The aim of the article is to analyze the cooperation between the regions of Wielkopolska and Kharkiv as an example of Polish-Ukrainian interregional cooperation. Ukraine plays a significant role in Polish paradiplomacy (local government diplomacy), as Ukraine holds the second position (after Germany) among the foreign partners of Polish local and regional governments. The paper attempts to answer the question, if the partnership between the regions of Wielkopolska and Kharkiv has an unwanted character. For the purpose of political analysis, the author used the method of desk research, based mainly on documents shared by the Marshal Office of the Wielkopolska Region in Poznań and press releases, completed by an interview with a long-time employee of the MOWR, involved in foreign cooperation. In conclusion, the author states that the cooperation between the regions of Wielkopolska and Kharkiv represents a typical example of Polish-Ukrainian partnership of local or regional governments. Its main characteristic is the dominance of official contacts over substantial activities.

Representation of the interests of Polish regions (voivodeships) in the European Union (Brussels) acquired significant importance in economic and political terms primarily in connection with Poland’s accession to this international organization in 2004 and the possibility of benefiting from EU funds. The legal and organizational challenge for Polish local government units was the correct legal compliance with the law of the establishment of a foreign representative office and its operation. The purpose of the article was to present the current legal status of the functioning foreign representative offices of Polish local government units in Brussels with particular emphasis on the regions of Western Poland. The article presents legal models for the creation of structures of regions in a situation where the provisions of national or public international law do not directly refer to this problem. The analysis of the problem was made primarily on the basis of the Polish provisions of constitutional acts concerning regions, internal normative acts, doctrine and the author’s own research in the form of public information.

Reprezentacja interesów polskich regionów (województw) w Unii Europejskiej (Brukseli) nabrała istotnego znaczenia w aspekcie ekonomiczno-politycznym przede wszystkim w związku z akcesją Polski do tej organizacji międzynarodowej w 2004 r. i możliwością skorzystania z funduszy UE. Wyzwaniem prawno-organizacyjnym dla polskich jednostek samorządu terytorialnego było prawidłowe, zgodne z przepisami prawa, utworzenie przedstawicielstwa zagranicznego oraz jego funkcjonowanie. Celem artykułu było przedstawienie aktualnego statusu prawnego funkcjonujących przedstawicielstw zagranicznych polskich j.s.t. w Brukseli ze szczególnym uwzględnieniem regionów Polski Zachodniej. W artykule przedstawiono modele prawne tworzenia struktur regionów, w sytuacji gdy przepisy prawa krajowego i międzynarodowego publicznego nie odnoszą się wprost do tej problematyki. Analizy problemu dokonano przede wszystkim w oparciu o polskie przepisy ustaw ustrojowych dotyczących regionów, akty normatywne wewnętrzne, doktrynę oraz badania własne autora w postaci informacji publicznej.

Artykuł prezentuje wyniki badań przeprowadzonych przez autora w ramach działania naukowego MINIATURA 4 Narodowego Centrum Nauki. Projekt miał charakter pilotażu, którego celem było opracowanie wstępnej diagnozy i kierunków rozwoju współpracy jednostek samorządu terytorialnego z rządem w zakresie dyplomacji samorządowej. W ramach badania zostało przeprowadzonych 11 wywiadów z przedstawicielami środowisk odpowiedzialnych za kreowanie polskiej paradyplomacji: samorządowcami, pracownikami administracji rządowej oraz ekspertami. Wyniki badań wstępnych wskazują, że polska dyplomacja samorządowa, postrzegana jako instrument polityki zagranicznej, przeżywa poważny kryzys. W celu jego przezwyciężenia należy zastanowić się nad modelem polskiej paradyplomacji szanującym interesy obu stron: rządu i samorządu terytorialnego.

The article presents the results of the research conducted by the author within the framework of the National Science Centre action MINIATURA 4. This was a pilot project aiming to yield a preliminary diagnosis and suggest directions of development for the cooperation between local government units and the central government in the field of paradiplomacy. As part of the study, 11 interviews were conducted with the representatives of the milieus responsible for Polish paradiplomacy: local government officials, civil servants and experts. The results of the preliminary research indicate that approached as an instrument of foreign policy, Polish local diplomacy is experiencing a severe crisis. In order to overcome it, one should consider a model of Polish paradiplomacy that respects the interests of either side, namely the central and the local government.
