Regulacyjne miary płynności w bankach jako dopełnienie miar adekwatności kapitałowej

Celem artykułu jest wskazanie regulacyjnych miar płynności jako dopełnienia dotychczasowych miar opartych na adekwatności kapitału funkcjonujących w europejskim systemie bankowym. Przeprowadzono w nim analizę wdrażanych regulacji prawnych dotyczących konstrukcji i funkcjonowania regulacyjnych norm płynności zarówno na szczeblu Unii Europejskiej, jak i w Polsce. Zdaniem autora wprowadzenie wspólnotowych regulacji prawnych w zakresie miar płynności (tak krótkoterminowej, jak i długoterminowej) jest potrzebne ze względu na bezpieczeństwo europejskiego sektora bankowego. Miary płynności będą uzupełnieniem, a nie alternatywą dla miar adekwatności kapitałowej. Niemniej jednak przyjęta metoda ich wdrażania istotnie ograniczy elastyczność nadzoru bankowego państw członkowskich w kształtowaniu krajowych regulacji w tym zakresie.

The purpose of this paper is to identify liquidity regulation as a complementary element of capital-adequacy measures taken in the European banking system. The paper presents an analysis of the structure and functioning of the standards for liquidity regulation implemented both in the European Union and in Poland. It is the author’s view that the safety of the European banking sector depends on the introduction of both short-term and long-term European Union liquidity regulation measures. Rather than being an alternative to capital-adequacy measures, the liquidity measures will instead komplement them. Nevertheless, the method adopted for their implementation will significantly limit the flexibility of banking supervision authorities in the Member States in developing national regulation in this regard.
