This article considers the condition of ensuring national security of Ukraine in situations of the armed conflict in some areas of Luhansk and Donetsk regions. It proves the relevance of implementation of civil-military cooperation. The paper provides the analysis of the theoretical basis, tasks and functions of civil-military cooperation. The article explores activities of civil-military cooperation entities in Ukraine. It defines that the current situation in the South-East of Ukraine shows that tasks of monitoring and forecasting civil environment, forming recommendations regarding mutual influence of civil and military’s acts have not been fully accomplished. The paper suggests using programmatic means of supporting decision making that were created on the basis of geoformation systems as a possible way of solving the problems.

Na wstępie autor przedstawia zjawiska terminologię z obszaru zarządzania kryzysowego. W dalszej części opisuje udział oddziałów i pododdziałów wojskowych w procesie wsparcia społeczeństwa w czasie wystąpienia sytuacji kryzysowych. W podsumowaniu wnioski z wykorzystania potencjału wojskowego w sytuacjach kryzysowych.

This article presents the issues of support for non‑military arrangements by military units and sub‑units in the event of extraordinary occurrences. At the beginning the author presents phenomena of terminology in crisis management. The section further describes the involvement of military units and sub‑units in the process of supporting the public at the time of crisis. In concluding, the conclusions about the use of military capabilities in crisis situations.

In the article, the author presents the role of Military Task Groups in the process of supporting a non-military system in the event of non-military threats to state security. The diversity and violence of the occurrence of non-military security threats on the territory of Poland necessitates the preparation of military forces and means for crisis management activities. An important paradigm of these activities is their effectiveness with the use of minimal forces and means of potential. The crisis response system to non-military threats to state security should ensure the compatible operation of many elements, including the army, services, state government and local government institutions and non-governmental organizations involved in various rescue systems.

W artykule autor przedstawia rolę wojskowych zgrupowań zadaniowych w procesie wsparcia układu pozamilitarnego w sytuacji wystąpienia niemilitarnych zagrożeń bezpieczeństwa państwa. Różnorodność oraz gwałtowność występowania na terytorium Polski niemilitarnych zagrożeń bezpieczeństwa wymusza konieczność przygotowania sił i środków wojskowych do działań w zakresie zarządzania kryzysowego. Istotnym paradygmatem tych działań jest ich efektywność przy wykorzystaniu minimalnych sił i środków posiadanego potencjału. System reagowania kryzysowego na niemilitarne zagrożenia bezpieczeństwa państwa powinien zapewnić kompatybilne działanie wielu elementów, w tym: wojska, służb, instytucji rządowych i samorządowych państwa oraz organizacji pozarządowych zaangażowanych w różne systemy ratownicze.

Rozwój poszczególnych gmin jest warunkowany wewnętrznie i zewnętrznie. Stacjo-nujące na terenie gmin jednostki wojskowe, w zróżnicowanym stopniu, wpływają na po-szczególne sfery życia mieszkańców. Ich lokalizacja, na terenie poszczególnych gmin, deter-minuje szereg powiązań z otoczeniem lokalnym. Powiązania mają charakter dwustronny. Jednostki czerpią z otoczenia zasoby (ludzkie, finansowe, rzeczowe i informacyjne) w oparciu, o które realizują przypisane im zadania. Natomiast do otoczenia dostarczają dobro publiczne, jakim jest bezpieczeństwo obywateli oraz generują do otoczenia efekty wynikające z użytkowania zasobów. W artykule przedstawiono wyniki badań przeprowadzonych wśród mieszkańców gmin oraz wśród żołnierzy jednostek, które stacjonują w różnych regionach na terenie kraju.

Development of particular communities is conditioned by internal and external factors. Military units which are stationed on the territory of communities, influence the specific spheres of inhabitants life, in different ways. Their localization on the territory determines a number of ties with local surrounding. These ties have bilateral character. Military units ac-quire from local surrounding resources (human, financial, material, information), which are the basis to fulfil their tasks and they transfer public good like safety of citizens and, what is more, they generate other outcomes as a result of uses of resources. The article presents out-comes of research carried out among inhabitants of communities and soldiers of military units, which are located in different regions on the territory of Poland.
