The use of stakeholder analysis in assessing the effectiveness of selected functions of the Gdańsk Science and Technology Park

Stakeholder analysis provides relevant information about the organization’s impact on the environment and the environment’s impact on the organization. These relationships are gaining importance in investment activities, especially in relation to projects that are partly or fully financed from public funds. Stakeholder analysis is therefore a key tool for project managers providing them with knowledge on the best communication strategy with stakeholders that can lead to management of relationships with stakeholders. The aim of the article is to indicate how much the balance of social benefits and costs perceived by stakeholders regarding the expansion of an innovation centre, the Gdańsk Science and Technology Park (GSTP), contributes to the increase in the value of this project. The study also has partial goals established: the effectiveness of implementing by the GSTP the function of increasing cooperation with universities and the industry in conducting experimental research and subsequently translating these effects into practical applications from the point of view of companies and residents. The key element of the research was to identify the needs of particular groups of stakeholders in the context of choosing methods of communicating with them. The study used a survey conducted among stakeholders of the GSTP.

Rozwój funduszy infrastrukturalnych jest wynikiem ogromnych potrzeb w zakresie infrastruktury publicznej oraz wzrostu udziału kapitału prywatnego we współfinansowaniu inwestycji infrastrukturalnych. Mimo niedługiego okresu funkcjonowania funduszy infrastrukturalnych ich znaczenie jest coraz większe, a głównie w krajach przodujących pod względem rozwoju rynków finansowych. Celem opracowania jest zbadanie roli i udziału notowanych w obrocie publicznym funduszy infrastrukturalnych. Fundusze notowane, w odróżnieniu od funduszy nienotowanych, podlegają regulacjom rynków giełdowych i są notowane na największych giełdach świata. Z analizy globalnego rynku funduszy notowanych wynika, że fundusze te zapewniają relatywnie godziwy zwrot z inwestycji przy zapewnieniu większej stabilności i ochrony przed ryzykiem inwestycyjnym niż w przypadku innych instrumentów. Opracowanie oparte jest głównie na materiałach wtórnych w postaci danych publikowanych przez specjalistyczne wydawnictwa oraz opracowań czołowych firm inwestycyjnych i funduszy infrastrukturalnych.

Development of infrastructure funds is effected from enormous needs of public infrastructure and increase of a share of private capital in funding infrastructure projects. Despite not very long existence of infrastructure funds they are more and more important, mainly in countries being financial markets leaders. The aim of the paper is to assess a position and share of listed infrastructure funds in infrastructure funds markets. Listed funds, opposite to unlisted funds, are based upon stock exchange rules and are listed on the biggest global stock markets. The analysis of global market of listed infrastructure funds has ensured relatively good returns from investments parallel to bigger stability and protection against investment risks rather than in case of the rest of financial instruments. The article is based on secondary data gained from specialized publications and reports of top investment companies and infrastructure funds managers.

Infrastructure is indispensable, but indirect, factor of economic and civilization growth. A huge pace of changes evolved from technical and technological progress, and after it a demand for financial capital. Most countries is not able to cover capital absorbing infrastructure projects from highly tight budgets. A crucial issue is to find and implement some complementary sources, like PPP, private infrastructure funds, special designed for infrastructure needs public funds or project bonds. An aim of an article is to indicate difficulties in contemporary world in procuring funds to cover infrastructure projects on background of growing project needs of public infrastructure. The study in kind of scientific contribution of a great extend of practical application has a form of review based of thematic literature, published data and personal experiences from conducted for several years monitoring of infrastructure projects funding market, and its main task is to present a scale of unbalance between project infrastructure demand and potential sources of their funding.

Infrastruktura jest niezbędnym, chociaż pośrednim, czynnikiem rozwoju gospodarczego I cywilizacyjnego, Ogromne tempo zmian wynikające z postępu technicznego i technologicznego wymusza wzrost inwestycji na infrastrukturę, a co za tym idzie wzrost zapotrzebowania na kapitał finansowy. Większość krajów nie jest w stanie finansować wysoce kapitałochłonnych inwestycji infrastrukturalnych z wysoce napiętych budżetów. Istotnym problemem jest znalezienie i zaimplementowanie uzupełniających źródeł finansowania, jak PPP, prywatne fundusze infrastrukturalne, specjalne fundusze publiczne czy obligacje projektowe. Celem opracowania jest zobrazowanie trudności w pozyskiwaniu finansowania inwestycji infrastrukturalnych we współczesnym świecie na tle rosnących potrzeb inwestycyjnych zakresie infrastruktury publicznej.. Opracowanie w formie przyczynku naukowego o dużym stopniu aplikacyjności ma postać przeglądu wykorzystującego literaturę przedmiotu, publikowane statystyki oraz prowadzone przez wiele lat własne obserwacje rynku finansowania inwestycji infrastrukturalnych, a jego głównym zadaniem jest wykazanie skali problemu nierównowagi między zapotrzebowaniem na inwestycje infrastrukturalne a potencjalnymi źródłami ich finansowania.
