The management of real estate makes one of the most important aspects of the activities of local self-government units. The findings of the audit conducted in 2020 in the area of the Zachodniopomorskie Region showed that the irregularities indicated by NIK in previous audits had not been eliminated. Insufficient attention is paid to real estate recording and making plans for their use. The regulations setting forth the contents of real estate registers – as for their sale or use, as well as the place and timing of their publication – were not complied with. Frequently, the requirements on the manner of setting the price of real estate on sale were not met, as well as those related to setting rent or lease prices. Local self- government units do not always controlled whether the lessees or tenants used the properties in an appropriate manner.

Nieruchomości należą do najbardziej wartościowych składników majątku jednostek samorządu terytorialnego (JST), a ich sprzedaż jest ważnym źródłem dochodów. Gospodarowanie gminnym, powiatowym i wojewódzkim zasobem nieruchomości stanowi więc ważny element działalności samorządów. Kontrola przeprowadzona przez NIK w miejscowościach turystycznych województwa zachodniopomorskiego ujawniła, że brakuje kompleksowych, długofalowych programów i analiz uwzględniających skutki zbycia lub udostępnienia nieruchomości. Ogranicza to możliwość efektywnego wykorzystania posiadanego przez nie majątku. JST nie wyeliminowały też nieprawidłowości stwierdzonych we wcześniejszych kontrolach Izby.
