. Both approaches are subjected to reductionist tendencies - whether explanations of the socioeconomic reality are individual or culturally over-determined. Integrating institutions in consideration of socioeconomic reality has repercussions on the mentioned methodological dichotomy, given that in conceptual terms it has the potential to bridge the extremely individualistic or collectivist methodological positions. Awareness of the impact of institutions on the socioeconomic reality has produced distinctive methodological orientations. Institutional individualism considers institutions as exogenous mechanism whose explanation is at the service of shedding light on the behaviour of the individuals as the main actors of social dynamics, and in that sense this approach can be considered as a milder variant of methodological individualism. The institutionalist extension of methodological holism, methodological institutionalism, understands individual acting as a product of an integrated institutional framework, whose dynamics takes place independently of the individuals, according to its own regularities. Some kind of balance between the aforementioned orientations is offered by methodological systemism, which affirms the dual nature of the actors of social dynamics - as both product of units of a lower order, but also as entities with autonomous, emergent properties. The contextualisation of relations between institutions and individuals in accordance with a system perspective may be a suitable way, with more tuned reality, theoretical valuation and overcoming differences between opponent methodological traditions.

This article shows the leading role of the elite in creating cultural heritage. Since the subject of reflection has been the society, carried out on the search for distinctive features of outstanding individuals. Many thinkers emphasized the culture-forming, nation-forming and political importance of the elites. Most often in the concepts of the elitist his influence on the direction of social development. The elitist tendencies culminated in the early twentieth century. Also in the works of Polish thinkers can be found threads of elitism.

W artykule ukazuję wiodącą rolę elit w tworzeniu dorobku kulturowego. Odkąd obiektem refleksji stało się społeczeństwo, prowadzono rozważania nad poszukiwaniem cech charakterystycznych jednostek wybitnych. Wielu myślicieli podkreślało znaczenie kulturotwórcze, narodotwórcze i polityczne elit. Najczęściej w koncepcjach elitarystycznych ukazywano wpływ elit na kierunek rozwoju społecznego. Tendencje elitarystyczne swą kulminacje osiągnęły na początku XX wieku. Również w twórczości polskich myślicieli można odnaleźć wątki elitaryzmu.

A standard contemporary formulation essentialism defines essential properties with a help of a concept of possible worlds. It is often argued that in order to use possible worlds effectively, facts about transworld identity of individuals need to be determined. In this paper I discuss how essentialist might attempt the issue of transworld identity of individuals. Specifically, I analyze a connection between essentialism and the two theories that explain the transworld identity issue, that is, haecceitism and antihaecceitism. I provide a detailed analysis of different variants of antihaecceitism and argue, that all of them are incompatible with basic intuitions that stay behind essentialism. In contrast to that, I defend a position that essentialism ought to be combined with some form of haecceitism. In the remainder of this paper I provide the two ways through which essentialist might be a haecceitist.
