This article focuses on technical regulations as a tool to ensure personal safety. The National Security Strategy of the Russian Federation noted that improving the quality of life of Russian citizens is guaranteed by ensuring personal safety and the availability of comfortable accommodation, high quality and safe products and services. Personal security of citizens is related to economic security and food security is one of the security concerns for the individual. The authors believe that monitoring the quality and safety of food raw materials and food products should be considered in relation to the problem of food security in Russia, both from the standpoint of maintaining a stable food supply appropriate to the size of the population and the consumption of food products that correspond to science-based medical standards and physiological needs of the population in the nutrients and energy, and also from the standpoint of ensuring quality products. Research showed that there were significant shifts in the structure of food consumption, and in their quality, there was a risk of food contamination with various toxicants chemical and biological nature, a danger of uncontrolled proliferation of food products derived from genetically modified plants, with genetically modified organisms and with microorganisms which have genetically modified counterparts. The authors believe that a basis for quality assurance and product safety should be a coherent system of normative and technical documentation. The main objective of the development, adoption and enforcement of technical regulations is to establish the purpose of compliance with safety requirements of products and production processes, use, storage, transportation, marketing and utilization. According to the authors, monitoring legislation in the sphere of security products reveals an absence of integrity and consistency and Russia still has a long way to go to form its own system of technical regulation.

This article covers the problematic questions concerning safety of the participants of the criminal procedure. Russia’s integration into the main international pacts and conventions have the effect of forcing the country into bringing the law to accordance with international and European rules in terms of ensuring safety of participants of the criminal procedure. This requires introducing appropriate processes to allow the realization of international standards and principles having in mind the peculiarities of the development of the country’s legal system. The main topic of this article is the theoretical and legal basis of state protection of participants of the criminal procedure in the Russian Federation. The author notes that in the middle 90s of the last century influencing the parties of the criminal procedure spread to other categories of criminal cases, making it a large socio-legal problem. This includes not only the witnesses, victims and other individuals involved in the process, but also judges, prosecutors and investigators, in connection with their professional actions. Russian academics were forced to draw on the experience of other countries of successfully running institutions and mechanisms that guarantee securing the rights and freedoms of witnesses, victims and other parties of the criminal procedure. On the basis of material gathered concerning the issue of safety of those connected with the trial-investigation process, the author proposes the priority branches of research in this domain.

The scale of the problem of “avoidable deaths and injuries” in the course of their duties, drove the requirementto undertake the design work on developing a dressing set as part of the development project of the Police Academy in Szczytnoentitled “Dressing set for the treatment of injuries incurred in the performance of duties by the uniformed services”, co-financedthrough funds of the National Centre for Research and Development, under Competition No. 6/2014 on the implementationof projects in the field of research and development for defence and state security. The project will produce a protectivedressing set for injuries incurred in the performance of duties by the uniformed services and proposals for regulating the legaland procedural aspects for its application, resulting from a selected and developed technology. Moreover, part of the project was,inter alia, the analysis of legal acts in force in the various formations subordinate to the Minister of Internal Affairs, and relatingto the obligation to provide first aid and equipping officers to administer it. This analysis was performed by experts selectedfrom within the various departments. On the basis of the material collected, the current legal solutions applying to the differentformations were juxtaposed. The article presents the results of research that takes into account an analysis of the legal provisionsgoverning the application of dressing sets in the Police, as well as a proposal for legal amendments determining their effectiveapplication in service. Equipping officers with appropriate dressings will greatly improve the safety, and the quality of the first aidprovided at the scene.

In advanced modernity, the theory and practice of security have been modified by the effects of civilization development. One of the differences with respect to pre-modern times is the deconstruction of a simple cause and effect relationship. This state of affairs results from the cultural aetiology of threats, the overcoming of which also lies in the influence of culture, and more specifically, security culture. Safety has always been linked to risk. Today, however, this risk contains a significant element of uncertainty. The purpose of the article is to show new conditions determining the shaping of security culture in the perspective of the risk generated not by nature, but by human. The culture of being safe is the right risk that arises from estimating the likelihood of negative effects of civilization development. The above objective is related to the following questions (research problems): How does the risk determined by the progress of civilization affect the process of shaping a culture of security? To what extent will the risk society create the culture of reduction of this risk?

