Ośrodki zdrowia jako ogniwo publicznej służby zdrowia w Drugiej Rzeczypospolitej

The article presents the circumstances of the establishment and the main activities of health centers in the interwar period. The first health centers in Poland were established in 1925 according to the concept of the American Rockefeller Foundation. Their functioning was to contribute to the improvement of health education, sanitation, hygiene, knowledge about food, and above all, to allow access to medical care and medical advice for all inhabitants of the country. Over time, as a result of the development of the entire system and the increase in the number of centers, there occurred a broadening of their specializations and improvement of the competences of their staff. Before the outbreak of World War II, health centers focused on prevention, treatment and combating common infectious diseases, which included tuberculosis, trachoma or venereal diseases among others. The activities of health centers contributed to the improvement of knowledge in the field of hygiene and prevention of infectious diseases, access to treatment and the dissemination of health care throughout the country.

Artykuł przedstawia okoliczności powstania i główne pola działalności ośrodków zdrowia w okresie międzywojennym. Pierwsze w Polsce ośrodki zdrowia powstały w 1925 r. według koncepcji amerykańskiej Fundacji Rockefellera. Ich funkcjonowanie miało przyczynić się do rozwoju edukacji zdrowotnej, poprawy warunków sanitarnych, stanu higieny, popularyzacji wiedzy o żywności, a przede wszystkim umożliwić korzystanie z opieki medycznej i porad lekarskich wszystkim mieszkańcom kraju. Z czasem w wyniku rozwoju systemu i wzrostu liczby ośrodków nastąpiła ich specjalizacja, wzrosły też kompetencje zatrudnionego w nich personelu. Przed wybuchem II wojny światowej ośrodki zdrowia skupiły się na działalności profilaktycznej, leczniczej oraz zwalczaniu powszechnych chorób zakaźnych, do których zaliczano m.in. gruźlicę, jaglicę czy choroby weneryczne. Działalność ośrodków zdrowia przyczyniła się do poprawy wiedzy z zakresu higieny i profilaktyki chorób zakaźnych, dostępu do lecznictwa oraz upowszechnienia służby zdrowia w całym kraju.

The authors analyze legal regulations regarding compulsory prophylactic vaccinations mentioned in the statue on preventing and fighting human infectious diseases. The analysis is concerned with constitutional, administrative, and criminal law, all devised in accordance with the present state of medical knowledge. Moreover, this work contains de lege ferenda postulates concerned with ways of ameliorating the execution of compulsory vaccinations – those postulates, according to the authors, would enhance the protection of human life and health. Introducing those changes would be crucial in face of the growing number of people who refuse to receive vaccinations or prevent their children from receiving them. Failing to recognize the importance of this situation may lead to future negative outcomes.

Autorzy analizują obowiązek szczepień ochronnych zawarty w ustawie o zapobieganiu i zwalczaniu chorób zakaźnych u ludzi. Analiza dotyczy zagadnień związanych z prawem konstytucyjnym, administracyjnym oraz karnym, ujętych w kontekście obecnego stanu wiedzy medycznej. Praca zawiera postulaty de lege ferenda dotyczące usprawnienia sposobu egzekwowania tego obowiązku, które w opinii autorów poprawiłyby ochronę życia i zdrowia ludzkiego. Wprowadzenie takich zmian byłoby rzeczowe w kontekście rosnącego problemu odmowy poddawania się szczepieniom, zwłaszcza w odniesieniu do dzieci. Zaniedbanie tej sytuacji może doprowadzić do poważnych negatywnych skutków w przyszłości.
