Hyperpower as a post-Westphalian international environment management hub

The issue of managing the late-Westphalian international environment, especially in the phase of a deep and accelerated qualitative transformation, is among one of the most intensely analyzed by the scientific community. Many models are considered by different scholars, ranging from imperial models to multi-level management models. One of the forms of managing international relations and a tool of power projection can be the form called a hyperpower. It is a unique subjective structure including a core in the form of a superpower and a network of connections and decision-making chains – formal as well as informal – functioning in the transnational social space. This system is situated as an intermediate form between empire and hegemony. It is distinguished from the former by flexibility and softness, from the latter – by international legitimacy that goes beyond the mere recognition of effectiveness in managing global affairs. Its functioning can be traced on the example of three most important functions: sanction, indoctrination, and legitimization.

The growing power of the PRC implies a change in the international and security policy of the country, and even the perception of the international environment by the members of the CPC. The White Paper of Defence, published every two years by the Ministry of National Defence of the People's Republic of China aims to explain the ongoing evolution. The present paper studies in depth the Chinese point of view of the potential challenges for security in the region of Asia and the Pacific.

The aim of this article is to present the opinions of owners of year-round accommodation facilities operating in the Lublin voivodeship, concerning the impact of the international environment on the development of enterprises providing accommodation services. The assessment is based on the author’s own research conducted with the use of the CATI method in April and May 2018. Entrepreneurs rarely see opportunities and threats related to the international environment. They seem to think “in a local way”. Generally, the most positive feedback on pro-developmental actions related to the international environment is provided by respondents from urban-rural communes. Membership in international structures, including the European Union, gives a lot of opportunities for development. The entrepreneurs participating in the survey should be even more active while monitoring EU forms of support and applying for EU projects.

Celem opracowania jest przedstawienie opinii właścicieli całorocznych obiektów noclegowych działających na terenie województwa lubelskiego na temat wpływu otoczenia międzynarodowego na rozwój przedsiębiorstw świadczących usługi noclegowe. Ocena sytuacji została dokonana na podstawie badań własnych zrealizowanych metodą CATI w kwietniu i w maju 2018 roku. Przedsiębiorcy rzadko dostrzegają szanse i zagrożenia, które wynikają z otoczenia międzynarodowego. Wydaje się, że często myślą oni „w sposób lokalny”. Działania prorozwojowe wynikające z otoczenia międzynarodowego najbardziej pozytywnie ocenili respondenci z gmin miejsko-wiejskich. Przynależność do struktur międzynarodowych, w tym Unii Europejskiej, daje wiele możliwości rozwoju. Badani przedsiębiorcy powinni być bardziej aktywni w monitorowaniu unijnych form wsparcia i ubieganiu się o projekty unijne.

The aim of the article is to analyse the Russian-Ukrainian conflict in the context of the international security environment. It discusses the evolution of Russian-Ukrainian relations from the collapse of the Union of Soviet Socialist Republics to the current threats of open war by the Russian Federation. The article analyses the Russian-Ukrainian conflict from the perspective of actions taken by Western countries, as well as interprets the Russian blackmail to use force against Ukraine as an element of pressure on the international security environment and an instrument for achieving Russian strategic foreign policy goals.

Celem artykułu jest analiza konfliktu rosyjsko-ukraińskiego w kontekście międzynarodowego środowiska bezpieczeństwa. Omówiono w nim ewolucję relacji rosyjsko-ukraińskich od rozpadu Związku Socjalistycznych Republik Radzieckich po obecne groźby wywołania otwartej wojny przez Federację Rosyjską. Artykuł analizuje konflikt rosyjsko-ukraiński w perspektywie działań podejmowanych przez państwa zachodnie, interpretując rosyjski szantaż użycia siły wobec Ukrainy jako element presji na międzynarodowe środowisko bezpieczeństwa i instrument osiągania rosyjskich celów strategicznych w polityce zagranicznej.

The article is dedicated to the state security environment in international perspective. First, the security environment of a political unit (state) is considered as a conceptual category in it. The author points out that along with the development of security sciences, it needs to be more specified. Due to the focus in this article on the state security environment and only on its external conditions, the analyzed category is considered using analogies to the international environment, as well as the results of research on international relations. It is proposed to introduce the concept of security relations in the analyzed problem. Then, there is presented the essence of the state security environment. The author points in this respect to the usefulness of strategic approaches. In addition, there is characterized the security environment in the times of globalization.

Artykuł jest poświęcony środowisku bezpieczeństwa państwa w ujęciu międzynarodowym. Rozpatrywane jest w nim najpierw środowisko bezpieczeństwa jednostki politycznej (państwa) jako kategoria pojęciowa. Autor zwraca uwagę, że wraz z rozwojem nauk o bezpieczeństwie wymagają one dookreślenia. Z uwagi na skupienie się w tym artykule na środowisku bezpieczeństwa państwa i tylko na jego zewnętrznych uwarunkowaniach analizowana kategoria jest rozpatrywana z wykorzystaniem analogii do środowiska międzynarodowego, a także rezultatów badań nad stosunkami międzynarodowymi. W analizowanej problematyce proponowane jest wprowadzenie pojęcia stosunków bezpieczeństwa. Następnie przedstawiana jest istota środowiska bezpieczeństwa państwa. Autor wskazuje w tym zakresie na przydatność podejść strategicznych. Ponadto, charakteryzowane jest środowisko bezpieczeństwa w czasach globalizacji.
