Wydarzenia ostatnich lat zmieniły nasze postrzeganie procesów migracyjnych. Ze zjawisk lokalnych, prawie incydentalnych, stały się one fenomenem niemal permanentnym z różną siłą i nasileniem występującym na każdym kontynencie. Współczesne migracje mają różne oblicza, różne przyczyny i różne, często trudne do przewidzenia skutki. Okazuje się, że zmiany klimatyczne i degradacja środowiska są najczęstszym, choć niejedynym ich powodem. Jednak liczba przybywających wciąż zaskakuje, budząc konsternację społeczeństw i rządzących. Brak stosownych rozwiązań na gruncie prawa międzynarodowego bardziej jeszcze pogłębia frustrację zarówno potrzebujących pomocy, jak i jej udzielających.

The events of recent years have changed our perception of migration processes. From local, almost incidental occurrence, they have become practically permanent phenomena with various strength and intensity occurring on each continent. Modern migrations have different forms, diversified causes and unpredictable consequences. It turns out that climate change and environmental degradation are the most common causes, although not the only ones. However, the number of arrivals continues to surprise causing consternation of societies and rulers. The lack of appropriate solutions, on the basis of international law, further exacerbates the frustration of those who need help and those who provide assistance.