While on duty, soldiers are exposed to severe stress, and mental condition has a direct impact on the efficacy of their performance. The paper shows how the specificity of soldiers’ work affects their mental health. The importance of the role of psychologists in the army is emphasized, and the consequences of negligence in soldiers’ mental care are indicated. The way in which the mental health of soldiers is protected in Poland, by the state itself and by the institutions established for this purpose, is also characterised. Special attention is paid to mental health care for the soldiers that take part in foreign military missions, who are exposed to psychological trauma as a result of isolation from the family and friends, and as a result of being placed in a new cultural and religious environment. On the basis of the above, the necessity of implementing new system solutions to ensure the effective psychological protection of soldiers is indicated.

The phenomenon of aggression is the subject of neurophysiology, psychology, sociology and political science. The influence of cultural factors on the occurrence and the level of aggression between groups is raised especially in sociology. In the article – on the example of the analysis of Thomas Hobbes’s philosophical anthropology and his theory of the state (commonwealth) – the deeper level of cultural sources of aggression is considered, namely the impact of ontological assumptions on the model of human functioning and their translation into social and political practice. The original analysis of the influence of Hobbes’s antropology shows that man-mechanism is especially exposed to aggression and depression. Such a diagnosis has consequences in low level of personal safety and in high demand for external security structure. Personal safety is here analysed in three layers: ontic-cultural, psychological-social, and instrumental-defensive.

This paper demonstrates personal safety as a vital element in a human being’s life, as the number and types of threats are growing. People quite often experience enslavement in various aspects of their functioning. It is not always the result of external threats, but also of individual No.s. A human being has many options, and a multitude of possibilities and opportunities, while these in turn can create chaos. Contemporary enslavement is growing increasingly rapidly on the global scale, having spread across nearly all spheres of life. Enslavement has also become multidimensional, similarly to freedom. This paper encompasses the characteristics of an enslaved person, and the sense of personal freedom. The central concept of this paper shows that personal (individual, human) safety, together with the sense of peace, stability, and own development, are the most important values in the life of every human being.

Celem niniejszej publikacji jest potwierdzenie, że schemat działania, opracowany w oparciu o system walki Krav Maga i zarządzanie kryzysowe zapewnia bezpieczeństwo jednostce wobec zagrożenia, jakim jest atak uliczny. Na początku artykułu omówiono problematykę samoobrony, przedstawiono system walki Krav Maga oraz wprowadzono najważniejsze elementy teorii zarządzania kryzysowego. W dalszej części dokonana została analiza każdej z faz zarządzania kryzysowego, w odniesieniu do zagrożenia atakiem ulicznym. Autor szczegółowo odpowiada na pytania badawcze: Jakie jest najlepsze źródło, dzięki któremu można nauczyć się skutecznej samoobrony? Jak powinna zachować się jednostka w poszczególnych fazach zarządzania kryzysowego wobec zagrożenia atakiem ulicznym, aby zapewnić sobie bezpieczeństwo? Przeprowadzona w pracy analiza w oparciu o dostępne źródła, obserwacje oraz zdobyte doświadczenia autora daje jednoznaczne potwierdzenie, że systemy walki są najlepszym źródłem, dzięki któremu można nauczyć się skutecznej samoobrony, ponieważ biorą pod uwagę wszystkie elementy, które towarzyszą atakowi ulicznemu. Postępując zgodnie ze schematem zawartym w publikacji, każda osoba, bez względu na wiek, płeć czy posturę fizyczną może efektywnie zwiększyć własne bezpieczeństwo personalne.

The goal of this publication is to confirm that the pattern of operation, developed based on the Krav Maga combat system and crisis management, provides an individual with safety against the threat of a street attack. At the beginning of the article, the issues of self-defence were discussed, the Krav Maga combat system was presented and the most important elements of the crisis management theory were introduced. Later in the paper, an analysis of each of the crisis management phases was carried out in relation to the risk of a street attack. The author answers the research questions in detail: What is the best source through which you can learn effective self-defence? How should an individual behave in particular phases of crisis management against the threat of a street attack to ensure its own safety? The analysis made in the paperwork based on available sources, observations and the author’s experience gained gives an unambiguous confirmation that combat systems are the best source through which one can learn effective self-defence, because they take into account all the elements that accompany a street attack. Following the scheme included in the publication, every person, regardless of age, sex or physical posture can effectively increase their own personal safety.
