The article is devoted to the rational political dialogue as a part of the value of political activity management of Ukrainian society elite in the context of competent political decisions. The author defines various aspects of value rules for the administrative elite. It is shown that mastering the art of dialogue becomes an important indicator of competent approach primarily to problems in the political sphere. It is determined that political dialogue has exceptional importance in public administration , where it serves as one of the key, as it helps strengthen the unity of the political elite and civil society with diverse social interests and ultimately increase political, social and economic stability. It is emphasized that the process of dialogue is the basis for the transformation of the political system of Ukraine. It concerns the problem of relations between different branches of government. The lack of proper interaction between them - especially between the legislative and executive bodies of state power which causes conflict in the Ukrainian society. The attention is focused on political dialogue as essential for the maintenance of confidence in the public authorities, competent decision-making, program support activities of state and government.

Motywem przewodnim prezentowanego dwudziestego ósmego tomu Studiów Politologicznych są zagadnienia polityczne występujące w przestrzeni wschodnioeuropejskiej. Przestrzeń wschodnioeuropejska, pomimo podobnych doświadczeń politycznych, pozostaje nadal, co – przynajmniej częściowo – zostaje odwzorowane w prezentowanych tekstach, sferą polimorficzną, z wielością odmiennych tradycji, interesów oraz uwarunkowań politycznych, społecznych i ekonomicznych. Na ten stan rzeczy wpływają procesy standaryzacji i integracji. Z jednej strony są to przede wszystkim standardy systemu Rady Europy. Tworzą one przestrzeń podobnego myślenia i zachowania w ramach relacji jednostka – władza publiczna. Z drugiej strony są to procesy integracyjne, charakteryzujące się różnymi wektorami integracji. Obok odwoływania się, a czasem przyjmowania wartości Unii Europejskiej, obserwujemy równie dynamiczne budowanie konkurencyjnych systemów zbliżania i integracji państw poradzieckich. Cechą znamienną integracji przestrzeni poradzieckiej jest bowiem wielość konfiguracji realizowanej współpracy. Inaczej przebiega ona na płaszczyźnie polityki celnej, gospodarczej, naukowej czy zagranicznej.

The history of multiethnic Karachay-Circassia, and particularly Karachay and Circassian political elites, as well as their role in the creation of the state and the nation, includes many terrae incognitae. The present state of research does not help the attempts of reconstruction of it, while it is deeply entangled into historical policy, actively used in the game of power and the future of the republic. This politics oscillates between facts and falsification or manipulation. With this in mind, the author made an attempt to reconstruct the events from the records of history of Karachays and Circassians that directly or indirectly influence contemporary problems of political system of Karachay-Circassia and its political elites. The study shows that the main causes of the current constitutional and political problems of the republic have their roots not in the recent decades, but deeply in history and, above all, the period of Russian conquest and the mistakes of Soviet policy associated with the decomposition of the natural processes of nation-building and state-building and the creation of the artificial two-subject autonomous area. Due to the new conditions and circumstances they manifest themselves in various mutated and often more dangerous forms.
