In the light of the binding provisions of law, the General Prosecutor is included in the subject matter of the oversight function of the Sejm. The statutory request for information and explanations may been perceived as the main instrument of parliamentary oversight serving to obtain information on specific proceedings conducted by the state prosecution.. The Marshal of the Sejm may refer a matter to the Committee on Justice and Human Rights, since the subject matter of activity of this committee includes matters related to the activities of the state prosecution, in order to obtain relevant information and express an opinion.

An important role in incorporating particular Member States in integration structures was played by matters relating to the apportionment of powers between the state authorities to decide on matters relating to membership in the EC/EU. The emergence and development of parliamentary committees for European affairs is connected with the desire to increase the impact of national legislative bodies on the European decision-making process and to provide the representative bodies with mechanisms ensuring real supervision over the actions of governments on the European scene. The committees for European affairs continue to have the nature of auxiliary bodies of parliament, however, due to the nature of problems undertaken by them, their high autonomy in relation to parliamentary chambers is evident. To some extent, even they replace parliamentary chambers in exercising their powers concerning the process of lawmaking in the EU. Recognizing this phenomenon, showing new trends in relations between parliament and its committee is therefore of great importance for the research in this fi eld.

Examining the possible adoption by the Presidium of the Sejm of an interpretative resolution regarding limiting the number of interpellations and Deputy’s questions on the same “matter”, the author of the opinion concludes that any restrictions in this regard should be formulated with caution. The rights of Deputies to submit interpellations cannot be only illusory. He also notes that the Standing Orders of the Sejm have already introduced a mechanism for control by the Presidium of the Sejm over interpellations and Deputy’s questions. In order to counter the practice of submitting excessive number of interpellations of similar content to the same body, the author examines the possibility of combining by the Presidium of the Sejm similar interpellations into one interpellation.

The article presents one of the institutions of international cooperation of the member states of the European Union – Conference of Parliamentary Committees for Union Af- fairs of Parliaments of the European Union (COSAC). COSAC is an important element of the so-called parliamentary diplomacy. The article presents the reasons for the creation of the Conference and the principles of its functioning, as well as impact on the implementa- tion of the control function of national parliaments in regard to their own executive bodies.

Artykuł przedstawia jedną z instytucji współpracy międzynarodowej w państwach człon- kowskich Unii Europejskiej – Konferencji Komisji do Spraw Unijnych Parlamentów Unii Europejskiej (COSAC). COSAC jest istotnym elementem tzw. dyplomacji parlamentarnej. W artykule ukazane zostały przyczyny powstania Konferencji oraz zasady jej funk- cjonowania i wpływ na realizację funkcji kontrolnej parlamentów narodowych wobec własnych organów władzy wykonawczej.
