In the Consitution of the Federal Republic of Germany the protection of monuments and all problems of legal and administrative nature connected with it are left within the scope of the activities of individual federal countries. In this situation the system of monuments protecition in Bavaria has been arranged on the basis of "the Law on the Protection and Conservation of Monuments", proclaimed by the Bavarian national parliament in 1973. According to the "Law” the duty of the protection of monuments falls upon the authorities of individual administrative districts which at the same time represent lower-rank authorities of monuments protection. The authorities of a higher rank are the authorities of seven Bavarian administrative districts, whilst the highest rank is the Ministry of Culture and Arts of the Bavarian government. In practical terms the structure of lower-rank authorities is differentiated and depends on the needs of each district. As a model example we may take the organization of the authorities at this level in Munich. The basic scope of its activities covers the following fields: 1) the protection of monuments and care of urban landscape, 2) publicity, 3) protection of nature. The organization which operates in the field of monuments’ protection and conservation in Bavaria is the Office for the Conservation of Monuments, a professional state unit run by the Conservator General directly subordinated to the Ministry of Science and Culture. Its activities are focused on four primary problems corresponding to a structural division of the Office into departments: inventorying, practical conservation of monuments, restoration, archaeological conservation. It is responsible for all measures in the sphere of monuments protection and preservation. In practical terms it means co-responsibility of this organization for each historic monument. Apart from these two most important links of the Bavarian system of the protection of monuments, we should also mention the National Council for Monuments functioning as an advisory body of the national government. The Council includes celebrities from the world of culture and art. Monuments protection is covered by activities of regional officers. Church authorities have their own organizations which take care of historic monuments administered by them. Catholic church has the office of diocesane monuments’ conservator, while in Evangelical Church this is the responsibility of construction authorities. Apart from the above mentioned organizations an important role in the field of monuments' protection is played by various social organizations and associations.
