The article presents the process of construction, as well as the current and future use of Earth observation systems. The analyses were preceded by the characteristics of the systems, thus organizing the reservoir of collected knowledge. The basic parameters of the systems, examples of application, as well as the requirements for systems that can be operated in the armed forces were identified. On the basis of U.S. regulations, the possibility of using Earth observation system products for government-military purposes is identified. The rest of the article describes the current use of Earth observation systems implemented for security purposes. Based on this content, the requirements for Earth observation systems intended for use by the armed forces are presented. The last part of the article deals with the development of Earth observation systems. It cites current reports indicating increased interest in the products of these systems. A determination of the directions of development was made. Anticipation of trends associated with the future construction of the systems was made, which included: the development of mini satellites, Big Data and artificial intelligence, as well as the integration of these three determinants.

W artykule przedstawiono proces budowy, jak również obecne i przyszłe wykorzystanie systemów obserwacji Ziemi. Analizy poprzedzone zostały charakterystyką systemów, porządkując w ten sposób rezerwuar zebranej wiedzy. Określono podstawowe parametry systemów, przykłady zastosowania, jak również wymagania w stosunku do systemów możliwych do eksploatacji w siłach zbrojnych. Na podstawie regulacji amerykańskich określono możliwości wy- korzystania produktów systemów obserwacji Ziemi na potrzeby rządowo-miitarne. W dalszej części artykułu opisano obecne wykorzystanie systemy obserwacji Ziemi, realizowane na potrzeby bezpieczeństwa. Na podstawie tych treści przedstawiono wymagania w stosunku do systemów obserwacji Ziemi przeznaczonych do użycia przez siły zbrojne. Ostatnia część artykułu traktuje o rozwój systemów obserwacji Ziemi. Powołano się w niej na obecne raporty wskazujące na zwiększenia zainteresowania produktami tych systemów. Dokonano określenia kierunków rozwoju. Dokonano antycypacji trendów wiązanych z przyszłą budową systemów, do których zaliczono: rozwój mini satelitów, Big Data oraz sztuczną inteligencją, a także integracja tych trzech determinantów.

The Transformation Department of Polish Ministry of Defence assumed to have responsibility for delineating the future plans for Polish Armed Forces was disbanded in spring 2012. Itsefforts were based on directions from NATO where the Allied Command Transformation (ACT), one of two Alliance’s strategic commands, made an institutional structure for the coordination of all transformation efforts among its members. Military transformation, first and foremost, is desig ned to adapt allied military forces to current and future changes and challenges of the security environment. A transformation pioneer is the US military with its core based on technologic achievements and also on innovation and extensiveness. In Poland the efforts of Transformation Department have gone without implementation despite many products of a great value, and the Department deprived of proper political support ceased its existence afterwards, surely with the harm to the Polish Armed Forces.

Wiosną 2012 roku został rozwiązany Departament Transformacji Ministerstwa Obrony Narodowej, który z założenia miał odpowiadać za wytyczanie głównych kierunków zmian w Siłach Zbrojnych Rzeczypospolitej Polskiej. Jego wysiłki opierały się na wskazaniach NATO, gdzie jedno z dwóch strategicznych dowództw, Dowództwo Transformacji (ACT), stanowi instytucjonalną strukturę koordynującą wysiłki transformacyjne wśród członkowskich państw sojuszu. Transformacja sił zbrojnych ma przede wszystkim na celu dostosowanie ich do obecnych i przyszłych zmian i wyzwań środowiska bezpieczeństwa. Pionierami w transformacji są siły zbrojne USA, przy tym istotną jej podstawę stanowią zdobycze technologiczne, ale również innowacyjność i kompleksowość. W Polsce wysiłki Departamentu Transformacji pomimo wypracowania wielu wartościowych projektów nie doczekały się implementacji, a sam Departament nie posiadając poparcia politycznego przestał istnieć, oczywiście ze szkodą dla sił zbrojnych.

The article presents changes in the global balance of power in recent years, with particular emphasis on the impact of the coronavirus pandemic on the evolution of the existing international order. The article presents the most important areas of increasing rivalry between the greatest powers and between regional powers in the political, military, and economic dimensions, which may upset the existing balance of power. Changes in the structure of the world economy and new faces of globalization were taken into account. Much attention was paid to the issue of shifting rivalry between superpowers from the Euro-Atlantic area towards Asia.

W artykule ukazano zmiany w światowym układzie sił w ostatnich latach, ze szczególnym uwzględnieniem wpływu pandemii koronawirusa na ewolucję istniejącego porządku międzynarodowego. W artykule zostały ukazane najważniejsze obszary nasilającej się rywalizacji między największymi mocarstwami oraz między mocarstwami regionalnymi w wymiarze polityczno-militarnym i gospodarczym, które mogą naruszyć istniejącą równowagę sił. Uwzględnione zostały zmiany w strukturze gospodarki światowej i nowe oblicza globalizacji. Dużo uwagi poświęcono kwestii przesunięcia rywalizacji między mocarstwami z obszaru euroatlantyckiego w kierunku Azji.
