Volcanic Eruptions as a Threat to Public Security

Public security is nowadays considered to be a key area of national security. Its main objective is to protect the population from the effects of various types of threats that may appear on the territory of Poland, but also beyond its borders. Such threats include undoubtedly volcanic eruptions. In this article, the author makes an attempt to analyse the above phenomenon from the perspective of direct and indirect threats it poses to public security. The author included in it: the definition and basic types of volcanoes, the characteristics of volcanic eruptions and their consequences, as well as the characteristics of volcanic threats in Poland. The article ends with the author’s summary and conclusions in which the author refers to the impact of volcanic threats on public security.

Potrzeba bezpieczeństwa jest jedną z najbardziej fundamentalnych potrzeb człowieka. W dobie rozwoju społeczeństwa obywatelskiego powinno ono realizować misję profilaktycznego szkolenia obywateli w zakresie samoobrony (samoratownictwa). Badania wyraźnie wskazują, że większa część ludności nie ma absolutnie żadnego przygotowania do udzielania sobie wzajemnej pomocy. Nasza planeta żyje, jest w ruchu, a zmiany klimatyczne to naturalny cykl w jej ewolucji. Ciągłe podnoszenie zdolności ratowniczych nie zawsze rozwiązuje wszystkie problemy. W czasie zagrożenia liczą się minuty, dlatego każdy musi mieć świadomość potrzeby bycia gotowym do zapobiegania zagrożeniom. Niniejszy artykuł stanowi syntezę badań prowadzonych nad sprawdzeniem gotowości społeczeństwa do podjęcia prób samoobrony oraz mechanizmów, jakie zachodzą w psychice człowieka w trakcie wystąpienia katastrofy.

Public safety is one of the most fundamental needs of people. Preventive training of citizens in the field of self-rescuing should be undertaken. Nowadays human security is exposed to many threats, so the government must prepare solutions to provide for the safety of its citizens. It is important to prepare citizens to help each other. In times of crisis every minute counts, so the public must be prepared to help prevent danger. This article is a synthesis of the research into human behaviours in self-rescuing and the mechanisms that occur in the human psyche during catastrophes. This article shows how important the contribution of society in rescue actions is. These actions can minimize the number of victims in any crisis.

Bezpieczeństwo powszechne zaliczane jest obecnie do kluczowych dziedzin bezpieczeństwa narodowego. Jego głównym celem staje się ochrona ludności przed skutkami różnego rodzaju zagrożeń, które mogą się pojawić na terytorium Polski, ale także poza jej granicami. Do tego typu zagrożeń można zaliczyć niewątpliwie fale tsunami, które są najczęściej następstwem trzęsień ziemi czy wybuchów podwodnych wulkanów. Autor w artykule podjął się próby analizy omawianego zjawiska z perspektywy bezpieczeństwa powszechnego.

The main objective is to protect the population against the effects of the various risks that may threaten Polish territory, but also territory outside Polish borders. In these type of threats we can undoubtedly include tsunami waves, which are often the consequence of earthquakes and eruptions of underwater volcanoes. In the article, the author attempts to analyze this phenomenon from the perspective of public safety.
