Social exclusion affects a relatively wide range of people and communities. According to estimates, about 80 million people in the European Union is at risk of poverty, and 14 million young people have no opportunities of education, employment or training. Tackling social exclusion has been one of the major objectives of EU social policy. One of the three main priorities of the EU Framework Programme "Horizon 2020" for the years 2014-2020 includes reducing inequality and social exclusion in Europe. The objective of this article is to present the possibilities of inference about different aspects of social exclusion and poverty on the basis of panel data models. The basis for this type of analysis is to gather relevant individual panel database. Such databases are collected in some EU countries and they have been a source of data for the research discussed in the article. Signaling the need to create such a database is an additional goal of this article. One of the chapters is devoted to the presentation of the scale of the problem in Poland. It seems that it is so large that it would be advisable to use the presented methods in order to proper targeting of the social policy actions to prevent the exclusion and support recovery from it.

Celem artykułu jest przedstawienie możliwości wnioskowania o różnych aspektach wykluczenia społecznego i ubóstwa na podstawie modeli danych panelowych. Podstawą do przeprowadzenia tego typu analiz jest zgromadzenie odpowiedniej bazy danych indywidualnych. Bazy takie gromadzone są w niektórych krajach UE i one właśnie stanowiły źródło danych dla omawianych w artykule badań. Zasygnalizowanie potrzeby stworzenia takiej bazy jest dodatkowym celem artykułu. Przedstawiono także skalę tego problemu w Polsce. Wydaje się, że jest ona na tyle duża, że wskazane byłoby wykorzystanie prezentowanych metod w celu właściwego ukierunkowania działań polityki społecznej zapobiegających wykluczeniu i wspomagających wychodzenie z niego.
